PERFORMANCE WORK STATEMENT
FOR
INTEGRATED SOLID WASTE MANAGEMENT
MINNEAPOLIS-ST. PAUL AIR RESERVE STATION, MN
26 SEPTEMBER 2018
1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management for the 934th Airlift Wing at Minneapolis-St. Paul Air Reserve Station, Minneapolis, Minnesota. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Estimated workload factors are in Appendix A and collection locations are shown in Appendix B.
1.1. COLLECTION REQUIREMENTS.
1.1.1 Base Areas B, C, N, and POL Facility
1.1.1.1. Municipal Solid Waste. Provide containers/dumpsters for collection of municipal solid waste (MSW) at locations specified by the 934th Airlift Wing. Empty MSW dumpsters according to the service frequencies identified in Appendix A, Tables A2. For locations to be emptied twice per week, service must be separated by an interval of at least 3 days. The contractor shall establish initial collection schedules upon contract award. They are to be submitted to the Contracting Officer (CO) at least five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time, but no changes are allowed to the schedule without CO coordination. See Appendix A, Table A1, for estimated workload data.
Service frequency and minimum required container/dumpster capacities for prescribed locations are provided at Appendix A, Table A2. When the contractor completes service at a location there shall be no litter, waste, or recyclable material on the ground within a 10-foot radius of the container.
1.1.1.2. RESERVED (Food Waste)
1.1.1.3. Recycling. Provide containers/dumpsters for collection of mixed recyclables at locations specified by the 934th Airlift Wing. “Mixed Recyclables” shall include, at minimum, glass/plastic/metal food and beverage containers, cardboard, boxboard, office paper, newsprint, and mail/magazines/catalogs. Empty recycling dumpsters once per week. Pick up, remove and recycle baled cardboard from the Army-Air Force Exchange Service Base Exchange (AFFES BX) loading dock once per week. The contractor shall establish initial collection schedules upon contract award. They are to be submitted to the CO at least five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time, but no changes are allowed to the schedule without CO coordination. See Appendix A, Table A1, for estimated workload data. For recycling containers, any necessary separation of types materials shall be the contractor’s responsibility to perform at an off-site location.
1.1.1.4. Document Destruction. Provide labeled, lockable, secure containers at specified buildings, for collection of paper documents controlled for Privacy Act (PA) compliance and “For Official Use Only” (FOUO) material. Perform monthly shredding of collected documents on site. Service will include moving secure containers from building interior locations to shredding equipment/vehicle, and then returning empty containers back to the point of use inside each building. Destroy documents by mechanical shredding such that shredded documents are not readable and are beyond reconstruction. Shredded paper shall be recycled after completion of on-site shredding. See
Appendix A, Table A1, for estimated workload data. This service will include 15 buildings, with a total of 13 containers of 6 ft3/45 gal/100 lb. size and 13 containers of 8.5 ft3/65 gal/200 lb.
size. Minimum required secure container quantity and capacities for prescribed locations are provided at Appendix A, Table A3.
1.1.1.5. Wood Recycling. Provide labeled 8-yard containers for collection of wood pallets and similar wood scrap at two designated locations. Empty the containers, transport and recycle contents at minimum twice per month, with an interval of no less than two weeks between service. See Appendix A, Table A1, for estimated workload data. Container location and minimum required capacity is provided at Appendix A, Table A2.
1.1.1.6. Scrap Metal Recycling: Pick up and transport two (2) Government-owned 10-yard roll-off dumpsters containing ferrous frag feed scrap metal to a local scrap metal recycling facility, off-load contents for recycling, and return same empty roll-offs, once every two months. Pick up and transport one (1) Government-owned 10-yard roll-off dumpster containing aluminum breakage scrap metal to a local scrap metal recycling facility, off-load contents for recycling, and return same empty roll-off, once per year. All three roll-offs are stored inside a facility, and are accessed through with 16-foot high garage doors. See Appendix A, Table A1, for estimated workload data.
Government-owned scrap metal roll-off container locations are provided at Appendix A, Table A2.
1.1.1.7. Compostable Organics: Provide one (1) 20-cubic yard roll-off container for collection of leaves, brush, shrub trimming/pruning waste, and similar compostable organics, during the month of May. Provide three (3) 30-cubic yard roll-off containers for collection of leaves, brush, shrub trimming/pruning waste, and similar compostable organics, during the months of October and November. The contractor shall deliver and place containers at locations designated by the Government within one week of notification of delivery need by the CO or designated government functional Point of Contact (POC), and shall remove individual containers within one week of notification of removal need by the CO or POC. The contractor shall transport collected organics to a local/regional compost facility and off-load for composting. See Appendix A, Table A1, for estimated workload data.
1.1.1.8. Family Day MSW Dumpster: Provide one 8-cubic yard MSW dumpster for temporary use during annual “Family Day” event. The contractor shall annually deliver and place the dumpster at a location designated by the Government, on a date specified by the CO or POC at least one week in advance of the event. Contractor shall remove the dumpster within three business days following the event end date specified by the CO or POC. See Appendix A, Table A1, for estimated workload data.
1.1.2. RESERVED (Military Family Housing)

1.1.4. Inclement Weather Schedule. The contractor shall collect MSW and recyclable material during periods of inclement weather. In cases of severe weather, the CO may authorize exceptions.
When exceptions are granted all missed collections shall be performed within 24 hours after the severe weather has terminated, unless the CO authorizes additional time.
1.1.5. Route Parameters. The contractor shall propose collection schedules for MSW, recycling, paper shredding, wood recycling, and scrap metal recycling to the CO for acceptance.
1.1.6. Points of Collection. Collection stations for MSW, PA/FOUO paper, and recyclable materials are listed in Appendix A, Tables A2 and A3, and are shown in Appendix B. The contractor shall position containers for customer ease in depositing MSW and recyclables. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, and other potential obstructions.
1.1.7. Cubic Yard Capacity. Required capacity o f containers is indicated in Appendix A, Tables A2 and A3. The contractor may propose changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of MSW and recycling removal, and submit proposed changes to the CO. No changes shall be made until the proposed change is approved by the CO.
1.1.8. Government-Approved Containers. Collection of materials shall be in contractor-provided, CO-accepted containers, except for the following: Government-owned roll-off dumpsters for scrap metal; and loose cardboard bales at the AAFES BX loading dock. All contractor-provided containers for MSW, mixed recyclables, wood recycling and PA/FOUO paper will be labeled or stenciled to identify its collection purpose. The contractor shall maintain such labels or stencils to be legible and intact, or replace labels and stenciling as needed.
1.1.9. Maintaining Containers and Collection Areas. The contractor shall return all MSW and mixed recycling containers to their original location after servicing. Containers shall be in an upright position with the lids securely in place (closed). The contractor is responsible for cleaning up any materials spilled from containers onto the ground while servicing a location. The contractor shall collect debris placed at collection stations; for example, sacks, cartons, boxes, cans, tied bundles, or other containers. It is intended that the majority of debris will be placed in containers. The contractor shall notify the CO and/or POC of locations where debris is frequently placed outside of containers so the CO and/or POC may notify facility managers and, if necessary, determine the need for adjustments to container size or pickup frequency. The contractor shall be responsible for keeping collection areas free of solid waste and debris.
1.1.10. RESERVED (Weighing of Vehicles)
1.2. RESERVED (RECYCLABLE MATERIALS PROCESSING)
1.3. DISPOSAL.
1.3.1. Off-Base Disposal. The contractor shall transport and dispose of all MSW at the Hennepin Energy Recovery Center (HERC) waste-to-energy facility located in Minneapolis, MN.
The contractor shall not use other disposal facilities for municipal solid waste under this contract unless approved in advance by the CO. The contractor shall transport recyclable commodities and compostable organics to properly permitted off-base facilities. The contractor is responsible for disposal and recycling being in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or acceptance fees associated with the use of off-base disposal/recycling locations.
1.3.2. Disposal of Non-marketable Materials. The term “non-marketable materials” for purposes in this contract will only mean; recyclable materials rejected by a purchaser for any contaminated reason. Recyclable materials deemed non-cost effective by the contractor will not be considered as non-marketable material. Disposal of non-marketable materials from the contractor’s processing of recyclable materials will be the responsibility of the contractor and any tipping fees and/or hauling expenses associated with disposal of these contaminated wastes will be the responsibility of the contractor and at no expense to the Government.
1.4. EQUIPMENT MAINTENANCE. The contractor shall maintain all contractor provided containers ensuring they are free of unpleasant odors, dirt, debris, and pests. All containers must remain in good, workable condition, with no leaks. They must remain easily accessible to customers. The contractor shall perform all cleaning, painting, repair and other maintenance tasks off-base.
Trucks and trailers used for hauling and collecting shall be free of odor, dirt, debris, and pests.
Contractor vehicles and equipment shall not have any waste or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the contractor is responsible for cleanup. Per 40 CFR 243.202-1, collection equipment to be operated in interstate commerce will meet Motor Carrier Safety Standards (49 CFR Parts 390 through 396) and Noise Emission Standards for Motor Carriers Engaged in Interstate Commerce (40 CFR Part 202).
Collection equipment must also meet the Mobile Refuse Collection and Compaction Equipment- Safety Requirements, 1992, American National Standards Institute, ANSI Z245.1-1992; and Stationary Compactors- Safety Requirements, 1997, American National Standards Institute, ANSI Z245.2-1997.
1.5. REPORTS AND RECORDS. The contractor shall provide a quarterly waste disposal/diversion report to the POC, detailing actual or estimated weights of all materials (MSW, mixed recyclables, PA/FOUO paper, wood, scrap metal, compostable organics) disposed and diverted (i.e., recycled, composted). The quarterly reports will include copies of all weight tickets, receipts or equivalent documentation, identifying quantities of materials removed from the 934th Airlift Wing and delivered to contractor’s facilities or third-party disposal facilities, recycling facilities, or composting facilities. Reports shall be submitted by the 15th of January, April, July, and October, for the preceding quarter.
2. SERVICE SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

1.5 0 Deficiencies permitted.
2.1. QUALITY CONTROL. The contractor shall develop and maintain a quality program to ensure integrated solid waste management is performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2, Service Summary.
2.2. QUALITY ASSURANCE. The Government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this PWS.
The contractor shall provide work schedules to the CO in accordance with paragraph 4.4 of this PWS. The POC shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The POC will use the Contractor’s work schedule or modified version thereof, to record validation results.
Results of the validation then become the official Air Force record of the Contractor’s performance. When a performance threshold has not been met or Contractor performance has not been accomplished, the CO will issue a Contract Discrepancy Report (CDR) DD Form 2772 to the Contractor. The Contractor shall respond to the CDR IAW instructions provided and return it to the CO within 10 calendar days of receipt.
2.3 PERFORMANCE ASSESSMENT
2.3.1. Periodic Validations. This method requires the government to employ a “spot check” style of evaluation based on the Contractor’s schedule. Periodic validations will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
2.3.2. Unsatisfactory Performance. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO. Failing to meet the performance threshold as outlined in the SS for any of these performance objectives in any one month period shall result in a warning or letter of concern from the CO. Failing to meet the performance threshold as outlined in the Service Summary performance objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the CO. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.

3.1. RESERVED (Recycling Center/Material Recovery Facility)
4. GENERAL INFORMATION.
4.1. HOURS OF OPERATION: Services in all base areas shall be performed between the hours of 0630 and 1430, during weekdays, excluding federal holidays. Collection outside these hours shall require prior coordination of the CO.
4.2. HOLIDAYS & CLOSURES
4.2.1. Recognized Federal Holidays. The base will be closed on the following federal holidays:
New Year’s Day, January 1 or the Friday preceding or Monday following Martin Luther King’s Birthday, 3rd Monday in January President’s Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, July 4 or the Friday preceding or Monday following Labor Day, First Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following
4.2.2. Other Base Closures. Work scheduled but not accomplished because of base closure due to exercises, real-world events, or severe weather closures, will be accomplished as soon as possible after base reopening.
4.3. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY:
The services under this contract are not essential for performance during crisis. The CO will determine circumstances which constitute a crisis based on direction from Security Forces and base leadership.
4.4. CONTRACTOR WORK SCHEDULE
4.4.1. Schedule Submission and Approval. The Contractor shall submit a schedule for all services described in this PWS and Appendices to the CO for approval at the post-award conference. The schedule shall include routes, pickup points, times, and days that pickups will occur. The contractor shall not deviate from the approved schedule without prior approval from the CO.
4.4.2. Schedule Changes. Permanent changes to the schedule must be submitted 10 days before implementation and receive CO approval before the Government will allow the proposed changes.
The schedule must be submitted electronically using a file format compatible with Government software. Occurrence based (non-permanent) schedule changes due to customer requests or base exercises do not require CO approval.
4.5. CONTRACT PERSONNEL
4.5.1. Contract Manager. The contractor shall designate a contract manager or alternate(s) who can be contacted during work hours. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract. The contract manager or alternate will be available by telephone within two hours during normal duty hours, and available to meet on the installation with government personnel (designated by the CO) within two business days, to discuss problem areas.
4.5.2. RESERVED (Personnel)
4.5.3. Employee Restrictions. The government is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
4.6. CONTRACTOR MANPOWER REPORTING: The Contractor shall report all contractor labor hours (including sub-contractor labor hours) required for performance of services provided under this contract for “U.S. Air Force” via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the electronic Contractor Manpower Reporting Application (eCMRA) help desk.
4.7. SECURITY REQUIREMENTS. Contractor employees shall comply with Minneapolis-St.
Paul Air Reserve Station security requirements imposed by the Installation Commander at all times while on the installation premises. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services on the installation. The Contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment for the Contractor. The Contractor shall comply with all installation policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only, and are not authorized in other facilities or areas without prior government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, comprehend, read, and write English.
4.7.1. Base Access. The Contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check through the FBI for base access. The contractor shall obtain base identification, and vehicle passes if required, for all contractor personnel who will perform work on the Minneapolis-St. Paul International Airport Air Reserve Station. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. The contractor shall submit a written request on company letterhead to the CO, listing the following:
Contract number, Contract start and stop dates, Full legal name (Last, First, Middle) of employees / subcontractor employees performing work on base Driver’s license number and state of residence
During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. The contractor will provide the full names and driver’s license numbers of all contractor personnel and subcontractor personnel to the CO who will in turn provide to Security Forces to be used in a criminal background check.
Contractor/subcontractor employees will submit to a background check or be denied entry. If unfavorable information is discovered, entry may be denied (AFMAN 31-113, paragraph 4.13.1).
The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office (Security Forces Pass & ID, Bldg. 906), the authorized contractor individual(s) must conform to the following requirements:
All persons requesting access must provide a REAL ID Act compliant credential (AFMAN 31-113, paragraph 3.1.). All persons and their property are subject to inspection, IAW Internal Security Act of 1950 (50 U.S.C. 797, Sec.21) and the Code of Federal Regulation Title 32 Sec 809a.2.
Contractors are not authorized escort authority. (AFMAN 31-113, paragraph 6.5.2.).
Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
4.7.2. Main Base Vehicle Access. Current security access restrictions at Minneapolis-St. Paul Air Reserve Station require all contractor vehicles to enter through the Commerical Vehicle/Truck Gate only in order access the main base. Contractor vehicles may be subject to search prior to gaining base entry. The Contractor should plan and allow for delays as a result of increased and everchanging security procedures. Driving a vehicle on military installations is a privilege granted by the installation commander (AFI 31-218 Chap 2). All operators must be able to produce, on request, proof of insurance and a valid driver’s license.
4.7.3. Prohibitions. Dangerous weapons or destructive devices are not allowed. Firearm permits and conceal/carry permits are not exempt. (IDP, Annex C, Appendix 1, Tab L, paragraph 4.9.) The majority of this installation is federal exclusive jurisdiction which overrides state, county or local weapons permits.
4.7.4. Facility Access Coordination/Escorts. When work under this contract requires entry to controlled or restricted areas (e.g., for servicing containers that collect PA/FOUO documents), the facility manager/user/occupant will be responsible for providing access and escorts for contractor personnel to provide the service. The Contractor shall be responsible for scheduling access/escorts by contacting the facility manager/requester at the Entry Control Point of the restricted/controlled area. At all times while in restricted/controlled areas, contractor employees shall be under direct surveillance of a person from that facility who is authorized to perform escort duties.
4.7.5. Area B Vehicle Access. The contractor shall be provided a key to access a locked road barrier gate on Range Road for the Building 400 location in Area B when that facility is not in active use. Following each service to that location during a time when that facility is not in active use, the contractor shall close the gate and re-secure the lock before departing. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the CO any occurrences of lost or damaged keys.
4.8. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.
Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
