PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE AND SERVICING OF PORTABLE
FIRE EXTINGUISHERS

PERFORMANCE WORK STATEMENT
FOR
MAINTENANCE AND SERVICING OF PORTABLE FIRE EXTINGUISHERS
Contractors will follow all DODI, NFPA, Air Force Technical Order, and MANUFACTURERS RECOMMENDATIONS to inspect and or repair all Base Fire Extinguishers (Portable, plus handheld and 150lb wheeled Halon)
1. DESCRIPTION OF SERVICES FOR DRY CHEMICAL FIRE EXTINGHUISHERS.
The contractor shall provide all, tools, supplies, equipment and labor necessary to maintain and service dry chemical fire extinguishers at 934th AFRS in a manner that will ensure their serviceability and prevent deterioration in value or effectiveness. A detailed inventory of our extinguishers is available upon request. Following are quantities of portable fire extinguishers to be used in determining workload.

1.1. MAINTENANCE AND REPAIR SERVICES. The contractor shall perform the required services at a shop owned/operated by the contractor. The contractor shall coordinate the removal of all extinguishers before removing any extinguishers from the base and must ensure there are adequate fire extinguishers available to the customer.
1.2. CORRECTIVE MAINTENANCE. Corrective maintenance returns a fire extinguisher to full operating capacity as described below.
1.2.1. Fire Extinguisher Recharge. Fire extinguishers shall be recharged as indicated in the list of work provided to the contractor. The replacement of extinguisher agent also includes the agent expellant for certain types of extinguishers.
1.2.2. Painting. As required, fire extinguishers shall be painted as indicated in the listing of work provided to the contractor. Extinguishers shall be painted in accordance with the manufacturer’s specifications, when necessary.
1.2.3. Labeling. The contractor shall replace fire extinguisher identification labels, classification symbols, product inspection stickers/plates/decals and other required information labeling if the originals are damaged or missing. Labeling shall be in accordance with the manufacturer’s specifications.
1.2.4. Hydrostatic Testing. The contractor shall hydrostatically test extinguishers as specified in the manufacturer’s recommendations. The contractor shall attach a sticker/plate identifying pertinent information on all extinguishers that pass the test. Extinguishers that fail the hydrostatic test shall be identified and shall be returned to the Government.
1.2.5. Six-Year Maintenance. The contractor shall perform overhaul maintenance in accordance with the manufacturer’s requirements for each type extinguisher. The contractor shall attach a sticker/plate identifying pertinent information of the six-year maintenance on the exterior of the extinguisher shell.
1.3. REPORTS. The contractor shall submit complete report of all maintenance and servicing accomplished when fire extinguishers are returned to the government. The reports shall be submitted to the Government representative responsible for this contract. The reports shall include a record of conditions found, repairs, recharging, and all replacement parts used. They must confirm annually that the serial number and location matches current records. All records, documents, and associated papers provided by the Government or generated during the period of this contract become government property and will be returned to the government upon contract termination or completion. During the contract period, all records, documents, and associated papers will be available for Government review.
1.4. EMERGENCY SERVICES. The contractor shall provide emergency services within 8 hours to repair or recharge damaged or discharged fire extinguishers as determined by the government. For purposes of this specification, an emergency situation is defined as any condition that requires immediate action to eliminate life or serious injury hazards to personnel, prevent loss or damage to government property, or restore essential services.
1.5. ENVIRONMENTAL PROTECTION. The contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous and special materials and wastes are in accordance with federal, state and local environmental protection regulations. A closed recovery system is required for the recovery of dry chemical or Halon 1211 and Halon 1301 fire extinguishing agents. The contractor shall ensure that technicians employed to test, maintain, service, repair or dispose of halon-containing equipment under this contract are trained regarding halon emissions reduction, in accordance with 40 CFR 82, Subpart H."
2. DESCRIPTION OF SERVICES FOR HALON FIRE EXTINGUISHERS. The Contractor shall provide all labor, conveyance and transportation necessary for the inspection, maintenance, refurbishment, and recharging of all 150 lb. Halon 1211 Flight Line Wheeled and Halon 1301 agents Fire Extinguishers on 934TH Air Force Reserve Base.

2.1 BASIC SERVICES. The Contractor shall be responsible for Annual Service Maintenance, 6-Year Complete Maintenance, 12-Year Hydrostatic Testing, Corrective Maintenance/Recharging, Refurbishment, Salvage and Record Keeping/Documentation of all halon fire extinguishers (20-each 150 lb. Halon 1211 Wheeled Flight Line Fire Extinguishers and 32-each 5lb portable). All procedures shall be conducted in accordance with the current edition of National Fire Protection Association (NFPA) Standard 10, AFOSH 91-506, and Technical Order (TO) 13F4-4-121. In addition, the contractor will be responsible for managing and tracking all government-furnished Halon 1211 & 1301.
2.2 PROJECT MANAGER. The Contractor shall provide a project manager (the Contractor and Project Manager may be the same person). He/She shall be responsible for the performance of work under this BPA. The Contractor shall not work for this BPA if such Contractor is identified to the Contracting Officer (CO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its’ population.
2.2.1. The Contractor shall have the knowledge and expertise to inspect service and perform maintenance on all types of Halon 1211& 1301 flight line fire extinguishers on 934th AFR.
Contractor shall also have the knowledge to manage, recover, and recharge halogenated agents using the Defender 2000 Recovery/Recharge System or acceptable substitute (OAS). Halon technicians and halon recovery and recycling equipment will comply with the Environmental Protection Agency regulations at 40 CFR Part 82, Subpart H Halon Emissions Reduction.
Contractor shall have the knowledge to handle hazardous materials and high-pressure cylinders.
2.2.2. The Contractor shall be able to read, write and communicate in the English language.
English language telephone speaking skills is required.
2.2.3. The Contractor shall present a neat appearance and be easily recognized. This may be accomplished by the wear of distinctive clothing bearing the name of the company or appropriate badges, which identify the company and employee’s name.
2.2.4. The Contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the Contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DODD 5500.7-R, Joint Ethics Regulation. The Contractor shall not employ any person who is an employee of the Department of the Air Force such employment would be contrary to the policies in AFI 64-106.
2.2.5. The Contractor is cautioned that off-duty active military personnel hired under this BPA may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor’s ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this BPA.
2.3. SPECIFIC TASKS
2.3.1 HALON MANAGEMENT. The Government will provide, as government-furnished material (GFM), all halon required for extinguisher maintenance. The contractor may neither provide halon from its own stocks nor may the contractor purchase halon to charge Air Force fire extinguishers. All halon provided to the contractor in extinguishers or as GFM for extinguisher maintenance will remain the property of the U.S. Government, and will be tracked by the contractor.
2.3.1.1. On a regular basis (at a minimum with each invoice) and at the conclusion of the performance of the contract, the contractor shall provide to the COR reports that demonstrate the tracking of halon (see paragraph 5.9.).
2.3.1.2. The contractor must return to the Government all unused or excess halon. The contractor will not dispose of – or otherwise transfer– any U.S. government-owned halon. The installation – not the contractor – will be responsible for returning all halon to the Air Force Defense Reserve stockpile.
2.3.2. ANNUAL SERVICE MAINTENANCE. Each flight line extinguisher must undergo service maintenance annually or after any use of the extinguisher or when visual inspection reveals the need for service. Service maintenance is a “thorough check” of the extinguisher. It is intended to give maximum assurance that an extinguisher is operated effectively and safely. It includes a thorough examination and any necessary repair or replacement. It will normally reveal the need for hydrostatic testing. The Annual Service Maintenance must be performed in accordance with TO 13F4-4-121.
2.3.3 SIX YEAR COMPLETE MAINTENANCE. Every six years extinguishers shall be emptied and subjected to applicable complete maintenance procedures. When the applicable maintenance procedures are performed during periodic recharging or hydrostatic testing, the six-year requirement shall begin from that date. The 6-Year Complete Maintenance must be performed in accordance with TO 13F4-4-121.
2.3.3.1. Extinguishers requiring 6-year Complete Maintenance shall be emptied. The Halon 1211 shall be captured using a Defender 2000 closed recovery system/OAS and re-used. Note:
Halon 1211 will be procured using Department of Defense (DoD) processes established in AFI 32-7086. No Halon 1211 will be obtained from commercial sources under this BPA.
2.3.3.2. All extinguishers subjected to Six-Year Complete Maintenance shall be weighed to ensure the unit has been properly recharged. The re-service weight shall be within gross weight limits identified in the applicable TO.
2.3.4. HYDROSTATIC TESTING. The Contractor will conduct a Department of Transportation (DOT) approved hydrostatic test on each flight line extinguisher that has been in service for 12 years or more or has not been tested in more than 12 years. This test must be conducted with a US DOT approved testing system. All testing shall be conducted in accordance with NFPA 10 (current edition), CGA specifications and the applicable DOT requirements and/or applicable DOT exemptions. All testing will be carried out by approved personnel trained in accordance with the DOT requirements. All equipment will be calibrated and certified as per CGA, DOT and DoD, manufacturer and technical order regulations, recommendations and requirements. The Contractor will provide the hydrostatic testing equipment.
2.3.4.1. Extinguishers requiring Hydrostatic Testing shall be emptied. The Halon 1211 shall be captured using a Defender 2000 closed recovery system/OAS and re-used. Note: Halon 1211 will be procured using DoD processes established in AFI 32-7086. No Halon 1211 will be obtained from commercial sources under this BPA.
5.5.2 All extinguishers subjected to Hydrostatic Testing shall be weighed to ensure the unit has been properly recharged. The re-service weight shall be within gross weight limits identified in the applicable TO.
2.3.5. CORRECTIVE MAINTENANCE/RECHARGING. Corrective
Maintenance/Recharging is performed as required to correct extinguisher determined during periodic inspection checks, service leakage tests or when an extinguisher is discharged.
2.3.5.1 The Contractor shall pick up, within 48 hours of notification, any flight line fire extinguishers, which have been identified by maintenance personnel as needing maintenance, repair and/or recharging.
2.3.5.2. All extinguishers subjected to Corrective Maintenance and/or Recharging shall be weighed to ensure the unit has been properly recharged. The re-service weight shall be within gross weight limits identified in the applicable TO.
2.3.6. REFURBISHMENT. The Contractor will refurbish all flight line extinguishers based upon the recommendation and concurrence of the A/C Fire Prevention. This service may include shop blasting, painting, welding, replacement of labels and parts. The refurbishment of flight line extinguishers shall be accomplished in accordance with DOT, CGA, manufacturer and technical order requirements.
2.3.7 SALVAGE PREPARATION. The Contractor shall prepare non-repairable flight line extinguishers for salvage turn-in and transport when deemed necessary by the A/C Fire Prevention. When possible, salvage preparation will not involve the recovery of Halon 1211 from non-repairable extinguishers. Instead, the contractor will remove filled or partially filled extinguisher bottles from their frames and prepare them for shipment by securing them to a standard shipping pallet. The installation – not the contractor – will be responsible for shipping all Halon 1211 to the Defense Reserve.
2.3.8. RECORD KEEPING, DOCUMENTATION, AND REPORTING. The Contractor will be responsible for maintaining the Inventory Record of all extinguishers and will provide two periodic reports (the Service Report and the Halon Report) to the COR.
2.3.8.1. The Inventory Record shall cover all halon fire extinguishers for which the contractor is responsible and shall be readily available for audit or query. The Contractor's maintenance schedule will be based upon the Inventory Record. The Inventory Record will be a columnar report, in a comma-delimited text file, electronic spreadsheet file, or other computer-readable electronic format, listing the following minimum data for each extinguisher.
• Serial number or tracking number of the extinguisher
• Date added to contractor’s responsible inventory or date of initial fill
• Date of last monthly inspection
• Date of last annual service maintenance
• Date of last six-year complete maintenance
• Date of last hydrostatic testing
• Undergoing major overhaul/refurbishment (Flag “YES” if applicable)
• Date prepared for salvage or turned-in to government control *
*A date in this field indicates that the extinguisher has been removed from the contractor’s responsible inventory.
2.3.8.2. The Service Report shall accompany the invoice and will itemize all services (other than the monthly visual inspection) that the contractor performed during the month. It will also serve as a log of halon usage. This report shall be a columnar report, in a comma-delimited text file, electronic spreadsheet file, or other computer-readable electronic format, listing the following data for each extinguisher serviced during the reporting/invoice period.
• Date
• Tracking number or serial number of the extinguisher (from inventory record)
• Type of Service (e.g. initial fill, annual service maintenance, six-year complete maintenance, hydrostatic testing, corrective maintenance/recharging, refurbishment, transfer to government, and salvage preparation)
• Quantity of halon (in pounds) recovered from extinguisher prior to servicing (or quantity remaining in extinguisher following salvage preparation and/or transfer of the extinguisher to government control)
• Quantity of halon (in pounds) used to recharge extinguisher
2.3.8.3. The Halon Report shall also accompany the invoice and will complete the log of contractor halon usage. It shall provide the following five summary data points in a text file, electronic spreadsheet file, or other computer-readable electronic format:
• Date
• Total quantity (in pounds) of GFM halon received by the contractor from the government during the reporting/invoice period
• Total quantity (in pounds) of GFM halon under the contractor’s control as "bench stock" at the end of the reporting/invoice period
• Total quantity (in pounds) of unserviceable GFM halon accumulated in recovery cylinders under the contractor’s control, awaiting turn-in to the government at the end of the reporting/invoice period
• Total quantity (in pounds) of halon turned-in by the contractor to the government during the reporting/invoice period
3. SERVICE DELIVERY SUMMARY.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
The only items furnished by the Base is the Fire Extinguishers for repair and the Halon for the applicable extinguishers; all other items will be provided by the contractor
5. GENERAL INFORMATION.
5.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure maintenance and repair services are performed in accordance with NFPA and other applicable standards and the manufacturer’s instructions. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Service Delivery Summary. The government evaluator must have a specific quality control inspector to notify in case of customer complaints.
5.2. QUALITY ASSURANCE. The government will periodically evaluate the contractor’s performance.
5.3 PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all Government property for Contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
5.3. GOVERNMENT REMEDIES. The contracting officer shall ensure the requirements of Contract Terms and Conditions are followed, and investigate contractor’s failure to correct nonconforming services.
5.4. HOURS OF OPERATION. The Contractor shall perform the services required under this BPA (Blanket Purchase Agreement) during the following hours: 0700 to 1600 hours, Monday through Friday, excluding U.S. legal holidays, unless otherwise authorized by the CO.
Contractor shall ensure the shop is manned by a trained employee between the hours of 0800 and 1000 on the above stated days for the purpose of customer service. Additional hours other than the required hours stated by this BPA, will be allowed, to perform administrative work and other related duties as outlined in this BPA.
5.5. SECURITY REQUIREMENTS. The Contractor shall report to building 906 to receive a pass for entry to the Base. During this time they will be briefed on their security responsibilities by the Installation Fire Protection Inspector while working at the 934th Air
Reserve Station. Any violation of security by the contractor or his/her workers will be cause for removal from the installation.
5.6. SPECIAL QUALIFICATIONS.
All contractors must include proof of National, State, Local or Manufacturer certification showing the contractors ability to perform the required work. Failure to submit this documentation will result in the contractor being deemed unresponsive and no further consideration will be given.
The folowing NFPA regulation shall be followed for this requirement:
NFPA 10
7.1.2.1* Persons performing maintenance and recharging of extinguishers shall be certified.
A.7.1.2.1 Persons performing maintenance and recharging of extinguishers should meet one of the following criteria:
(1) Factory training and certification for the specific type and brand of portable fire extinguisher being serviced
(2) Certification by an organization acceptable to the authority having jurisdiction
(3) Registration, licensure, or certification by a state or a local authority having jurisdiction
