FY17 STATEMENT OF WORK
GREASE SEPARATOR CLEANING
1. General
a. Scope of work: This project consists of cleaning the grease traps in three (3) locations as specified below and the disposal of wastes incurred.
b. Hours of work: The contractor shall schedule his work in accordance with the below listed hours and days, to preclude any interference with normal operations of each facility, and accomplish work during normal working hours.
(1) Bldg. 807, Services Club. Approx. 75 GL tank located under the dishwashing machine on the west side of the kitchen, IN the floor and will be available on the Tuesday after UTA weekend (see d.) between the hours of 2:00 p.m. and 4:00 p.m.
Monthly cleaning is required.
(2) Bldg. 807, Dining Hall. Approx. 75 GL located in a room on the west side of services club, IN the floor and will be available on the Tuesday after UTA weekend between the hours of 9:00 a.m. and 4:00 p.m. Access to this area will require prior coordination with the Services Division, 612-713-1636, 612-713-1662, or 612-713-1119.
Approximately six (6) annual feedings will be done in the dining hall. Bimonthly cleaning is required.
(3) Bldg 755, (BX) Base Exchange. Approx. 55 GL tank located IN the floor at the front kitchen (snack bar) and will be available on the Tuesday after UTA (Unit
Training Assembly) weekend between the hours of 9:00 a.m. and 4:00 p.m. Monthly cleaning is required. Scheduling to be coordinated with Civil Engineering, Sam Baty, 612-713-1913, Paul Gondreau, 612-713-1919, and BX personnel. Monthly cleaning is required.
c. Holidays: The following federal holidays will be observed and no work shall be scheduled on these days. The contractor shall submit a schedule of planned workdays if a holiday falls on the scheduled removal day to the Contracting Officer for review/approval.

d. Unit Training Assemblies (UTA’s). A current schedule of the UTA training dates will be provided to the resultant awardee.
2. Hazardous Material Usage:
a. For the purposes of this section, "Hazardous Material" is defined as any item, chemical, or product for which the manufacturer has prepared a Material Safety Data
Sheet (MSDS).
b. The Government requires the identification and accurate tracking of all hazardous materials used for work performed on Government property. Such data is required strictly for federal, state and local environmental regulatory reporting purposes only. Furthermore, the Government shall not employ data on the quantities of hazardous materials used by the Contractor for purposes of evaluating the Contractor's performance under this contract.
c. The Contractor shall provide to the Contracting Officer an up-to-date MSDS and a Hazardous Material Fact Sheet (934 AW Form 12), for all hazardous materials anticipated to be used on Government property during work under this contract. This information is needed for notification and tracking purposes only and the Government will neither approve or disapprove of the use of specific hazardous materials or estimated quantities. After the initial submittals by the Contractor, up-to-date MSDSs and 934 AW
Form 12s shall be submitted by the Contractor for any additional hazardous materials that are subsequently determined to be required for completion of the contract. The
Contractor shall submit such information to the Contracting Officer prior to use of the hazardous material.
d. The Contractor shall maintain a copy of the up-to-date MSDS for each hazardous material stored or used on Government property by Contractor personnel. The
MSDSs must be readily accessible by the Contractor personnel. Storage, handling and use of all hazardous materials during the performance of work under this contract must be conducted in full compliance with all applicable federal, state and local environmental, health and safety regulations. The Contractor shall be fully responsible for ensuring the compliance with all such regulations.
e. The Contractor shall be fully responsible for the cleanup and disposal of all spilled materials, whether or not the material is a hazardous material, including all materials used to absorb and contain such spills. For spills other than very small spills that obviously pose no immediate threat to the environment, health or safety, the
Contractor shall contact the installation's Security Police at 1911 if using a Government phone, 612-713-1911 if using a cellular phone.
f. Upon completion of work under this contract, the Contractor shall submit to the
Contracting Officer a completed copy of the 934 AW Form 12 for each hazardous material, documenting the actual quantity of material used. Data on quantity used must be provided as accurately as possible.
g. At the completion of work, the Contractor shall remove all empty hazardous material containers, partially used and unused amounts of hazardous material from
Government property. Under no circumstances shall any remaining hazardous material be turned over to any representative of the Government without prior approval of the
Contracting Officer and the base Hazardous Material Management Team.
h. The Contractor shall be responsible for proper disposal of all used or partially used hazardous material and all hazardous waste generated under the performance of the contract unless otherwise noted in other sections of the specifications. Disposal shall be conducted in compliance with all applicable federal, state and local regulations. Disposal shall not occur on Government property.
3. Protection of work area
Surrounding areas shall be protected from being damaged, and caution shall be taken to prevent accidental injuries from equipment and slippery floors.
4. Security
The contractor and employees must comply with all security requirements imposed by the Base Commander at all times while on government property. Speed limits will be enforced. Government telephones shall not be used for personal or long- distance calls. All government telephone lines are subject to monitoring and use of the phone gives consent to be monitored.
5. Cleaning Requirements:
a. Remove all suspended grease, water and waste food solids.
b. Clean the cover, sides and bottom of separator with a degreaser to remove any odor causing grease.
c. Fill separator with clean water and clean work area of any spills or drips, which may have occurred during cleaning.
d. Maintain cleanliness of separator pits in Bldg. 807, remove any water or grease.
e. Disposal: All grease, water and solids removed from the separators shall be disposed in an environmentally safe and acceptable method as per Federal, State, and
Local regulations. Disposal shall be performed off the base installation.
g. Any cleaning which is deemed to be unacceptable by the contracting officer, shall be re-cleaned as directed at no additional cost to the government.
