SITE VISIT MINUTES
FA6633-16-B-0003
REPAIR ASPHALT TOW WAY
PROJECT: QJKL 15-0026
Site Visit – 19 Apr 2016, 10:00am, Bldg. 729
A site visit was conducted on 19 April 2016 in the Contracting Conference Room, Bldg 729 room 118 (see site visit attendance roster for names of the attendees) for any interested contractors and potential subcontractors.
Contracting/Cindy Murry provided an overview of the basic contract requirements and some information pertinent to this specific solicitation:
1) One contract will be awarded with two line items (CLINs), CLIN 0001 (Bid Item 1) will include pricing to perform the basic work as described in the specifications and drawings.
CLIN 0002 (Bid Item 2) will include pricing for to remove and dispose an ESTIMATED 500 tons of fuel contaminated soil and asbestos containing pipe material (estimated quantity is for evaluation purposes only; payment will be based on actual quantities incurred)
2) Performance period is 120 days. Additionally, a “free zone” will need to be established as identified in the project documents.
3) Funds are not presently available, but we are fairly sure we will obtain them with work starting soon after – this project is high enough on the priority list.
4) Contractors should pay attention to the “Instructions for Bidders” in Section L of the solicitation to ensure a complete bid package is sent
5) A public bid opening will be conducted on 17 May 2016, 10:00am in Bldg 729, Room 118.
No late bids will be accepted, and we’ll need security information on anyone attending or delivering a bid
6) There will be approx. 5 other construction projects in and around these buildings which must also be coordinated with this project
7) This area will need to be highly coordinated with the bldg users and with other construction projects, so it was recommended an experienced job superintendent would be a key person on the job site
8) ALL QUESTIONS MUST BE RECEIVED IN WRITING TO CINDY MURRY NO
LATER THAN 22 APRIL 2016, 4:00PM. These will be consolidated and responses provided and posted on 25 April to www.fbo.gov
Civil Engineering/Corey Peterson provided a general overview of the project, and what the government’s expectations are for this project. Additionally, due to the proximity of the free zones to an active runway, there will need to be an object-free area (FOD) within the free zones to the maximum extent possible.
Documents available at the site visit as indicated below:
a. Business cards for Cindy Murry
b. Procurement Fair flyers (Procurement Fair on 28 April at the Earle Brown Center)
c. Real ID Act flyer http://www.fbo.gov/
d. Drawing sheet #03 indicating the project area
Contractors were advised that no amendments have been issued to date. Should other amendments be necessary after 06 May, the bid opening date may need to be extended.
Contractors were then taken to the tow way area of the aircraft ramp being repaired for visual inspections.
Pictures were allowed to be taken of the site only.
General questions may be directed to myself at 612-713-1427, or technical questions are to be emailed to Cynthia.Murry@us.af.mil or faxed to 612-713-1425 Attn: Cindy Murry.
