About this file

This Request for Information (RFI) dated 10/29/2025 involves a medical examination program for the Westover Fire Department, with specific requirements for onsite medical services. The RFI outlines several key questions and constraints, including the need for a provider within 25 miles of Westover Airforce Base, with the ability to conduct comprehensive medical exams for over 50 personnel across different work schedules. The fire department has strict requirements that preclude mobile clinic options, alternate exam timeframes, and partial service offerings, specifically rejecting proposals for: mobile medical units, condensed 3-4 day testing periods, referrals for LDCT scans for certain firefighters, and alternative approaches to pap smear examinations. The department also will not consider alternate pricing formats beyond the originally presented Bid Schedule, indicating a rigid set of expectations for potential medical service providers.

Request for Information (RFI) 10/29/2025

1. Question: The Performance Work Statement indicates that the provider must be within a 25 mile radius of Westover Airforce Base. Will you consider an onsite provide such as Professional Health Services, utilizing a mobile clinic (See Attached)?

We have concerns with mobile units being able to meet the PWS and NFPA 1582 regulations.

**If considering a mobile until, please answer the questions below and include them with your proposal. Questions/concerns that have been raised by Westover Fire are:**

• Will licensed physicians be conducting the exams?

• Can you meet the blood testing result criteria in the PWS? Will personnel be notified within

1 day of abnormal lab results?

• How will you perform the Urine Laboratory testing? It appears you do not have a bathroom in the trailer.

• Not being able to meet questions 3 and 4 are also issues with personnel now having to go to an unknown 3rd party to complete their exams or not receiving the requirement at all.

• Are your physicians able to speak to behavioral health and PTSD testing and screening?

• Are you able to perform re-examinations if necessary outside of the 3-4 day examination period you are requesting?

• How are pre-employment physicals handled? Will you come out on site each time a new hire requires one within the hiring window?

2. Question: The Performance Work Statement indicates that you want 2 exams per day. For an onsite event we would anticipate performing 20+ exams a day. Based on our exam capacity we would typically schedule 3-4 days onsite to complete 68 exams. Will the fire department consider a program that is completed in 3-4 days of testing?

We cannot consider a program that completes examination for all personnel in 3-4 days.

We have a department that employs over 50 personnel encompassing 2 different work schedules. Not everyone may be here in that short timeframe due to standard days off or other leave etc.

3. Question: The Performance Work State specifies that firefighters age 50-74 who have a 20 pack/year smoking history and currently smoke or have quit within the past 15 years have a LDCT scan. Will the department being willing to refer out the firefighters who meet this criteria to an alternate provider?

-No

4. Question: We do not offer Pap Smears as part of our exam process. Would the Fire

Department consider the use of a questionnaire that focuses on cervical cancer symptoms and then based on the responses refer out those fire department members to their gynecologist for a consult and further testing?

5. Question: Will you consider an alternate pricing format then provided in the presented Bid Schedule?
