Introduction: The Westover Medical Clinic requires a reliable and efficient portable generator to provide backup power during outages or maintenance periods to protect vaccines and other critical refrigeration. A replacement is necessary to ensure continuous operation.
Objectives: The objectives of this procurement are to:
1. Acquire a Reliable Portable Generator: Purchase a single portable generator that meets the specifications and requirements outlined below, ensuring reliable backup power for the Medical Clinic.
2. Meet Power Requirements: Provide a generator that can supply sufficient power to support critical systems, including refrigeration.
3. Ensure Portability: Acquire a generator that is portable and easily transported within the Medical Clinic area.
4. Comply with Safety Standards: Ensure the generator meets or exceeds all applicable safety and regulatory standards.
5. Key Performance Requirements: The portable generator must meet the following:
o Power Output: Minimum 20/25 KW (with selector switch), capable of 120, 127, 139, 240, 254, 277V (single phase) and 208, 220, 240, 416, 440, 480V (3 phase) reconnectable.
o Trailer Mounted: for easy transport o Fuel Type: Diesel.
o Cooling: Liquid cooled.
o Noise Level: 72 dBA or lower.
o Weight: Suitable for easy handling and transportation.
o Trailer Hitch: Included (pintle hook).
Operational Considerations:
The selected generator solution must address the following concerns related to operational readiness and lifecycle maintenance:
• Minimized Vendor Dependence: The system should minimize reliance on proprietary software, tools, or specialized vendor support for diagnostics, repairs, and maintenance. Open-architecture systems and readily available documentation are preferred to enable in-house maintenance and troubleshooting capabilities, reducing single points of failure and promoting self-sufficiency, consistent with AFI 63-101/20-101 and AFMAN 32-1084. Backup configuration files must be readily accessible. This reduces reliance on external technicians and mitigates associated security risks related to access to sensitive systems and information.
• Simplified Maintenance: The system should be designed for ease of maintenance with readily available parts and minimal specialized tooling. This reduces lifecycle costs and facilitates the development of in-house expertise among government/military personnel.
• Interoperability: The generator must be compatible and interoperable with existing and anticipated future equipment at Westover and in joint operational environments. Standardized, open-architecture systems are preferred.
Deliverables: The successful vendor must provide:
1. Portable Generator: Meeting the specified requirements.
2. Warranty and Support: a minimum of 1 year warranty and access to repair parts
