Interpret as standard analytics available via installed 'head end' package (no custom analytics, just custom graphics to provide similar user interface to what we have) for data. Be advised Analytics are more clearly defined for metering section of project.

3. Are existing gas and electric meters currently tied into the respective building control systems?

Response: Some are, some aren't - as per listing in SOW - but as none of these have been verified, assume no meters are tied in or programmed.

4. Do SDVOSB Sub Contractors hired by the SDVOSB Prime on this contract count towards the 25% requirement of work done by the SDVOSB as they do on other federal projects?

Response: For this requirement, as long as the SDVOSB Prime Contractor subcontracts to another SDVOSB (similarly situated entity in the same socioeconomic category), then the % of work they do is cumulative towards the limitation on subcontracting. IAW FAR Clause 52.219-27(CLASS DEVIATION 2019-O0003(e)(4)), “By submission of an offer and execution of a contract, a service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for—Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.”

5. Will there be a maintenance contract associated with this work to maintain the new system after installation?

Response : The intent is for a maintenance contract to be initiated as a separate, standalone contract developed and executed after execution/commissioning of this project.

We have PDF DDC control drawings which include building control topology and control sequences for Buildings 1204, 1510, 1850, 5375, 7000, 7040, 7072, 7073, 7075, 7087 and Hangar 7. Please note these drawings are per the last EMCS upgrade several years ago and may NOT represent an accurate depiction. They are FOR RECORD ONLY. Proposals SHOULD NOT be based solely on drawings as provided.
