B2452 EOD Project RFI’s YTPM 11-0005 and 11-0006

1. What is the height from floor to deck of the existing building? In the shop area the slab to bottom of joist height is 14’-7”. In the training room the slab to top of steel is 12’-5”.
2. The Finish Material Schedule on A101 for the Interior Renovation calls for ACT-1 to ‘Match
Existing Ceiling Grid and Tile System’. What model/manufacturer the existing ceiling tile and grid? General contractor to select a 2’ x 4’ fissured ceiling tile and suspension system per spec.
section 09 51 00, paragraphs 2.1.2 and 2.2. Contractor will submit shop drawings and samples for approval.
3. Will the parking lot be closed during construction? The rear portion of the drive and parking lot will be closed off to the public. GC will establish construction boundaries and provide appropriate safety measures.
4. Is there a specification for the benches in the locker room? Provide a solid plastic locker bench with a blue top and pedestals for support. See attached reference to Global Industrial for bench sample.
5. Will the bench shown as being 15’ long in the locker room need to be a continuous bench? The
15’ bench shown on A-101 can be constructed with three 5’ lengths.
6. Will the parking lot spaces need to be painted again after the project is completed? All disturbed areas will be repaired including restriping the existing parking spaces within the construction limit.
7. The Finish Material Schedule on A101 calls for CPB-1 to be carpet base. Should this be a vinyl cove base? Change flooring material in Training Room 101 to VCT-1 with VB-1 vinyl base.
8. Is the recycling of the carpet required? Contractor will comply with spec. section 02 42 51
Carpet Removal and Reclamation.
9. Daltile D037 and D209 as specified for the walls does not come in 3x3 tile. What should be carried? Provide Daltile D037 and D209 in areas shown but change size to a 2” x 2” tile for the wall field.
10. The existing walls have a wallpaper finish. Should the wallpaper be removed and walls be painted or should the wallpaper be painted over? Wallpaper to be removed, walls to be prepped and painted.
11. Is this project tax exempt? Yes, projects completed on base are tax exempt, contractor will need to complete Form ST-5, see the following link:

12. Inquiry: Drawing A601 does not include the door and finish schedules for the renovated areas in the existing building. Please provide these. Drawing A-601 only applies to the new building project; YTPM 11-0006. For the renovation project YTPM 11-0005; see drawing A-101 for the door and finish schedule.
13. Inquiry: The door hardware schedule in specification section 087100 appears to be for the doors in the renovated areas but excludes the doors in the new addition. Please provide the hardware schedule for these doors. Specification section 08 71 00 can be found in both projects. For the renovation project YTPM 11-0005; see specification section 08 71 00 for the hardware schedule.
14. Inquiry: Drawing A102 shows new walls to be erected and other walls to be modified in the existing building, however there are no wall types or details provided that show the construction or height of these walls. Please provide the applicable details for the different wall types. Floor Plan A-101 shows partition types and sections.

15. We respectfully request a clarification on items 000101 and 000201 in Section B of the
Solicitation. Are these items of any concern for the contractor? It appears to be funding of line items 0001 and 0002. That is correct, funding only.
16. Could you please confirm the project phasing? Can both projects be conducted concurrently, or are there staggered start dates? Both projects can be constructed concurrently.
17. Could you please clarify if this project requires Builders Risk Insurance and what the limits are if required? The typical contractor liability insurance is required.
18. Could you please clarify if the project is Tax Exempt? Yes, projects completed on base are tax exempt, contractor will need to complete Form ST-5, see the following link:

19. Could you please clarify if a Building Permit is required? No building permits are required for projects on base.
20. Could you please clarify where we are to provide the pricing for Bid Alternate # 1 for the EOD
Vehicle Bay and Storage Building? The Solicitation does not provide an area designated to insert this Alternate pricing. Since there are 2 projects associated with this solicitation they should be priced separately. The bid for Project YTPM 11-0005, Renovate EOD Bldg 2452 should be noted on page 3 of the SF-1442 (ITEM NO 0001) and the bid for Project YTPM 11-0006, Construct EOD Vehicle Bay and Storage Facility should be noted on page 4 of SF-1442
(ITEM NO 0002).

21. The new work requires connections to an existing "Edwards" Fire Alarm panel. Is there any information on which company services/installed this account since the system has to be re-certified after the new devices have been installed? Installation was completed approximately 10 years ago with files placed in the archives. Contractor should plan on having subcontractor completing the modifications to also make arrangements to have it recertified as necessary.
22. The specifications call out for a projector to be installed. It does not specify the size of the projector. Please advise. Projector will be provided by user, contractor will need to provide electrical and video cables as well as adequate mounting support. Typical projectors weigh about 5 pounds and are approximately 12” x 4” x 8”.
23. The specifications mention a basis of design for the lockers to be Vidmar Model XW175X and
Vidmar Model XW340X. These models do not exist through searching and consulting with the
Stanley Vidmar Representative. Is there another basis model to go off of or should something equivalent be to the specifications be found? Please advise. Do not include the final X as part of the model number, search for part number XW 0175 and XW 0340 for Stanley Vidmar Custom
Configured cabinet housing,. see spec. section 10 51 13 for other requirements.
24. Usually in vehicle bays such as this, the space from the floor to 4' above the floor is classified as an "explosion-proof" area with wiring methods appropriate to this classification. I do not see anywhere on the electrical drawings or in the electrical specifications which notes that this is an
"explosion-proof" area. Can you verify that this either is or is not an "explosion-proof" area? Our review has determined that the new facility does not need to be an “explosion proof “area. The design calls for a basic garage for vehicle and equipment storage, there is no maintenance, fueling etc. to take place in this facility. If the contractor would like to submit what standard they are using to justify the explosion proof criteria, we can revisit the question.
25. General Note 10 on plan M001 states: The scope of this project includes Testing and Balancing the entire building including the renovated areas.(See note 10 on sheet M101) Plan M101 note 10
States: Re-balance the rest of the building, refer to as built M13 dated 5/16/02 Project No. 99-
0034. Re-balance Air and Hot Water flows. If the entire building is to be re-balanced, will the entire building be re-commissioned? If yes, the existing plans or as-builts should show the mechanical schedules for the equipment not shown on the renovated drawings. This equipment would be the pumps, boilers, chillers and exhaust fans etc. Could you please provide the as-built drawings? All the outlet air flows and VAV reheat hot water flow rates are shown on the bid drawings. As built drawings should be unnecessary for the bid.
26. There isn’t any mention of LEED Certification that could be found on commissioning. Should the commissioning be completed on HVAC only or on LEED Fundamental Commissioning (includes
HVAC, Domestic Hot Water and Lighting Controls). Please advise. Only new equipment installed under these projects are required to be commissioned.

27. The project is composed of the renovation of Bldg 2452 & the new construction of EOD vehicle facility; can the work be performed on both the buildings simultaneously or it will be phased project? If it is a phased project, what will be the timeline expected for completion of each phase? Both projects can be constructed concurrently.
28. Please explain why there is a 420 day performance period? Will there be interruption on each phase upon mobilization? If there will be interruption, please provide details. When the project was first advertised back in 2012, it was anticipated that with the construction award taking place late in the year, a winter shut down period would be necessary. We do not foresee any interruptions for this project and expect construction to be completed in a timely manner.
29. Specifications has requirement for Superintendent. Super can also perform Safety. Can Super perform Safety and QC? Is a separate QC Manager required? In an attempt to help keep overhead costs down and with the size of this project, we can accept a superintendent to also serve as the QC manager.
30. At the walk-through, we were informed that sign-in list will be provided. On the amendments this information is not found. The sign-in sheet will not be posted with the amendment, but is available upon request.
31. Overhead doors specification has requirement to provide doors with 200,000 cycles springs however, manufacturer has max 100,000 cycle to offer. Please clarify. This will be addressed through the shop drawing submittal process where project requirements will be coordinated with supplier standards.
32. Item 1.1.2 of Spec Section 01 11 00 of Project Number: YTPM 11-0006 is calling for a "Bid
Alternate"; but there is no line for it on the "Section B - Supplies or Services and Prices". Please indicate where to list this item on the SF1442? Delete Bid Alternate for YTPM 11-0006. See revised Section 01 11 00 Page 1 (attached).
