5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996)
(a) A pre-bid/pre-proposal conference will be conducted at the Armed Forces Officers’ Club, Abu Dhabi on 2 March 2015 at 0900 hours GTZ for the purpose of answering questions regarding this solicitation.
(b) Submit the names of all attendees (not to exceed two (2) per company) to the POCs identified in Section L, paragraph B3 not later than 1600 hours GTZ on 26 February 2015. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.
(c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 15 days prior to solicitation close date. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
(d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers.
(e) NOTE: No site visit will be held for this solicitation.
INSTRUCTIONS TO OFFERORS
L001 SOURCE SELECTION
A. PROGRAM STRUCTURE AND OBJECTIVE
The Government intends to award a minimum of two (2) with a target of four (4) contracts as a result of this acquisition and reserves the right to award more than four (4) contracts for the Multiple Award Construction Contract (MACC) consisting of a broad range of design-build, maintenance, alteration, repair, renovation, and minor construction projects affecting real property on Al Dhafra Air Base. The Government reserves the right to award without discussions. Award will be made on the basis of “best value” utilizing full tradeoff source selection procedures. Each awarded contract will have a one (1) year base period and four (4) one-year option periods. The Government reserves the right not to exercise an option period if determined not to be in the best interest of the Government.
B. GENERAL PROPOSAL PREPARATION INSTRUCTIONS
1. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including the Statement of Work, seed project, terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being considered not in accordance with the solicitation terms and conditions, and thus ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The proposal shall consist of three

2. Complete proposals must be received no later than the time specified in Block 13 of the SF 1442. E-mail, facsimile, and regular mail (other than commercial carriers) proposals WILL NOT be accepted. Proposals shall be hand-delivered and coordinated for delivery between the hours 1500 thru 1600 Gulf Time Zone (GTZ), Tuesdays through Thursdays, to the following location:

Note: Access to Base Facilities – 380th Expeditionary Contracting Squadron is located on an Air Force installation that is located on the Emirate Al Dhafra Air Base. All access to the installation is controlled by the Emirate Air Force. An escort may be required and access will not be granted based solely on the need to submit a proposal. Furthermore, the Air Force may conduct random exercises which may require the closure gates and the utilization of an alternate base entry. Any delay based on access will not be accepted as a reason for late receipt of the proposal by the Government however personnel of 380 ECONS may choose to meet the contractor at the gate.
3. Points of Contact: The Contracting Officer (CO) and Contract Specialist (CS) are the sole points of contact for this acquisition. Address any questions or concerns in writing and submit electronically (via e-mail) to the CO and CS. Offerors will receive a notice of receipt. If a notification of receipt is not provided by the Government, offerors are responsible for following-up with the CO and CS.

4. Electronic Reference Documents: All referenced documents for this solicitation are available on the Federal
Business Opportunities (FBO) website at http://www.fbo.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation. Written questions (via e-mail) submitted 15 days prior to the solicitation close date will be answered in writing and provided to all offerors via posting to FBO 10 days prior to the solicitation close date. The decision whether to respond to questions and requests for clarification made less than 15 days prior to the RFP closing shall be at the sole discretion of the Contracting Officer.
5. Proposal Organization: The offeror shall prepare the proposal as set forth in the Proposal Organization Chart below. The titles and contents of the volumes shall be as defined in this table, and offerors shall comply with the corresponding volume page limitations and number of copies specified below. Pages exceeding the page limitations will be removed from the proposal and will not be read or evaluated and may render the proposal unacceptable.
Offerors shall apply all appropriate markings to the proposal including those prescribed in FAR 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

If files are compressed, the necessary decompression utility must be included. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2010, MS Excel 2010, MS Project 2010, MS PowerPoint 2010, or later versions, and PDF, as applicable. Offerors are cautioned that the original hard copy form of the offeror’s proposal shall take precedence if any inconsistencies or discrepancies exist between the offeror’s original hard copy proposal and the documents submitted on electronic media.
a. Offers shall be submitted in Times New Roman font size 12, single-spaced, on plain white paper. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printing, it shall be counted as two (2) pages. Each page shall be counted except the front and back cover, executive summary, blank pages, title pages, transmittal letters, tabs, tables of contents, glossaries, and those parts of the proposal noted as unlimited. Page size shall be 8.5 x 11 inches, or DIN A4, not including foldouts, 1 inch margin all-around. Any/all pages received beyond the limitation as identified in the above Proposal Organization Chart will not be evaluated. Pages shall be numbered sequentially by volume. No material may be incorporated by reference.
Each volume shall contain a table of contents. Tab indexing shall be used to identify sections. Elaborate formats, bindings or color presentations are not desired or required. These page formats also apply to responses to Evaluation Notices (ENs), if issued. These limitations apply to both electronic and hard copy proposals.
b. Binding: Proposals should be bound in a 2-, 3-, or 4-ring loose leaf binder which shall permit the volume to lie flat when open. Staples shall not be used.
c. Narrative Graphics: Legible tables, charts, graphs and figures should be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be simple to understand and shall not exceed 11 x 17 inches, or DIN A3, in size. Foldout pages shall fold entirely within the volume, and each surface containing information will count as a single page. Foldout pages shall only be used for large tables, charts, graphs, diagrams and schematics; not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than font size 10. These limitations apply to both electronic and hard copy proposals.
d. Cross Referencing: To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross-referencing to other volumes of the proposal.
Information required for proposal evaluation that is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted, and must be documented.
e. Glossary of Abbreviations and Acronyms: Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each. Glossaries do not count against the page limitation.
6. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror’s proposal.
7. In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.
8. Pre-Proposal Conference: In accordance with (IAW) provision 5352.215-9001, a pre-proposal conference will be held. All prospective offerors are highly encouraged to attend this conference and are advised that this will be held solely for the purpose of explaining the concepts involved in the seed project and the specifications, terms, and conditions of this solicitation. The Pre-Proposal Conference will be held at Armed Forces Officer’s Club, Abu Dhabi, United Arab Emirates on 2 March 2015 from 0900 to 1500. Due to the nature of the seed project, a site visit will not be offered during the solicitation. A site visit will only be held for the awardee of the seed project before the Notice to Proceed.
L002 VOLUMES
C. VOLUME I – TECHNICAL CAPABILITY
The purpose of the technical proposal is to provide the Government the ability to evaluate the technical capability of the offeror to perform the MACC requirements. To facilitate evaluation, the information contained in Volume I should be specific, detailed, and clearly demonstrate that the offeror has a thorough understanding of the requirement for the accomplishment of this effort. All requirements specified in the solicitation are mandatory. By submitting a proposal, offerors are representing that their firm will perform all the requirements specified in the solicitation. It is neither necessary nor desirable to reiterate the requirements in your proposal.
1. Executive Summary: As part of their proposal, offerors shall provide an executive summary giving insight into how they intend to manage work across the lifespan of the contract. This executive summary will include the following:
a. Subfactor 1: Management Plan. The offeror shall provide a written narrative explaining how the offeror intends to manage work awarded under this contract. This plan shall include their management structure and how they will handle any possible fluctuations in the work load. Additionally, the narrative shall explain how the offeror intends to execute its architectural and engineering design requirements under this contract.
b. Subfactor 2: Résumés. The offeror shall provide résumés for personnel who will be working in the following roles on any construction projects they execute under this contract such as, but not limited to, Project Managers, Construction Foremen, and all Project Engineers.
2. Execution and Completeness of the Seed Project: The offeror shall provide a technical approach to accomplish all work elements of the seed project, in accordance with Attachment #2a through #2c of the solicitation, Statement of Work, the 100% designs, and the ADAB General Specifications. A listing of any and all assumptions made pertaining to the seed project should be included with these documents. As a minimum, the proposed approach shall describe all of the following essential components:
a. Subfactor 3: Construction Phasing. A written narrative and a graphical presentation of the project schedule shall be provided, developed, and documented that shows one overall workable phasing plan. This phasing plan shall describe major elements of the work and any impacts on or by the Government. The phasing plan shall include the scope and timing sequence of each identifiable phase or major activity with required precedents, procurement, the base access badging process, commissioning, and outfitting. The plan shall also account for/address how work may be executed with other contractors/projects working in the immediate area. Each phase shall be described in terms of the work involved and what work has to come before and after the phase. Phasing elements affecting the Government but not the contractor, such as Government-only actions, should be determined and documented.
b. Subfactor 4: Technical Specifications. The offeror shall technical specifications for all disciplines applicable to the seed project. A written narrative shall be provided that expands upon the provided Statement of Work and details the offeror’s technical approach to executing the project. These technical specifications shall be broken down in accordance with the latest edition of CSI MasterFormat Divisions available at http://www.csinet.org/. Shop drawings may be included to help explain the offeror’s approach but are not required.
The following is a list of divisions applicable to the seed project:

design and Al Dhafra General Specifications, and their ability to develop shop drawings that account for constructability. Each submittal shall be organized so that the exact material, its dimensions that are being specified in accordance with the contract documents, and all supporting information and diagrams, can be easily identified. As a minimum, the following submittals shall be provided:
i. Quality Control Plan
ii. Safety Plan (Include Fall Protection)
iii. HVAC – 15 Ton units, catalog specification, data sheet, installation, maintenance, and operation with full list of spare parts
iv. Main Distribution Panel
v. Communication Manhole / Hand-hole

vii. Steel Shop Drawings – Stamped & Signed
viii. Erection Designs
ix. Steel Stair Shop Drawings w/ Foundation

d. Subfactor 6: Detailed Work Breakdown. A detailed materials breakdown that includes labor, material, and equipment shall be provided as part of the offeror’s proposal. A sample template is provided at Attachment #2c of the solicitation. This breakdown should be organized in accordance with CSI MasterFormat Divisions and should include the quantities for each unit specified. The level of detail in the estimate should be enough that the evaluators can verify the offeror has accounted for all labor, materials, and equipment required for the construction of the facility.
D. VOLUME II – PAST PERFORMANCE INFORMATION
1. Offerors shall submit past performance information in accordance with Attachment #3 of the solicitation, Past Performance Information Document (PPID), on at least three (3) but no more than six (6) RECENT projects/contracts considered most RELEVANT in demonstrating performance abilities to the MACC. Please refer to the past performance factor in Section M – Evaluation Factors for Award for definitions of what is considered recent work and what is considered relevant work. Offerors SHALL include rationale supporting the assertion of relevance.
2. If work was performed as a subcontractor, a teaming partner, and/or joint venture, state the overall contract value and associated subcontract value. In addition, the offeror shall provide past performance information on any subcontractor, teaming partners, and/or joint venture partner, if applicable, considered most relevant in demonstrating their ability to perform the proposed effort. The Government may consider to review individual past performance of joint venture partners. In order to facilitate the past performance assessment process, a Subcontractor Consent Form (Attachment #4 of the solicitation) shall be completed to allow the Government to discuss past performance information with the prime contractor during the selection process.
3. As soon as practicable, the offeror shall complete Section IA (General Information) of the Past Performance Questionnaire (PPQ), found at Attachment #5 of the solicitation, and e-mail the PPQ(s) to each of the points of contact (POCs) the offeror has listed in the PPID(s) for completion. Upon completion of the questionnaires, the questionnaires shall be returned directly from the referenced POCs at 380.ECONS.Construction@adab.afcent.af.mil.
RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED PPQ(s) BACK TO THE OFFEROR. Offerors are responsible for ensuring that their reference sources receive, complete, and return the questionnaires to 380th Expeditionary Contracting Squadron. It is the offeror’s responsibility to ensure all questionnaires are forwarded to 380th Expeditionary Contracting Squadron by the due date and time set for receipt of proposals. Offerors are advised to follow-up with their references to ensure the questionnaires are submitted timely. Only the first six (6) PPQs per offeror will be accepted. An “Unknown Confidence” rating may be given to the offeror for the Past Performance Factor if less than three (3) PPQs are submitted.

E. VOLUME III – PRICE
1. Proposed Price: The total evaluated price will be the offeror’s proposed price to construct the seed project provided in the solicitation. All prices shall be submitted in United States Dollar (USD) and United Arab Emirates Dirham (AED). The offeror shall provide a price breakdown for the seed project in accordance with the sample provided at attachment 2e of the solicitation. Potential rounding shall be limited to 2 digits after the decimal. Offers shall be complete, accurate, and sufficiently detailed to demonstrate their price reasonableness, reflect a clear understanding of the requirement, and be consistent with the offeror’s technical proposal. The burden of proof for credibility of proposed pricing rests with the offeror.
2. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested.
However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price. A sample template, Sample Price Breakdown Worksheet, is found at Attachment 2e of the solicitation.
3. Contract Documents: In addition, the offeror’s proposal shall include the following sections from the solicitation in the Price Volume:
a. Solicitation/Contract Standard Form (SF) 1442. Offerors are required to complete blocks 14-19, 20A, 20B and 20C of the SF 1442 (back/page 2). An official having the authority to bind the offeror’s company contractually must sign and date the SF 1442. One copy of the SF 1442 must bear an original authorized signature.
By submission of its offer, the offeror agrees to all solicitation requirements, including terms and conditions, as written in the RFP.
b. Section I – Contract Clauses. The offeror shall complete and submit any applicable clause requiring information to be filled in.
c. Section K – Representations and Certifications. The offeror shall complete and submit this section in its entirety in addition to completing the on-line Representations and Certifications at System for Award Management (SAM) https://www.sam.gov/. The offeror shall be registered in SAM before contract award.
4. Offerors shall provide a document listing the name(s), title(s), telephone number(s), and e-mail address(es) of those individuals authorized to make decisions on behalf of the offeror with respect to the proposal and those individuals authorized to negotiate with the Government for this solicitation. The offeror shall also provide the official company/division street address, CAGE code, and DUNS number as reflected in the current SAM registration.
L003 ALTERNATE PROPOSALS & INCURRED EXPENSES
F. ALTERNATE PROPOSALS
Alternate proposals will not be accepted.
G. INCURRED EXPENSES
The Government is not responsible for any costs incurred or associated with preparation and submission of a proposal in response to this solicitation. All contractors who are awarded a contract as a result of this MACC solicitation will be awarded a task order to meet the minimum guaranteed amount at the time of award, subject to the availability of funds. The Government reserves the right to issue a task order to the best value offeror in lieu of the seed project to satisfy the minimum guaranteed amount. NO OFFEROR WILL BE COMPENSATED FOR
