1. PROJECT SUMMARY:

1.1 Provide material, means and labor in their entirety as required to construct an approximately 456 square-meter 2-story (228 square-meter per floor) with the following components:

1.1.1 Prefabricated Bolted Structural Steel Column, Beam, and Rafters

1.1.2 Reinforced Concrete Pedestal and Isolated footings

1.1.3 Reinforced Concrete Ground Slab

1.1.4 Precast Hollow Core Reinforced Concrete First Floor Slab

1.1.5 Insulated Metal Roof with flashing and Accessories (Total R=19)

1.1.6 CMU Exterior Wall with Stucco finish and Interior cladding and insulation with furring (Total R=13)

1.1.7 CMU and Metal Stud Interior Walls with Gypsum Board

1.1.8 Suspended Acoustic Ceiling

1.1.9 Rest rooms with water closet and lavatory

1.1.10 Painting and Finishing

1.1.11 Porcelain, unglazed. Slip Resistant Commercial use Floor tiles

1.1.12 Doors, metal stairs, rails and accessories

1.2 Provide material, means and labor to construct utilities connection with the following components:

1.2.1 Sewer connection

1.2.2 Electrical Connection

1.2.3 Communication Connection

1.2.4 Fire and Domestic Water Connection

All as illustrated and described by the project documentation, in accordance with this Scope of Work, ADAB General Specifications and the procedures of the United States Government Contracting Officer.

2. SCHEDULING AND PHASING OF WORK:

2.1 Construction of this Project shall not interfere with day to day operations of nearby facilities. Unless specified by the Contracting Officer. All other base operational activities supersede construction activities should scheduling conflicts arise.

2.2 The Contractor shall phase all work to ensure full access to and through all areas of the work site by Government vehicles for mission related purposes.

2.3 Government Recommended Performance Period: The Government’s recommended Performance Period is 180 Calendar Days, to include material requisition and delivery. However, the Contractor may propose an alternate performance period with the proposal (to be approved by the Contracting Officer).

2.3.1 For contracts with a Period of Performance greater than 90 calendar days from the issuance of the Notice to Proceed, the Contractor is required to submit a Progress Schedule (AF Form 3064). The Progress Schedule must be submitted to the Contracting Officer no later than 5 calendar days from the issuance of the Notice to Proceed for coordination and approval. The Contractor shall resubmit a revised Contract Progress Schedule within 2 business days if disapproved, until approval is obtained. No construction work shall start without an approved Contract Progress Schedule.

2.3.2 For all contracts with a period of performance greater than 60 calendar days to complete from the date of Notice to Proceed, the contractor shall provide written progress reports (AF Form 3065) every week for the ongoing status of project from the first day of work until completion.

2.3.2.1 Progress report/s shall contain project number, start date or anticipated start date, completed date or anticipated completed date, equipment order status, problems or concerns, and any issues. Receipt of these reports may be a condition of payment or partial payment of contract funds to the Contractor.

2.4 A hard copy of the Contractor’s proposed construction schedule showing days and activities must be included with the proposal. The Contractor shall coordinate with the Contracting Officer for any modification to the work schedule. Any change to the schedule will require a change to the approved Progress Schedule.

2.5 The Contractor shall complete all specified work within the period of performance, which includes:

2.5.1 Initial Drawings: Prior to beginning onsite construction the Contractor shall provide complete project working drawings.

2.5.1.1 Working drawings and specifications shall comply with codes, laws and the RFP.

2.5.1.2 The working drawings shall be submitted for review as directed in this Statement of Work.

2.5.1.3 The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical adequacy of the final construction drawings, and provide quality control of all phases of the contract.

2.5.1.4 The Contractor shall provide a detailed schedule, in writing, containing an outline of material and labor to be performed to complete the project.

2.5.2 Pre-Construction: Pre-construction includes formulating plans and schedules, including a construction schedule.

2.5.2.1 The schedule shall be submitted at the preconstruction meeting and approved before on-site construction can begin.

2.5.2.2 A Pre-Construction (Pre-Con) meeting is required prior to construction. At that time there will be an on-site walk through with all relevant parties.

2.5.2.2.1 Pre-Con attendance is required by the Contractor to begin work.

2.5.2.2.2 Pre-Construction (Pre-Con) meeting topics may include: Force Protection

Escorts, Approved Haul Routes, Approved Contractor Lay down Areas (as applicable), Period of Performance and any Contractor questions. Pre-Con members include Contracting and Civil Engineering and may also include Security Forces, Force Protection, User and Wing Safety as needed.

2.5.2.2.3 This process takes 3-6 days.

2.5.3 On-site Construction: Upon the approval of the Contracting Officer, the Contractor may commence onsite construction activities. It shall continue until no later than three days before the performance period ends.

2.5.4 Post Construction: This part of the performance period includes the pre-final and final inspections as shown outlined later in this document. This should occur at least three days before the end of the performance period.

2.6 Storage of Contractor Materials: The Contractor is responsible for the receipt, unloading, security and handling of all equipment and materials required for the completion of this work. The Contractor shall identify storage area requirements and coordinate said location with the Contracting Officer. The Contractor is responsible for providing security fencing around any stored material. The Contractor shall protect all stored material from weather and negligence. If for any reason materials are damaged the Contractor shall replace the materials prior to use at the Contractor’s expense.

2.7 Period of Work: The Contractor shall complete all work within the prescribed period.

2.7.1 Working hours shall be from 0600 to 1800 local time.

2.7.2 Failure to effectively coordinate the delivery of materials shall not be used as a basis for failure to complete the work within the specified performance period.

2.7.3 Working days shall include all days except Fridays and Saturdays.

2.7.4 The Contractor shall provide the Host Nation an itemized listing of materials when required.

3. GENERAL REQUIREMENTS:

3.1 The Contractor shall hold a valid license issued by the authority having jurisdiction for the work that is to be accomplished.

3.2 The Contractor shall read and review the Statement of Work (SOW) and Contract Drawings; therein the Contractor shall be familiar with all applicable specifications, standards and any pertinent documentation in order to meet the US Government expectations.

3.3 The Contractor shall conduct all work in a professional manner, in accordance with traditionally recognized construction practices and techniques.

3.4 The Contractor shall furnish all labor, equipment, and material to construct, and warranty all work in accordance with the guidelines of the International Fire, Electrical, Safety and Building Codes, the SOW and the construction drawings provided.

3.5 Al Dhafra AB Civil Engineering Drawings are incorporated into the contract. The limits of work shall be as indicated on the contract drawings. The Contractor shall not excavate, fill, grade, or otherwise alter any area, which is beyond the limits of work.

3.6 All work shall be coordinated with the Contracting Officer(s) and Civil Engineer office, 380 Air Expeditionary Wing (AEW).

3.7 The Contractor shall keep a copy of the following on-site at all times:

3.7.1 SOW

3.7.2 Most current drawings

3.7.3 Al Dhafra Air Base (ADAB) General Specifications

3.7.4 Approved AF Form 103 (Dig Permit)

3.8 GFE stipulates Government Furnished Equipment.

3.9 CFE stipulates Contractor Furnished Equipment.

3.10 UNIFIED FACILITIES CRITERIA COMPLIANCE: All design, material, means and methods shall be in accordance with the National Institute of Building Services, Whole Building Design Guidance (WBDG), Unified Facilities Criteria (UFC) 1-200-01 latest edition. Note that this specification subordinates the entirety of UFC, as well as ASCE seismic design code, International Building Code (IBC), International Fire, Plumbing and Fuel Codes, National Fire Protection Association (NFPA) code, National Electrical Code (NFPA 70), as well as others. Where conflict exists between UFC 1-200-01 and other project specification, more stringent criteria shall govern.

3.11 ORDER OF PRECEDENCE: Any material, methods, or code conflicts/inconsistencies in the Contract Documents and/or referenced documents shall be resolved by giving the documents precedence in the following order:

In the event of conflicts/inconsistencies between multiple callouts within individual contract documents the Contractor shall request clarification via a formal Request for Information prior to proceeding with construction drawings and/or construction.

3.12 BUILDING MATERIAL: All materials shall be new, free of defects, and in good condition.

3.12.1 All materials shall conform to the specification and the plans, unless otherwise approved by the Contracting Officer.

3.12.2 The Contractor shall remove defective materials from the site at no additional cost to the Government.

3.12.3 If materials are damaged, they shall be replaced prior to use at the Contractors expense.

3.13 SUBMITTALS: All material and articles requiring approval, as contemplated by the Materials and Workmanship clause, and those specified on the AF Form 66, shall be submitted by the Contractor using the AF Form 3000, or automated equivalent. The requirement for material submittals will be at the sole discretion of the Contracting Officer.

3.14 EQUIPMENT: The Contractor shall supply all equipment to complete the job.

3.14.1 All equipment shall be in fully operable condition.

3.14.2 The Contractor will provide all fuel, oil, spare parts, tools and labor to construct subject project.

3.14.3 Any broken or damaged equipment will be fixed immediately or replaced by the contractor.

3.15 CLEANUP: The Contractor shall clean-up the work site daily to include removing all debris and refuse, to the satisfaction of the Contracting Officer.

3.15.1 Construction debris shall be removed from ADAB daily and disposed in an approved waste disposal site, in accordance with all applicable UAE laws.

3.15.2 At project completion the Contractor shall restore any disturbed areas at the direction of the Contracting Officer. The Contractor shall remove and/or stockpile excess project material in accordance with the Contracting Officers instructions. The Contractor shall deliver all structures in a clean and ready condition in accordance with the Contracting Officers instructions.

3.16 ENVIRONMENTAL: The Contractor shall clean up all waste oil and fuel spills immediately and shall dispose of it off of the installation in accordance with all applicable UAE laws.

3.16.1 Contractor is responsible for cleanup of any Contractor caused hazardous material produced at the construction site. In the event of a Contractor caused fuel or hazardous chemical spill, the Contractor shall be responsible for the cleanup at their expense and shall comply with local environmental standards as applicable.

3.16.2 The Contractor shall provide project site hazardous spill response and clean up, at his expense, in accordance with Base Environmental instructions. The Contractor shall coordinate controls, staff instruction, and response material with Base Environmental prior to delivery of any project site hazardous materials.

3.17 SECURITY RESPONSIBILITIES: The Contractor shall comply with all security requirements in effect during the work period.

3.17.1 The Contractor is responsible for ensuring proper documentation is provided in a timely manner for personnel and vehicle passes, through both the Host Nation and USAF visitor control points to avoid any delays in starting and completing the project. No Contractor personnel will be permitted access without prior approval by the Contracting Officer, USAF Security Forces and Host Nation Security Forces.

3.17.2 The Contractor shall educate him/herself on and abide all Host Nation security procedures. In order to gain access to ADAB through the Host Nation Security, the Contractor must provide legible color copies of all employees’ passports, residency cards, and drivers licenses (when applicable) along with the Entry Authorization Application letter, format provided by the Contracting Officer.

These will be given by the USAF to the Host Nation security. Employees will be investigated by the Host Nation security service. Each sub-contractor must submit their employees indicating that the employee works for that subcontractor. The Host Nation security process takes a minimum of three working days to provide temporary clearance. The request should indicate the first day of requested authorization as the calendar day on which clearance is expected – not the day of submission. The Contractor must resubmit the entry authorization requests with all supporting documentation a minimum of four working days (temporary) or 30 calendar days (permanent) prior to the expiration date of the current authorization period.

3.17.3 The Contractor is responsible for providing the Contracting Officer with a list of company personnel that will be used to execute the contract. The list must contain the name, nationality, and duration of time the individual is expected to require a pass. Additionally, the Contractor is responsible for providing the Contracting Officer with a list of vehicles that require access to the USAF compounds.

This list must contain the Make, Model, Year, Color, and License Plate Number of each vehicle, as well as all pertinent owner/operator information such as the owner and operator’s name, driver license number, and vehicle registration information. These items will be used to expedite the entry process. All forms will be provided at the pre-construction meeting.

3.17.4 The Contractor shall provide all employee food and water, transportation for materials and personnel, and material handling equipment as necessary to complete the work.

3.17.5 The Contractor's employees must be escorted by USAF personnel at all times while on ADAB. If work is to be accomplished in geographically separated areas, each party must have its own escort to accompany them to said areas.

3.17.6 The Contractor shall be solely responsible for the physical security of all project materials, supplies, and equipment.

3.17.7 Compliance with security requirements shall not be the basis for failing to complete the work in the required time period.

3.17.8 Contractor personnel found outside of the prescribed work area or otherwise in violation of any security requirements will be subject to detainment and removal from the work site for the entire work period.

3.18 SAFETY REQUIREMENTS: The Contractor shall ensure that the employees are supplied and use proper safety equipment (i.e. gloves, safety glasses, boots, etc.) and follow work procedures, which protect Contractor employees and US personnel in vicinity of job site.

3.18.1 The Contractor shall wear appropriate Personal Protective Equipment (PPE) and utilize other protective resources when working on or near energized electrical parts and/or equipment.

3.18.2 The Contractor shall establish a safety zone around the work area and establish daily a safety system with warning markers and other devices to prevent injuries to vehicles, pedestrians and others who may be on the site.

3.18.3 Contractor shall provide appropriate traffic control measures to include but not limited to; diversions, signage, barriers and lighting as applicable. All traffic control measures will be properly marked in both English and Arabic languages.

3.18.3.1 Traffic flow shall be maintained at all times, except when altered by an approved detour.

All traffic detours shall be requested through the Contracting Officer a minimum of one week in advance of implementation.

3.18.3.2 Temporary signs showing areas of construction, detour routes and temporary parking areas shall be constructed and approved before construction within that area begins.

3.18.3.3 Barricades shall be used to separate the public from the construction.

3.18.3.4 Excavated or other materials temporarily stored on a roadway shall be adequately marked for traffic and pedestrian safety at all times. Access to all buildings within the area of construction shall be made available throughout construction.

3.18.3.5 Where traffic must be maintained across excavations, the Contractor shall provide steel plate bridging to allow vehicle passage.

3.18.3.6 The Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., required for protection of persons and property. No open flame devices of any type shall be permitted.

3.18.4 The US Government does not assume any liability for any injury incurred by Contractor personnel while working on site.

3.18.5 The Contractor shall have operational fire extinguishers on-site at all times during construction.

3.18.6 Prior to performing any excavation or demolition work, the Contractor shall obtain USAF Form 103, Base Civil Engineering Work Clearance Request, from the Contracting Officer for the purpose of obtaining location of existing utility lines through the Work Clearance Request process. The Contractor shall request referenced locations and permit at least five days prior to scheduled beginning of work. The Contractor shall exercise due care and take reasonable steps to avoid damage or to otherwise interfere with lines where positions have been provided.

3.18.7 Prior to performing any welding work, the Contractor shall obtain USAF Form 103, Base Civil Engineering Work Clearance Request, from the Contracting Officer. The Contractor shall request referenced locations and permit at least five days prior to scheduled beginning of work.

3.18.8 The Contractor shall ensure that their employees are instructed on the electrical safety and prevention of hazards.

3.18.8.1 All temporary power shall be periodically inspected to ensure safety.

3.18.8.2 GFCI receptacles shall be used on all jobs sites.

3.18.8.3 Contractor shall not use any power cords with splices.

3.18.8.4 Contractor shall ensure that electrical power is removed from equipment before work is started.

3.18.9 The Contractor shall be solely responsible for construction site safety and compliance with the mandatory safety plan. The USG and its representatives (Contracting Officer, Fire Chief, Security Forces, and Construction Inspectors) reserve the right to stop work due to unsafe conditions without recompense to the Contractor. Once stopped, work may only resume upon the authority of the Contracting Officer.

3.19 FIRE PROTECTION: The Contractor shall comply with the provisions of the Base Fire Protection Program, as well as, any specific instruction by the Base Fire Chief. The Contractor shall coordinate controls, staff instruction, and response material with the Base Fire Chief prior to delivery of any project site combustible materials.

3.20 SUPERVISION AND QUALITY CONTROL: The Contractor shall maintain a quality control system and supervision of employees throughout the project. While the Contracting Officer, Project Manager, or Construction Inspector may indicate any problems in the workmanship in any phase of the project that they find to the Contractor, Quality Control is the Contractor’s responsibility. Inspection or non-inspection by USAF representatives of the work does not relieve the Contractor from ensuring the work complies with the contract documents. It is the responsibility of the Contractor to identify and correct all workmanship problems. Any workmanship problems identified are to be corrected in a timely manner, to the satisfaction of the Contracting Officer, at no additional cost to the US Government.

3.20.1 As requested, the Contractor shall demonstrate to the satisfaction of the Contracting Officer, compliance with the specifications and plans.

3.20.2 The Contractor is required to apply techniques or practices as recommended by the Contracting Officer to improve the quality of work so long as such recommendations do not change the specified actions in this contract.

3.20.3 The Contractor shall provide a fully qualified on-site project manager who shall be responsible for the performance of the work. The project manager and all alternates shall be designated in writing and provided to the Contracting Officer at the pre-construction conference. The project manager will have full authority to act for the Contractor and must speak and read English fluently. Failure of the project manager to have sufficient technical and lingual capabilities will be cause for replacement as determined by the Contracting Officer. The project manager shall be on-site during normal duty hours and for contingencies requiring work outside of normal duty hours.

3.20.4 The Contractor shall provide personnel with adequate training and experience to perform tasks outlined in the SOW and contract drawings.

3.20.5 The Contractor is responsible to provide all specified quality control inspections and tests. A copy of test results, text in English, must be provided to the Contracting Officer.

3.20.6 All submittals shall be provided in a timely manner to minimize delivery times. The Contractor shall provide data-cut sheets for all material and hardware to be used on the project.

3.20.6.1 Data cut-sheets shall be submitted in English. Each item shall be highlighted for ready identification.

3.20.6.2 Lack of information shall be grounds for disapproval of submittal documentation.

3.20.6.3 The Contractor’s submittals shall include all calculations, assumptions, and construction drawings evaluations required for facility construction, if and when applicable.

3.20.6.4 Construction shall not commence until the Contractor has received approved submittals and all Contracting Officer comments have been incorporated.

3.20.7 The contract drawings for this project are for guidance and information only. The Contractor shall submit their variation to the contract drawings for approval by the Contracting Officer.

3.20.8 TESTING: The Contracting Officer or Statement of Work may require testing of materials or of the

Contractors work.

3.20.8.1 The Contractor shall provide all test results from independent testing laboratories for soil and concrete testing.

3.20.8.2 The testing laboratory shall be approved by the Contracting Officer.

3.20.8.3 All cost associated with the required test shall be at the Contractor’s expense.

3.20.8.4 If additional tests are required due to substandard material or workmanship the cost of additional test shall also be at the Contractor’s expense.

3.20.8.5 The Contractor shall cooperate with Government Inspection personnel and assist them in completion of material and method testing/inspection at all times.

3.20.8.6 The Contracting Officer or designated representative may test any materials at the Government’s expense, however if the tests fail to meet the specifications the cost for said test shall be borne by the Contractor.

3.20.9 All work shall be inspected by the designated US Government representative before the next step in construction is started. For example, gypsum board shall not be applied until the electrical and mechanical sections of the walls are inspected.

3.20.9.1 If required by the Government inspector, results shall be submitted within Test + 3 days of completion to the Contracting Officer.

3.20.10 All underground installations shall be inspected by a qualified inspector (US Government representative) prior to closure.

3.21 DELIVERY AND STORAGE OF MATERIALS AND EQUIPMENT: The Contractor shall be responsible for all material storage, providing any necessary security containers, fencing and protection from the weather.

3.21.1 At the end of project, the Contractor shall remove all excess materials from the site at no additional cost to the US Government.

3.21.2 Storage locations shall be as designated by the Contracting Officer. The Contractor shall limit storage to areas provided.

3.21.3 The US Government may provide some hardware for the project, as listed within the SOW and Drawings. Where equipment is not specifically listed as Government Furnished Equipment (GFE), it shall be assumed that the equipment is supplied and installed by the Contractor.

3.21.4 Staging outside the gate for an extended period of time will not warrant a change order for additional funds.

3.21.5 Storage of Contractor Materials: The Contractor is responsible for the receipt, unloading, security and handling of all equipment and materials required for the completion of this work.

3.21.5.1 The Contractor shall identify storage area requirements and coordinate said location with the Contracting Officer.

3.21.5.2 The Contractor is responsible for providing security fencing around any stored material.

3.21.5.3 The Contractor shall protect all stored material from weather and negligence. Any material weather damaged, shall be replaced by the Contractor.

3.21.5.4 Materials deemed unfit for use by the Contracting Officer for reasons of contamination, rusting, sun damage, water damage, wind damage, general poor condition or quality or abuse will be replaced as directed by the Contracting Officer and at the Contractor’s expense for all work, cost and material required to make the correction.

3.21.5.5 The Contractor’s need for lay-down area shall be identified during the pre-construction site meeting.

3.21.6 All materials shall conform to the specification and the plans, unless otherwise approved by the Contracting Officer.

3.21.7

3.22 SITE UTILITIES:

3.22.1 It is the responsibility of the Contractor to coordinate with the Contracting Officer or the Contracting Officer’s authorized representatives to preclude damage to any existing utilities. Any damage to utilities caused by the Contractor will be repaired by the Contractor at no additional expense of the US Government or to the Host Nation.

3.22.2 All Trenching shall be accomplished by hand to avoid any damage to existing utilities.

3.22.2.1 The US Government shall provide the location of known underground utilities; however the Contractor shall maintain awareness that there may be some unknown buried utilities not shown on the maps.

3.22.2.2 Contractor assumes liability due to any mishaps.

3.22.2.3 Preliminary inspection and stake-out shall be performed via all involved parties and a digging permit shall be requested.

3.22.2.4 Host Nation shall be involved in the request for a digging permit.

3.22.2.5 If Contractor encounters unexpected obstacles, such as trees, conduits, pipes and the like, notify the Contracting Officer immediately.

3.22.2.6 Conduits shall be separated by at least 15 centimeters in trenches.

3.22.2.7 Communication/Security conduits shall have at least 75 centimeters separation from power conduits in trenches.

3.22.3 After trenching the existing roadway shall be returned to its original finish where applicable, unless otherwise directed by the Contracting Officer.

3.22.4 Contractor shall provide all excavation, backfill and compaction for all electrical work, light poles and over-watch building construction.

3.22.4.1 Contractor shall provide all appropriate marking tape (wording label) for each utility, approximately 305mm (12in) above all utility lines.

3.22.5 The Contractor shall coordinate a project shut-down with the Contracting Officer when all required elements are satisfactorily readied for the scheduled shut-down.

3.22.5.1 The Contractor shall notify Contracting Officer at least fourteen (14) days prior to the date of shut-down. Outages will be scheduled in all cases at the convenience of the US Government and work performance may be required during periods of time other than normal duty working hours.

3.22.5.2 Key goal is to ensure that safety, reliability, and all technical aspects are in compliance, thereby minimizing down-time.

3.22.5.3 The Contractor shall ensure that all required tasks are performed prior to scheduling any shut-down in order to terminate/connect new underground feeders at the designated locations.

3.22.5.4 The Contractor shall provide a detailed schedule, in writing, containing an outline of material and labor to be performed during the scheduled shut-down.

3.22.6 Electrical Power:

3.22.6.1 Contractor shall coordinate with CE Operations to confirm connection to the base power.

3.22.6.2 Contractor shall verify the location of all existing below ground electrical distribution wires/cables prior executing any work.

3.23 PROJECT ACCEPTANCE: Coordinate a job completion walk through, acceptance of work and final product and task completion (to include final approval of all required submittals IAW AF66) with Site Manager and Project Manager. All or a portion of the project may be accepted by the Contracting Officer on behalf of the US Government. At this point this portion is considered completed and accepted under terms of contract.

3.23.1 Pre-Final Inspection: Contractor shall request from the Contracting Officer a pre-final inspection for the project.

3.23.1.1 This typically takes place 7-10 calendar days prior to project completion or end of performance period.

3.23.1.2 The inspection allows an opportunity for the Contractor to correct small discrepancies.

3.23.1.3 A pre-final may be considered a final inspection if the Government accepts the work without exception.

3.23.1.4 Attendance: Attendance at the pre-final Inspection is mandatory of the Contractor.

Attendee must be able to speak on behalf of the company and be able to obligate the company.

3.23.1.5 The pre-final inspection will be attended by the Contracting Officer, Project Engineer, Construction Inspector and Contractor.

3.23.1.6 A comparison of the Statement of Work (SOW) to completed project shall take place.

3.23.2 Final Inspection and Acceptance: Contractor shall request from the Contracting Officer a Final inspection for the project.

3.23.2.1 This typically takes place at project completion or end of performance period.

3.23.2.2 Attendance: Contractor attendance at the final Inspection is mandatory.

3.23.2.3 Attendee must be able to speak on behalf of the company and be able to obligate the company.

3.23.2.4 The final inspection will be attended by the Contracting Officer, Project Engineer, Construction Inspector and Contractor.

3.23.2.5 A comparison of the Statement of Work (SOW) to completed project shall take place.

3.23.2.6 Any discrepancies will be added to a punch list for the Contractor to complete.

3.23.2.7 Upon final acceptance by written notice the Government will take ownership of the project.

3.23.3 Punch list: The Contractor must complete all punch list items prior to the expiration of the performance period.

3.23.4 Warranty: Contractor shall provide all manufacturer/s warranty documents required and a one (1) year warranty on all materials, work and labor. Contractor shall apply all materials in accordance with manufacturer’s recommendations in order to maintain the manufacturer’s warranty. Contractor shall submit manufacturer’s warranty information to the Contracting Officer within five (5) days of final acceptance of each project.

4. SITE CONSTRUCTION:

4.1 SITE PREPARATIONS: The site shall be prepared according to the Al Dhafra Design Standards.

4.1.1 The Contractor shall perform a topographic survey of the site to verify that the project can be constructed as shown on the Construction Drawings, to compute earthwork quantities, and to verify clearances with existing structures, utilities, and other fixed features. The Contractor is responsible for setting and maintaining control points and benchmarks throughout the duration of the project.

The Contractor is responsible for all layout and staking operations.

4.1.2 The Contractor shall gather all site-specific geotechnical data needed to develop foundations;

materials, earthwork, pavements and other geo-technical related design and construction activities for this project. The Contractor shall develop all pertinent geo-technical design and construction parameters by appropriate field and laboratory investigations and analyses. A copy of all the laboratory investigations and analysis shall be provided to the Contracting Officer.

4.2 EXCAVATION AND SUB-GRADE PREPARATION:

4.2.1 SUBMITTALS:

4.2.1.1 Test reports-excavating: Submit the following reports directly to the Contracting Officer from the testing services, with copy to Contractor:

4.2.1.1.1 Field density test reports for soils, aggregate, and asphalt.

4.2.1.1.2 One optimum moisture-maximum density curve for each type of soil encountered per MIL-STD-621A and ASTM D2216.

4.2.1.2 US Air Force’s in-house testing is the final arbiter for materials acceptance testing.

4.2.2 SOIL MATERIALS:

4.2.2.1 Backfill and Fill Materials: Satisfactory soil materials shall be free of rock or gravel larger than 50mm in any dimension, debris, waste, frozen materials, organics, and other deleterious matter.

4.2.2.2 Select granular material shall consist of well-graded sand composed of hard, tough and durable particles, and shall not contain more than 10 percent by weight of material passing the 0.075mm sieve, with a maximum allowable particle size of 5mm.

4.2.2.3 Foundation Bedding Material for dig-outs, storm sewers and utility work shall be used when soft or unstable material unable to support the utility pipe, conduit or appurtenant structure is encountered. The unstable material shall be excavated and replaced with sound bedding material.

4.2.3 EXCAVATION:

4.2.3.1 Excavation for the grading and trenching includes excavation to sub-grade elevations indicated, regardless of character of materials and obstructions encountered. Material excavated at the site may be considered usable for grading and backfill purposes subject to the requirements of Paragraph 4.2.2 of this statement of work. The Contractor shall furnish any additional fill required to complete the grading or dispose of excess excavated material at his expense.

4.2.3.2 Unauthorized excavation consists of removal of materials beyond indicated sub-grade elevations or dimensions without specific direction from the Contracting Officer.

Unauthorized excavation, as well as remedial work directed by the Contracting Officer shall be at the Contractor's expense.

4.2.3.3 Excess Material Disposal: All unsatisfactory materials removed from excavations shall be disposed of in designated waste disposal or spoil areas. Satisfactory material removed from excavations shall be used, insofar as practicable, in the construction of fills, embankments, sub-grades, shoulders, bedding (as backfill), and for similar

Satisfactory material authorized to be wasted shall be disposed of in designated areas approved for surplus material storage or designated waste areas.

4.2.3.4 Utility Trenching:

4.2.3.4.1 All Trenching shall be accomplished by hand to avoid any damage to existing utilities.

4.2.3.4.2 The US Government shall provide the location of known underground utilities; however, the Contractor shall maintain awareness that there may be some unknown buried utilities. The Contractor shall repair to like-new condition any utilities damaged by construction activity.

4.2.3.4.3 The Contractor shall notify the Contracting Officer immediately if unexpected obstacles, such as existing utilities, structures, trees, or other fixed features are encountered during construction.

4.2.3.4.4 All utility work shall be inspected by US Government Representative prior to covering.

4.2.3.4.5 Conduits shall be separated by at least 15 centimeters in trenches.

4.2.3.4.6 Communication/Security conduits shall have at least 75 centimeters separation from power conduits in trenches.

4.2.3.4.7 After trenching, the Contractor shall restore the existing surface to its original finished condition.

4.2.3.5 Stability of Excavations: Contractor shall comply with all American OSHA regulations with regards to worker safety in trenches. The Contractor shall bench the sides of excavations to comply with applicable codes and safety regulations and maintain trench walls and benches in a safe condition until completion of backfilling. The Contractor shall shore and brace excavations where sloping is not possible because of space restrictions or stability of material excavated. The Contractor shall prevent surface water and subsurface or ground water from flowing into excavations and from flooding the project site and the surrounding area. For excavations over 100 m2 in surface area, the Contractor shall grade the top perimeter of the excavation to prevent surface water from draining into the excavation. For excavations less than 100 m2, small hand formed “berms” or sandbags around the perimeter may suffice. For work that will be completed in the same day and for which there is little danger of surface water run-off, special grading or sandbags is not required. The Contractor shall not allow water to accumulate in excavations. The Contractor shall remove water from excavations to prevent softening or loss of stability of the sub-grade. The Contractor shall provide and maintain pumps, well points, sumps, suction and discharge lines, and other dewatering system components necessary to convey water away from excavations.

4.2.3.6 Material Storage: The Contractor shall stockpile satisfactory excavated materials in areas approved by the Contracting Officer until required for backfill or fill.

4.2.3.7 The Contractor shall place, grade, and shape stockpiles for proper drainage.

4.2.4 COMPACTION:

4.2.4.1 General: The Contractor shall control soil compaction during construction providing the minimum percentage of density as specified in this statement of work and on the construction drawings. Density shall be tested using the sand cone method per ASTM D1556.

4.2.4.2 Moisture Control: Where sub-grade or layer of soil material must be moisture conditioned before compaction, uniformly apply water to surface of sub-grade, or layer of soil material to prevent free water appearing on surface during or subsequent to compaction operations. Soil material that is too wet to permit compaction to the specified density shall be removed and replaced or scarified and air dried at the Contractor’s expense.

Soil material that has been removed because it is too wet for proper compaction may be stockpiled or spread; thereby, allowed to dry at the Contractor’s expense. Optimum and in-situ soil moisture shall be determined by MIL-STD-621A and ASTM D2216.

4.2.4.3 Compaction shall be accomplished by sheep’s foot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment well suited to the type of material being compacted.

4.2.5 BACKFILL AND FILL:

4.2.5.1 General: The Contractor shall perform all excavation, filling, and backfilling shown on the

Construction Drawings. Fill and backfill materials shall consist of satisfactory on-site excavated materials or materials obtained from an off-site borrow area.

4.2.5.2 Placement and Compaction: The Contractor shall place backfill and fill materials in layers not more than 200mm in loose depth for material compacted by heavy compaction equipment, and not more than 100mm in loose depth for material compacted by hand-operated tampers. The Contractor shall scarify the surface between each lift to bond the lifts.

4.2.5.3 Before compaction, the Contractor shall moisten or aerate each layer as necessary to provide ±2% of optimum moisture content. The Contractor shall not place backfill or fill material on surfaces that are muddy or frozen.

4.2.6 CONSTRUCTION:

4.2.6.1 The Contractor shall shape the sub-grade to the required line, grade, and cross section, and compact as specified. This operation shall include plowing, disking, and any moistening or aerating required in order meeting the specified compaction at optimum moisture. The Contractor shall be responsible for aerating or replacing existing soils that are too moist or too weak to support construction equipment.

4.2.6.2 The surface of the sub-grade shall not show deviations greater than 13mm when tested with a 3m straightedge applied both parallel and at right angles to the centerline of the area. The elevation of the finished sub-grade shall not vary more than 15mm from the established grade and cross section.

4.2.6.3 The Contractor shall remove and replace soft or otherwise unsatisfactory material with satisfactory excavated material or other approved material as directed. Low areas resulting from removal of unsatisfactory material or excavation of rock shall be brought up to required grade with satisfactory materials, and the entire sub-grade shall be shaped to line, grade, and cross section and compacted as specified.

4.2.7 GRADING AND RESTORATION:

4.2.7.1 Finishing: The Contractor shall finish all the unpaved areas to a smooth and compact surface in accordance with the lines, grades, and cross sections or elevations shown.

The degree of finish for all graded areas shall be within 30mm of the grades and elevations indicated.

4.2.7.2 Gutters and ditches shall be finished in a manner that will result in effective drainage.

4.2.7.3 The Contractor shall place and compact 75mm of clean, crushed stone gravel (20mm nominal diameter) minus fines on the surface of all disturbed previous locations following final grading unless instructed otherwise by the Contracting Officer.

4.2.7.4 The Contractor shall grade uniformly within the specified tolerances between the indicated elevations and from the indicated elevations to the existing grade.

4.2.8 MAINTENANCE:

4.2.8.1 The Contractor shall repair and re-establish grades in settled, eroded, and rutted areas to the specified tolerances.

4.2.8.2 Reconditioning Compacted Areas: Where completed compacted areas are disturbed by subsequent construction operations or adverse weather; then, the Contractor shall scarify the surface, reshape, and compact in order to meeting the required density prior to further construction.

4.2.8.3 Settling: Where settling is sufficient to cause ponding water over 13mm in depth on paved areas or 25mm in depth on turfed areas during the general project warranty period, the Contractor shall remove the surface (pavement, lawn or other finish), and replace according to the original specifications.

4.2.8.4 The Contractor shall restore the appearance, quality, and condition of the surface or finish to match adjacent work, and eliminate evidence of restoration to the greatest extent possible.

4.3 SITE UTILITIES:

4.3.1 The Contractor shall provide excavation, backfill and compaction for all site utilities.

4.3.2 The Contractor shall construct site utilities prior to constructing the building foundation and notify the Contracting Officer of conflicts with existing structures, utilities, and other fixed features.

4.3.3 The Contractor shall mark all new underground utilities and existing underground utilities exposed by construction activities with buried warning and identification tape. Tape shall be polyethylene plastic and metallic core or metallic-faced, acid- and alkali-resistant, warning tape manufactured specifically for warning and identification of buried utility lines. Contractor shall provide tape on rolls, 75mm minimum width, color coded as specified below for the intended utility with warning and identification imprinted in bold black letters continuously over the entire tape length. Warning and identification to read, "CAUTION, BURIED (intended service) LINE BELOW" or similar wording.

Color and printing shall be permanent, unaffected by moisture or soil.

4.3.4 All pipes shall be installed with 12-gauge coated copper toning wire taped to the top of pipe, brought up and tied off at the top of the valve box. Two (2) feet of slack shall be exposed and tied off at the top of the valve box and meter box.

4.3.5 The Contractor shall be fully responsible for the location and protection of all existing utilities.

5. DETAILED WORK TO BE COMPLETED:

5.1 ARCHITECTURAL:

5.1.1 DOWN SPOUTS: Down Spouts are to be aluminum or galvanized metal with no less than 85mm internal diameter. Downspouts shall be painted the same color as exterior building walls. Exterior Design Colors shall match colors from the Al Dhafra Design Standards unless noted otherwise. In order to prevent soil erosion, downspouts shall have concrete troughs placed on ground. Concrete troughs can be set in place 50mm thick, 250mm wide, 450mm long or similar. Downspouts shall be spaced per the approved drawings.

5.1.2 GUTTERS: Gutters are to be Galvanized metal or aluminum and must be designed with enough downspouts to out-flow full capacity of roof drainage per IBC.

5.1.3 DOORS:

5.1.3.1 Exterior Doors (.914m), shall be metal clad, 18-gauge steel as minimums. Core shall be insulated or comparable material. Frames shall be hollow and a minimum of 16-gauge steel.

5.1.3.2 Interior Doors (.762m), shall be solid wood core or as designated on door schedule.

Core shall insulated or comparable material. Core shall be oak or comparable material. Frames shall be hollow and a minimum of 16-gauge steel.

5.1.3.3 Interior doors shall be either steel insulated doors or solid wood as approved by the Contracting Officer. Fire rated metal frames shall be used for all fire rated doors. All doors must comply with NFPA building requirements for fire rating and construction.

5.1.3.4 Metal doors and frames shall be primed and painted with a washable glossy paint, as approved by the Contracting Officer. Heavy-duty finish hardware in compliance with life safety code and British standards shall be installed on all doors. Wood doors are to be stained or painted according to approved submitted color and clear coated with a polyurethane semi-gloss coating.

5.1.3.5 Exterior doors shall be installed complete with weather stripping, thresholds, panic hardware, and polyurethane glazing, as well as a heavy duty automatic door closer installed on the interior side of the door.

5.1.3.6 Any fire-rated doors shall have fire-rated metal frames.

5.1.3.7 All interior corridor doors shall be self-closing. Exterior doors shall utilize mechanical closure devices.

5.1.3.8 All doors including single and double door styles are to be such that threshold is flush to surrounding floor no greater than 12mm above floor grade. Lock Pin recess for door floor bolt must be flush with threshold for double doors.

5.1.4 HARDWARE:

5.1.4.1 All door hardware shall be BEST Company style or an approved equal with interchangeable core hardware. Any approved equal shall be approve by the Government before purchase and installation.

5.1.4.2 Final cylinder core installation shall be handled by 380th Civil Engineering Squadron personnel under master key control system. Keys and Access Control are BEST (by Best Access Systems) or approved equal. Refer to Al Dhafra Design Standards for additional hardware requirement.
