Purpose
Provide prospective offerors an overall understanding of the objectives of the MACC solicitation currently posted on FBO.gov
$500,000 USD minimum satisfied at time of award
$45M USD combined ceiling

MACC: Competition for exclusivity of all ECONS/LGCC construction contracts for the next 5 years This is not a follow-on acquisition; no incumbent contractors $500,000 USD Minimum Guarantee $45,000,000 USD Maximum Ceiling
Multiple Award Construction Contracts (MACC) Government intends to award two (2) to four (4) MACCs Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts
Broad range of construction projects to be performed at Al Dhafra Air Base (ADAB), outside Abu Dhabi
Task Orders (TOs) will be competed for and issued on Firm-Fixed-Price (FFP) basis
Period of Performance
Basic Period : 1 Sep 2015 – 30 Aug 2016 Four, One-Year Option Periods
First Option Year 1 Sep 2016 – 30 Aug 2017 Second Option Year 1 Sep 2017 – 30 Aug 2018 Third Option Year 1 Sep 2018 – 30 Aug 2019 Fourth Option Year 1 Sep 2019 – 30 Aug 2020

One copy of each volume shall be marked “Original.” In addition to the specified hard copies, the offeror shall submit all volumes in electronic format using re-writable CDs concurrently with the hard copies. Electronic copies shall be submitted in a format readable by Microsoft (MS) Word 2010, MS Excel 2010, MS Project 2010, MS PowerPoint 2010, or later versions, and PDF, as applicable.
Note: The “Original” hard copy form of the offeror’s proposal shall take precedence if any inconsistencies or discrepancies exist between the offeror’s “Original” hard copy proposal and the electronic copy.
Basis for Contract Awards
The Government intends to award two (2) to four (4) contracts Full Tradeoff process IAW Source Selection Procedures and FAR
Tradeoff Decision – IAW FAR 15.304(e), all evaluation factors other than Price, when combined, are significantly more important than Price
Competitive best value source selection based upon an integrated assessment of (1) Technical Capability (2) Past Performance Information and (3) Price Factors
Lowest price may not win

Evaluation Factors
VOLUME I: FACTOR 1 – TECHNICAL CAPABILITY
VOLUME I shall be specific, complete and clearly demonstrate the ability to meet this solicitation requirement Each technical subfactor will receive one of the color ratings described in the solicitation, Table 1 – Technical Ratings Ratings are based on the strengths, weaknesses, and deficiencies of the offeror's proposal.
Definitions
Strength: Significant aspect of an Offeror’s proposal that has merit and exceeds specified performance or capability requirements in a way that is advantageous to the government
Weakness: A flaw in the proposal that increases the risk of unsuccessful contract performance
Significant Weakness: A flaw that appreciably increases the risk of unsuccessful contract performance
Deficiency: A material failure in proposal to meet requirement

Color Rating Description
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains three or more strengths no significant weaknesses or deficiencies.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal has one to two strengths and no significant weaknesses or deficiencies.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal can have weaknesses but no more than one significant weakness and no deficiencies.
Yellow Marginal Proposal does not clearly meet requirements, and has not demonstrated an adequate approach and understanding of the requirements. Proposal contains two or more significant weaknesses but no deficiencies.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies and is not awardable. Proposal contains one or more deficiencies.

Risk ratings described in the the solicitation, Table 2 – Technical Risk Ratings, excerpted below.
The risk rating considers the risk associated with the technical approach in meeting the requirement.
VOLUME II: Factor 2 – Past Performance Information One overall Performance Confidence Assessment shall be assigned using the ratings listed in Section M Assesses the degree of confidence in the offeror’s ability to successfully perform the requirements of this effort

Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral) No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Performance must have been accomplished in United Arab Emirates.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires. Performance must have been accomplished in the Middle East. See M002 for Middle East.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
VOLUME II: FACTOR 2 – PAST PERFORMANCE (continued) Performance Quality Assessment
Rating Description Exceptional Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
Very Good Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
Satisfactory Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appear only marginally effective or were not fully implemented.
Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
Neutral Performance was not observed or not applicable to the current effort being reported against.
VOLUME III: FACTOR 3 – Price Total evaluated price for the seed project is the primary basis for evaluating price for contract award purposes Evaluated for price reasonableness; comparison of proposed prices among offerors and comparison to the Independent Government Estimate, as appropriate, and/or other proposal analysis techniques;
cost realism analysis may be conducted
All prices shall be submitted in United States Dollar (USD) and Arab Emirate Dirham (AED)
Unrealistic or incomplete proposed prices may be grounds for eliminating a proposal from competition on the basis that the offeror does not understand the requirement

Every Thursday questions will be compiled, answered and posted to FBO the following Monday
