The purpose of this amendment is to revise the Statement of Work, extend the proposal due date and time, and answer questions about the solicitation and seed project. Please see continuation page.

The Statement of Work revised 18 March 2015 is removed and replaced with the Statement of Work revised 23 March 2015. Revisions to the SOW are identified on page 3 of the SOW.
The proposal due date and time is extended from 29 March 2015 by 4:00PM local time to 12 April 2015 by 4:00PM local time.
Questions and Answers Set 4 from 19 Mar to 24 Mar
Q1. What is the grade and strength of concrete to be used for foundation and grade slabs?
A1. 28 MPa (4,000 psi). The SOW has always reflected 28 MPa (4,000 psi), the design also reflects 28 MPa (4,000psi). Amendment 3 corrected the mistake that showed 32 MPa (4,000psi).
Q2. Is the offeror responsible for providing the communication equipment e.g. switches, cabinets in the communication room?
A2. The offeror is responsible for installing everything in accordance with the solicitation and ADAB General Specification. See Section 12, FIRE ALARM, ELECTRICAL AND COMMUNICATIONS in the ADAB General Specification.
Q3. Is the existing HDPE size of 150 mm ID or OD?
A3. All pipe sizes shown are nominal internal diameter (ID).
Q4. Please confirm which valve (gate or blind flange) is required by the project?
A4. Gate Valves are required with a 150mm stub out pipe with blind flange for future tie-ins. Sheet C-3 specifies the locations of the gate valves and the blind flanges. All valves shall be in accordance with ADAB General Specification requirements 2.7-2.12.
Q5. Is the contractor responsible for connecting the manual transfer switch to the existing 400V branch breaker and circuit breaker part of the generator?
A5. No, per sheet E-8, the contractor is only responsible for connecting the manual transfer switch to the existing CSS (800A, 400V Branch Breaker) and the new main distribution panel.
Q6. Can you provide examples of “Government move duration” and “Government only actions” as stated in Subfactor 3- Construction phasing?
A6. Government-move durations do not apply to this project and will be removed via an amendment to the solicitation. Government-only actions that need to be accounted for in the phasing plan are those that require the contractor to coordinate a utility shut down with the government in order to tie into the existing infrastructure. This is in accordance with paragraphs identified at 3.22.5 through 3.22.6.2 in the
SOW.
Q21 from Set 2’s Q&As. As per Attachment 2 – Statement of work clause 2.3 (Page 3), it is mentioned Government’s recommended Performance Period is 180 Calendar Days. But, this duration is quite less, as more than 65 days are required to get Emirati + DBIDS pass. Please extend the duration of this project by 65 days to accommodate the time required for pass issuance.
A22 revision. NTP will be issued once badges are obtained. Badge applications, company registration and all other paperwork required by the Host Nation, is expected to be submitted to the Emiratis immediately after receiving the notice of award. The period of performance will remain at 180 Calendar Days.
Q15 from Set 3’s Q&As. What countries are eligible to participate in this solicitation?
A15 revision. As identified at FAR 25.701(b), “most transactions involving Cuba, Iran, and Sudan are prohibited. In addition, lists of entities and individuals, subject to economic sanctions are included in OFAC’s [Office of Foreign Assets Control] List of Specially Designated Nationals and Blocked Persons at http://www.treas.gov/offices/enforcement/ofac/sdn/.”
