Questions Set 1 from 26 Feb to 5 Mar

Q1. Does the Government expect the Final Solicitation to be issued before the pre-proposal conference?

A1. The final solicitation was posted on the Federal Business Opportunities (FedBizOpps) website on 26 February 2015.

Q2. Are there incumbent contractors performing this requirement? If so, would you be able to provide the contractor’s name and contract number?

A2. There are no incumbent contractors performing this requirement, the Multiple Award Construction Contract (MACC) is a new contract being put in place at Al Dhafra Air Base.

Q3. Do CLINs 0001 through 4001 only pertain to the seed project?

A3. No. CLIN 0001 is for a 12-month base period of performance starting on or about 1 September 2015 through 31 August 2016. All awards during this period, including the seed projects, will be issued as Task Orders against CLIN 0001. For the seed project pricing, all offerors will need to complete attachment 2d - Price Schedule, which is part of the solicitation and submit this with their proposal package.

CLINs 1001, 2001, 3001 and 4001 are for option years, one through four, following the expiration of the base period. These CLINs pertain to the basic contract and reflect the period of performance (PoP) on the MACC contract. For example, CLIN 2001 reflects a PoP from 1 September 2017 through 31 August 2018.

Awards (Task Orders) will be made against the CLIN in which it was made. For example, an award in May 2019 will be issued as a Task Order off of CLIN 3001.

Q4. Will the government provide a staging area inside the base for the successful offeror(s)?

A4. Yes, the Government will provide staging areas for the awardees inside the base. This area will be available for the staging and storage of materials and equipment only.

Q5. Does the offeror have to comply with the UAE Government’s Emiratization policy to be eligible for award?

A5. UAE Government Emiratization is Host Nation policy requiring organizations to maintain a certain Emirati-national workforce quota. Currently, awardees are not required to comply with the Emiratization policy to obtain Emirati badges. Emirati base access is controlled by the Host Nation.

Q6. Will the Government expedite clearance for the successful offeror’s imported materials at customs?

A6. No, the Government will not expedite clearance; it is the responsibility of the offeror to ensure delivery of materials.

Q7. Why is the Government awarding to four contractors?

A7. The Government can award to less than four contractors. Per the solicitation, the Government intends to award a minimum of two (2) with a target of four (4) contracts and reserves the right to award more than four (4) contracts. The Government intends to award contracts to quality offerors after evaluating all responsive proposals and make the best decision for the government as to the number of awardees. Future construction requirements will only be competed amongst the awardees.

Q8. What construction codes i.e. building, safety, electrical, do you follow in Al Dhafra Air Base?

A8. Each project’s specifications will provide the codes that need to be followed for that project.

Generally, all projects shall be performed in accordance with codes identified in Attachment 1, Al Dhafra Air Base General Specifications dated 28 July 2014, of the solicitation.

Q9. Are the offerors limited to the amount of work that they can subcontract?

A9. In accordance with FAR clause 52.236-1 Performance of Work by the Contractor in Section I of the solicitation, all offerors are required to complete at least 65% of the total amount of work required for each project. The Government is seeking quality prime contractors that can provide most of the work in-house. For more information please see Section M of the solicitation.

Q10. Are the offerors allowed access to the flight line area and provided a staging area on the flight line?

A10. No, the seed project is not located in the flight line area. For questions regarding staging area, please see answer 4. There will likely be future task orders for flight line work, but the contractor will only be able to access the flight line while escorted by Government Force Protection personnel and the staging area will not be located there.

Q11. Does the Government foresee scheduling issues or concerns with a contract start date of 1 September 2015?

A11. The Government forecasts that awards will be made in August with a start date of 1 September 2015. At this time the Government does not foresee any issues. This time will provide the successful offerors sufficient time to prepare for mobilization and commence the badging process for the seed project. The Government understands that the badging process will need to complete prior to workers being allowed entry to base for the start of the project.

Q12. Do the offerors need to provide a full or complete quality control plan for the solicitation?

A12. The format is up to the offeror but shall fully address how they intend to manage the quality of their product throughout the life of the contract. Offerors may provide an outline of their quality control plan, however, it is encouraged to provide as much information as possible to explain how the offeror intends to maintain high quality while mitigating risk with respect to quality control.

Q13. Is the MACC solicitation posted?

A13. Yes.

Q14. Does the Truth in Negotiations Act (TINA) apply?

A14. No, TINA does not apply. Due to the nature of the requirement, certified cost and pricing data will not be required. However, the offeror might be required to submit other than cost and pricing data. For more information regarding other than cost and pricing data please see Section M of the solicitation.

Q15. If the awardees are provided a staging area, are they allowed to use it for a different purpose i.e.

worker’s housing?

A15. No, staging areas are only to be used for storing materials and equipment.

Q16. Are the awardees going to be allowed to have an office space area inside the base?

A16. At this time the Government does not intend on creating office space for the awardees on the base.

However, this may be re-considered if the Contracting Officer determines it advantageous to the Government.

Q17. What is the voltage in Al Dhafra Air Base?

A17. 220v

Q18. What electrical code i.e. NEC, NAC do you follow in Al Dhafra Air Base?

A18. The appropriate electrical code is identified in each project’s specifications.
