The purpose of this amendment is to answer questions about the solicitation and seed project. Please see continuation page.

Questions Set 2 from 6 Mar to 12 March

Q1. Will a Geotechnical report be provided for this project?

A1. We will not be providing a Geotechnical report; it is recommended that one is performed prior to construction by the winner(s).

Q2. Please refer to drawing S-6, it shows the span for pre-stress prefabricated hollow core slab as 12.0m.

Please confirm if we can make the CMU wall along grid line B as load bearing, to reduce the span for hollow core slab to 6.0m. If acceptable, then please provide the change in CMU wall details along grid B.

A2. We require the 12.0 m hollow core slab.

Q3. Does the government require office furniture to be furnished?

A3. This MACC will not require awardees to furnish offices with furniture.

Q4. Please provide drawings that show the preliminary lay down area.

A4. The preliminary lay down area will not be determined until the pre-performance conference.

Q5. Is it a requirement for contractor key personnel to be US citizen?

A5. No it is not a requirement for contractor key personnel to be US citizens.

Q6. Drawing S-6 shows the span for pre-stress prefabricated hollow core slab with 50mm concrete topping. Please confirm whether this topping concrete will be without reinforcement or will we have to add reinforcement for this.

A6. No, the 50mm topping will be used as a leveling grout.

Q7. Please refer to Price breakdown spreadsheet (Attachment 2e), Subcontractor column is not shown for price breakdown. Please confirm if we can add a Subcontractor column along with Material, Labor and Equipment for all items of work in Attachment 2e.

A7. Attachment 2e is merely a sample of what Offerors shall submit in response to Volume III. Offerors may edit the sample spreadsheet as desired.

Q8. As per the Security Responsibilities clause 3.17 (Page 6 in Statement of work) and Security/ Pass Requirements clause H-11 (Page 25 in Final Solicitation), it is mentioned that Contractor shall obtain passes for all his workers. Is there any cost for the passes? If so, how much will be the cost per security pass?

A8. The Contractor shall obtain passes for all company employees that require access to Al Dhafra Air Base in order to complete their associated projects. The Host Nation charges a price per badge. The US Government will not reimburse a Contractor’s cost for badges nor will it provide further information on the Host Nation’s policy (during this source selection process). It is recommended to obtain to obtain further information regarding this matter from the Host Nation.

Q9. The DFARS 236.273 and Contract clause 252.236-7010 for “Overseas Military Construction – Preference for United States Firms” is not mentioned in the documents provided. Please confirm whether it is applicable for this project.

A9. DFARS 236.273 and 252.2236-7010 do not apply to this MACC.

Q10. Please refer to details 1 & 2 on drawing A-6, it shows 25mm stucco on both sides of the metal parapet. Please provide the details for supporting stucco on metal surface.

A10. We require 25mm stucco on both sides of the parapet; the contractor will be required to propose their own solution.

Q11. Detail 5 on drawing A-6 shows 19mm stucco on 38mm metal studs. Please provide the details for supporting stucco on metal surface.

A11. The contractor will be required to propose their own solution.

Q12. The project specifications provide the manufacturers' names for a few items like Door hardware, Mechanical & Electrical material. Please confirm whether any other equivalent product will be allowed.

A12. Equivalent substitutions will be accepted, however, the contractor will be required to show proof that their substitution meets the same specifications.

Q13. The RFP does not outline any requirements for US materials for the Civil finishes, Mechanical, Electrical, etc. Please specify whether such a requirement exists.

A13. Any requirements for US material will be specified in the design and/or statement of work. For this specific project there are no requirements, but future projects may specify US materials.

Q14. Detail A-6 on drawing 6 shows the metal stud wall for latrines/comm. with 102mm wide studs. But as per drawings A-1 & A-2, the same walls are shown as type B (with 152mm wide metal studs). Please clarify, which one we have to consider.

A14. The drawings on A-1 & A-2, type B Interior wall should be 102mm wide metal studs.

Q15. As per drawings A-1 & A-2, the type B interior walls are shown as 150mm wide metal stud wall.

Please confirm whether the height will be up to 300mm above ceiling level or up to the underside of the structure.

A15. The drawings on A-1 & A-2, type B Interior wall should be 102mm wide metal studs. The gypsum board shall extend at least 300mm above the ceiling (2743mm from the floor). The studs on the ground floor shall be braced to structural members (hollow core slab) and the studs on the first floor shall be braced to the roof framing.

Q16. Architectural – Floor Finish, Drawing. A-12 for Finish Schedule Private Office, Conference Room etc., only Vinyl Flooring is mentioned whereas Page-35, Section-10, Para 10.1.3.1 of the Specifications specifies Carpet Tile Flooring for Office and Living Area. Please clarify.

A16. For this project we are requiring Vinyl Flooring Material.

Q17. Architectural – Floor Finish, Drawing A-12 for Floor Material, the Porcelain Tile Size is listed as 150mm x 150mm,whereas Page-35, Section-10, Para 10.1.3.2 of the specifications specifies Porcelain Tile 300mm x 300mm. Please confirm the tile size.

A17. Please use 300mm x 300mm Tiles

Q18. As per specification clause 3.1.6 (Page 14), 28 days compressive strength of concrete is mentioned as 28 MPa (4000 psi). And, as per drawing S-1 – Structural design criteria note 6; it is mentioned as 32 MPa (4000 psi). Please clarify whether we have to consider 28 or 32 MPa.

A18. The SOW takes precedence over the drawing; the specification will be for 28 MPa (4,000 psi).

Q19. As per attachment 2e – Price breakdown spreadsheet, Structural framing and Roofing & Insulation are mentioned. But, the PEB supplier will quote a single price for frame and roofing. So, where we have to include the price for Pre-engineered building.

A19. Offerors are encouraged to differentiate costs among different aspects of the project as best as possible to explain realistic prices.

Q20. As per attachment 2e – Price breakdown spreadsheet, Structural framing and Roofing & Insulation are mentioned. But, the PEB supplier will quote a single price for frame and roofing. So, where we have to include the price for Pre-engineered building.

A20. Offerors are encouraged to differentiate costs among different aspects of the project as best as possible to explain realistic prices.

Q21. As per Attachment 2 – Statement of work clause 2.3 (Page 3), it is mentioned Government’s recommended Performance Period is 180 Calendar Days. But, this duration is quite less, as more than 65 days are required to get Emirati + DBIDS pass. Please extend the duration of this project by 65 days to accommodate the time required for pass issuance.

A22. NTP will be issued once badges are obtained. Badge applications are expected to be submitted to the Emiratis immediately after receiving the notice of award. The period of performance will remain at 180 Calendar Days.

Q23. Referring to spec section 14.2.13 “Automatic Transfer Switch” and Drawing “E-8”; kindly be informed that the specification is asking for ATS. However, the drawing is referring to Manual Transfer Switch. Please advise.

A23. A manual Transfer switch is acceptable per the drawing.

Q24. Referring to Drawing “E-8”; please confirm that panel boards “PA & PB” for Maintenance, CDAG OPS & OEF OPS” are not to be considered as a part of the contractor’s scope.

A24.The contractor will be required to install the Main Distribution Panel and the PA and PB boards for the Command Support Facility

Q25. Please confirm that the Seed project technical proposal cannot exceed 12 pages.

A25. In accordance with Section L, under B. General Proposal Preparation Instructions, 5. Proposal Organization, of the solicitation, the technical proposal cannot exceed 20 pages.

Q26. Is the Executive Summary part of the proposal exempted from the 20 page limitation?

A26. No, the executive summary is not exempted from the 20 page limitation.

Q27. Is the offeror required to submit complete Quality Control and Safety Plans?

A27. As previously answered in Question Set 1: The format is up to the offeror, but shall fully address how they intend to manage the quality of their product throughout the life of the contract. Offeror’s may provide an outline of their quality control plan; however, it is encouraged to provide as much information as possible to explain how the offeror intends to maintain high quality while mitigating risk with respect to quality control.

Q28. Are stamped and signed steel shop drawings required? If so, will the Government reimburse unsuccessful offerors of the cost incurred?

A28. Yes, stamped and signed steel shop drawings are required. The government will not reimburse Offerors.

Q29. Will the government provide AutoCAD drawings for the construction drawing requirements in Vol 1, Sec 2c?

A29. The government can provide the AutoCAD drawings to the selected awardees.

Q30. Will the government provide drawings for the existing grade level?

A30. No

Q31. Will the government provide existing water table level for the project site?

A31. No

Q32. Are offerors allowed to submit its subcontract work as past performance information?

A32. Yes.

Q33. For the seed project, it shows that it is construction only, but then it also asks for design build requirements. Can the Government please explain?

A33. As identified in each CLIN of the MACC, the work consists of a broad range of design-build, sustainment, maintenance, repair, alteration, renovation, and minor construction projects to include residential and commercial work affecting real property on Al Dhafra AB. Future task orders awarded under the MACC may require design-build. However the seed project used for the evaluation of award does not have any design-build requirements.
