ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

1. GENERAL INSTRUCTIONS: These instructions are a guide for preparing your proposal. These instructions generally describe the type and extent of information you should provide and emphasize the significant topic areas you should address in your proposal. You are expected to review the Performance Work Statement (PWS) contained in this Request for Proposals (RFP) for further insight into the areas that your proposal must address. You should include in the proposal sufficient information to enable the evaluators to confirm your understanding of the Government’s requirement.

2. PROPOSAL FORMAT: Offerors shall submit their proposal in three separate volumes outlined in paragraph 2.1. below.

Volume I, Technical Capability, shall demonstrate your company’s ability to provide all supplies and perform all services satisfactorily in accordance with this solicitation. Volume II, the Price Proposal, shall consist of the CLIN pricing. This solicitation will be comprised of CLINs detailing what is required, either service or parts, in accordance with the Performance Work Statement (PWS). A separate CLIN shall be established for Defense Base Act Insurance. The Defense Base Act Insurance CLIN (0004, 1004, 2004, 3004, 4004, 5004) and the Part for Repairs CLIN (0003, 1003, 2003, 3003, 4003, 5003) will NOT be used as part of the price evaluation since these CLINS are reimbursable. All CLINs except the DBA CLIN and the Parts for Repair CLIN are mandatory and must be filled out to the solicitation’s specifications. The prices given for each CLIN must be entirely inclusive of all costs associated with each type of maintenance and inspection. All pricing must be in UAE Dirhams.

Proposals not structured in accordance with these instructions may be considered incomplete and may not be evaluated.

Volume III, Past Performance, shall be submitted to show recent and relevant past performance information on projects of similar amount and scope. This should be submitted in a format that is easy to analyze.

The proposal shall consist of the following:

• One letterhead signed and describing your quote.

• Volume I – Technical Capability

• Volume II – Price Proposal

• Volume III – Past Performance

• The complete proposal will be submitted to the following address:

380th Expeditionary Contracting Squadron Al Dhafra AB, Abu Dhabi, UAE ATTN: Justin D. Scherer, 380 ECONS Email: justin.scherer@adab.afcent.af.mil

Electronic submission of proposals is preferred. If you are unable to deliver electronically, please contact SSgt Justin Scherer at 050-612-7918, to arrange a meeting at Al Dhafra Air Base, Gate 1, to drop off your proposal documents.

A complete proposal MUST be received no later than November 10, 2013 at 1600 hours Local Time, Abu Dhabi, United Arab Emirates.

2.1. PAGE LIMITATIONS AND LAYOUT: Pages must be 8 1/2" x 11", and typed on one side. Volume I is limited to 15 pages total. There is no page limitation for Volume II. Volume III is limited to 10 pages total. The specified page limitations include all attachments. Pages in excess of the limit imposed for Volume I and III will not be read or evaluated and will be removed. Page limitations do not prohibit the Government from requesting additional supporting information. For any proposal submitted, the Government will not assume the duty to search for data or information to cure problems it finds in proposals. The burden of providing complete and thorough information to address the elements below remains with the offeror.

2.2. VOLUME STRUCTURE: Each volume shall have an introduction and table of contents. Each volume must be indexed and tabbed with a cross-reference to each evaluation factor.

3. PROPOSAL PREPARATION: The offeror's proposal shall be prepared in a clear, legible, practical manner. In addition, the proposal shall be written in English and should be specific and complete as described in these instructions. No samples or descriptive literature are to be specially prepared for submission with your proposal. Adherence to the prescribed formats will simplify the review process for the Source Selection Authority (SSA) and/or evaluator(s).
