STATEMENT OF WORK 22-1006 Construct Exterior Community Center

1. GENERAL

1.1. DESCRIPTION OF SERVICES AND INTRODUCTION

The scope of this project includes design and construction of a sunshade for the community center at Ali Al Salem Air Base, Kuwait.

1.1.1. Pre-Engineered Sunshade

Construct a pre-engineered sunshade near Building 698. The sunshade shall be approximately 15 meters wide and 15 meters long. The PEB will have electrical lights, electrical outlets, an industrial misting system, and at minimum ~80% of the roof shall be covered with solar panels.

Along with the PEB sunshade approximately 170 square-meters of concrete shall be placed to create a pad under and to the east of the sunshade. The work shall include the preparation of 100% design and plan drawings, all site preparations including utility conflicts investigation, geotechnical investigation, excavation, compaction, materials testing, foundations, and structure to complete the 225 square-meter PEB sunshade and 170 square-meters of concrete work at Ali Al Salem Air Base, Kuwait. This project shall meet the requirement stated in this Statement of Work (SOW), in accordance with the Unified Facilities Criteria (UFC), and the specifications.

The PEB sunshade will be located partially over the existing concrete pavement near Building 698 (Popeye’s) and extend to the north and west. Concrete pavement removed for construction work shall be replaced with new concrete pavement.

All work shall be coordinated with pertinent users. Work shall include necessary temporary fencing and barriers to facilitate construction.

1.2. CONTRACTOR BID AND CLINs

The project shall be proposed as one project with one Contract Line Item Numbers (CLIN’s).The Contractor shall provide a bid for each CLIN. The CLIN’s are as follows:

CLIN 1: Community Center Sunshade construction. All project scheduling, mobilization and administrative work associated with this contract shall be included.

2. PERIOD OF PERFORMANCE

The Contractor shall follow the Period of Performance (POP) which will be established by the Government. The Contracting Officer (CO) will incorporate the agreed upon POP in the terms and conditions of the contract. The Government reserves the right to negotiate an acceptable POP. The POP for this contract shall not exceed one hundred (120) calendar days upon the issuance of the first Notice to Proceed (NTP). See general POP breakdown below. If the contract duration exceeds the established POP, unless is determined not to be the Contractors’ fault, the government will assess liquidated damages. Contractor shall provide necessary evidence that pertains to reasons for not following the POP. Contractor mobilization shall be identified on the submitted work schedule and count against the total number of days and shall not exceed the overall completion date.

2.1. NOTICE TO PROCEED ONE (NTP 1)

The POP for the work included in this section shall not exceed ninety (90) calendar days.

Construction shall not commence until work included in this section has been approved by the CO and the Construction Manager (CM).

2.1.1. BADGING, SITE INVESTIGATION, AND INITIAL SUBMITTALS

Upon receipt of NTP 1, the Contractor shall begin applications for base passes and badges for all project-associated employees. The Contractor should be advised that this process can take anywhere from thirty to ninety days to complete. All applications for passes and badges shall be submitted to the CO for approval processes.

The Contractor shall submit a project schedule on AF 3064 for each project. The project schedule shall list tasks, all required and anticipated inspections, proposed working hours, and percentage of the overall contract. The schedule shall also be provided in Gantt chart format.

The Contractor will submit a hazardous Safety Plan for each project.

The Contractor will submit the following plans: Construction Phasing and Operation Plan, Traffic Control Plan, Geotechnical Plan, and Work Site Plan for each project.

The Contractor shall perform a comprehensive Site Investigation of each site during NTP

1. Utilities may be located adjacent and in proximity to the construction site. The Contractor shall investigate and physically locate all utilities. Reference Section 4.3 for site survey requirements.

Submission of the Contractor’s request for laydown and stockpile areas to the CO is the responsibility of the Contractor. Upon approval of the laydown and stockpile area and with permission of the CO, limited general site work such as construction yard fencing will be permitted. This work will require an approved work clearance request by the CO and the

CM.

An AF 103 (Base Civil Engineer Work Clearance Request form), must be submitted by the CM for approval from the base operations flight. However, it is the responsibility of the contractor to ensure the AF 103 is approved before any work commences.

2.1.2. MATERIAL AND EQUIPMENT SUBMITTALS, AND SHOP DRAWINGS

Upon issuance of NTP 1, the Contractor shall have thirty (30) calendar days to submit 90% DESIGN and PLAN DRAWINGS. Minimum required documents shall include: design parameters, work-phasing plan, site plan, civil / drainage plan, survey-staking plan, excavation plan, grading plan, paving plan, sections / details plan, and electrical plan.

Contractor may provide concurrent submittals for each project.

Once the Contractor receives the reviewed 90% Design and Plan Drawings, they shall have fourteen (14) calendar days to submit the 100% DESIGN and PLAN DRAWINGS.

Minimum required documents shall include: design parameters, work-phasing plan, site plan, civil / drainage plan, survey-staking plan, excavation / foundation plan, final grade plan, sections / details plan, and electrical / grounding plan.

Upon submittal approval, the Contractor may begin to place orders for approved materials.

Work shall not commence until the CO and the CM have approved the work clearance request and all submittals.

2.2. NOTICE TO PROCEED TWO (NTP2)

2.2.1. CONSTRUCTION

The POP for this work is sixty (60) calendar days from the issuance of NTP 2. The Contractor shall execute construction in phases according to the approve project schedule. The Contractor shall not begin work on any phase without all the materials and equipment required to complete and secure the work for that phase. The Contractor should not begin work on another phase of construction until all work has been approved for the previous phase. This work shall consist of all site work and construction required to complete the project.

Work in a CLIN, or phase, shall not commence until submittals and work clearance request (AF Form 103) have been approved by the CO and the CM.

It is the Contractor’s responsibility to schedule and have work accessible for inspection(s). Work that is not accessible for inspection due to the Contractor continuing with follow-on task(s) may require removal of work at the Contractor’s expense.

The Contractor must complete the project in a way that does not inhibit the mission while construction is ongoing.

3. REFERENCES

Design and construction shall be in compliance with the most recent versions of the following Codes and Standards. Discrepancies between code or standards provisions and the contract documents shall immediately be brought to the CO’s attention. Contractor shall comply with and implement all applicable design goals, technical constraints, considerations, and policies stated in the SOW unless an alternate approach is submitted and approved by CO. Contractors shall be responsible for obtaining copies of all items referenced in this paragraph. 4. CONTRACTOR REQUIREMENTS

4.1. QUALIFICATIONS AND EXPERIENCE OF KEY PERSONNEL

The Contractor shall submit personnel qualifications and experience in writing to the CO for review and approval. Proposed personnel should have qualification and experience based on performance in similar roles on construction projects of similar scope and scale.

The Contractor awarded this project shall have a supervisor and/or foreman qualified, experienced and fluent in English in all project tasks required by this SOW. The supervisor and/or foreman will be on site at all times to oversee and supervise qualified experienced technicians in all phases of work. If more than one supervisor/foreman is required for various phases or if the supervisor/foreman is to be replaced, the Contractor shall provide the necessary documentation for EACH supervisor / foreman required. The CO reserves the right to determine whether the proposed supervisor/foreman has sufficient technical and language capabilities and the Contractor shall immediately replace any individual not deemed acceptable to the Government.

Any communication between an on-site Contractor employee and a Government must be done

If any Contractor employees are on a site without a supervisor/foreman present, the Contractor employees will be escorted off the base and not allowed to return until a supervisor / foreman is present. If any Contractor employees fail to respond to the warnings, requests, or commands of Force Protection or Security Forces, that employee will be escorted off base and not allowed to return until further notice.

4.2. PRECONSTRUCTION MEETING(S)

The Contractor shall be required to meet with the CO, CM and other members as required prior to the commencement of any work in order to coordinate the project construction. Topics of discussion will include: Hours of work, laydown and storage areas, work area limits, safety compliance, emergency and routine evacuation of the work area, final construction implementation plan and any other topics deemed necessary by the CO or CM.

4.3. SITE MEASUREMENTS

The Contractor shall perform a physical survey of the actual site to verify locations of existing objects and buildings, as well as existing power cables, communication cables, water, and sanitary sewer line conditions prior to the start of construction. Utilities that are shown in attachments or As-Built drawings are approximate locations; Contractor shall verify conflict locations prior to construction. Also, the Contractor shall submit a list of items that will be moved to accommodate the construction work and design to the CO for review.

The Contractor shall investigate underground utilities. The Contractor’s underground utility investigation shall be witnessed by the Contracting Officer’s designated representative. The Contractor will be provided with the best available utility maps for the areas of construction. The government utility maps are provided as an assistance to determine underground utility work only and are non-contractually binding. The Contractor shall submit an underground utility mapping report and utility drawing for review and approval before any construction may begin.

Due to the presence of numerous abandoned and undocumented utilities across the installation, the Contractor shall perform a utility site investigation using non-intrusive sub-surface investigative methods, without GPS capabilities, to confirm the locations and depths of expected utilities as well as identify the type (including invert, rim, and sump elevations for sanitary sewer and storm sewer systems) of all unknown utilities within the limits of disturbance and incorporate the findings into the 95% design submittal. If required, to determine the applicable utility attributes, the Contractor shall be permitted to perform limited excavations with prior government coordination and approval of an Air Force Form 103 (dig permit). All utility reroutes identified in the plans, required following completion of the site investigation, or required as a result of utilities not identified during the site investigation but encountered during construction, shall be designed and constructed by the contractor at no additional cost to the Government. If a utility line is damaged by the Contractor during construction, it shall be repaired at the expense of the Contractor. 386 ECES is able to assist with emergency repairs, but the Contractor shall reimburse the Government for labor and materials expense as a result of the repair.

4.4. CONSTRUCTION FREE ZONE

To permit ease of construction activities, limit the Force Protection escort requirement, and restrict project site interference, the Contractor shall establish a construction free zone as defined by USAFCENTI 32-1002 around the primary construction area. To properly establish a construction

STATEMENT OF WORK 22-1006 Construct Exterior Community Center free zone, the contractor shall erect a continuous fence line around the entire project site utilizing chain link fence or other pre-approved materials with a minimum height of 2 meters. Unless otherwise approved, the construction free zone fence line shall have one combined entry and exit with an optional gate to secure the project site when construction activities are not being performed. The Contractor shall be responsible for maintaining the integrity of the fence line and performing repairs or replacing damaged sections as needed throughout the period of performance at no additional cost to the Government.

4.5. PLAN MODIFICATIONS

Field conditions may necessitate minor revisions to the details shown on the project plans. The Contractor shall obtain the CO's approval of any changes necessary for proper crossing of existing utilities. The revisions will be directed by the CO.

4.6. AS-BUILT AND RECORD DRAWINGS

The Contractor shall maintain on a daily basis a complete set of “As-Built” drawings. Drawings shall include actual locations of utility crossings, field dimensions, and changes in the work.

Drawings shall be marked "As-Built", shall be legible print copy, and shall be available to the CO and 386 ECES at all times.

Record Drawings are the final compilation of actual conditions reflected in the “As-Built” drawings.

4.7. GOVERNMENT PROPERTY RELOCATION NOTIFICATION

Notification of Government property that the Contractor plans to move or relocate shall be provided so that the Government may elect to move these items in lieu of the Contractor with adequate time to prevent delays in schedule.

4.8. OBLIGATIONS AND RESPONSIBILITIES:

All actions and work described in this SOW or on the contract drawings are the responsibility of the Contractor, unless explicitly stated to be performed by others.

4.8.1. Approval of Specifications and Drawings for Construction by the CO shall not relieve the Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract. If design and shop drawings being submitted by the Contractor show variations from the contract requirements, the Contractor shall describe such variations in writing, separate from the drawings, at the time of submission and submit to the CO for review and action, if determined necessary by the CO.

4.8.2. Neither the Government’s review, approval or acceptance of, nor payment for, the services required under this contract shall be construed to operate as a waiver of any Government rights under this contract or of any cause of action arising out of the performance of this contract. The Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services/materials furnished under this contract.

4.8.3. The Contractor shall not perform work or provide materials or services outside of those required to meet the obligations of the contract or as directed and authorized by the CO. Work or materials provided outside of those stated

4.8.4. Completed work that is covered up or cannot be accessed for inspection by the 386 ECES shall, at the request of the CO, be uncovered by the Contractor for inspection purposes at no expense to the government.

4.8.5. Government acceptance of shop drawings or submittals does not absolve the Contractor of meeting all codes and requirements as outlined in the contract.

Work found deficient as a result of Contractor designs, materials supplied, or workmanship shall be corrected at the Contractor's expense.

4.8.6. The Contractor shall not make any substitutions that deviate from the design or material requirements of the contract documents without CO approval.

All substitutions must be clearly identified as such and follows the requirements under the section “Substitutions” in the “Submittals” section of this SOW. The Contractor will remove and replace any materials and work resulting from a substitution at the Contractor’s expense.

4.8.7. Escort requests require 72 hours advance notice. To schedule a work outage, 48 hours advance notice is required. All inspections shall be scheduled within Contractor’s work time. No additional time will be granted for down time waiting on inspections.

4.9. STANDARD MATERIAL & WORKMANSHIP

All materials and supplies shall be new and standard products regularly used for commercial construction and of similar size, style and complexity in Kuwait. Workmanship shall be comparable to commercial construction performed in Kuwait and comply with standards contained in this SOW. The CO and CM will review materials and inspect work for compliance with these standards. Low quality work will be rejected at the discretion of the CO. Recognize technical specification Section 01 45 00.00 10 Quality Control (attachment 1).

4.10. MATERIAL & EQUIPMENT STORAGE

The Contractor shall stockpile and place materials and equipment only in areas specifically approved by the CO. The Contractor shall protect all stored material from the weather. Materials deemed unfit for use by the CO due to rusting, sun damage, water damage, or poor condition shall be replaced at the Contractor’s expense. All materials stored on base are at the risk of the Contractor and not the responsibility of the Government.

5. SUBMITTALS:

The Contractor is responsible for making all submittals as required by the Contract documents, which include this Scope of Work and attachments.

5.1. SUBMITTAL REVIEW NOTATIONS

5.1.1. DISAPPROVED SUBMITTALS

Submittal revisions will be given to the CO. The Contractor is responsible for the dimensions, and design of connection details, and construction of work. Failure to point out deviations may result in disapproval and removal of such work at the

Contractor's expense.

If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved by a CO.

5.1.2. APPROVED SUBMITTALS

The CO's approval or acceptance of submittals is not to be construed as a complete check, and indicates only that the general method of construction, materials, detailing and other information appear to meet the solicitation and accepted proposal.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for ensuring information contained within each submittal accurately conforms to the requirements of the contract documents.

After submittals have been approved or accepted by the CO, no resubmittal for the purpose of substituting materials or equipment will be considered unless requested by the Government or accompanied by an explanation of why a substitution is necessary.

5.1.3. APPROVED SAMPLES

Approval of a sample is only for the characteristics or use named in such approval and is not be construed to change or modify any contract requirements. Before submitting samples, the Contractor is to assure that the materials or equipment will be available in quantities required for the project. No change or substitution will be permitted after a sample has been approved.

Match the approved samples for materials and equipment incorporated in the work. If requested, approved samples, including those which may be damaged in testing, will be returned to the Contractor upon completion of the contract at the Contractor’s expense. Samples not approved will also be returned to the Contractor at his expense, if so requested.

Failure of any materials to pass the specified tests will be sufficient cause for refusal to consider any further samples of the same brand or make of that material under this contract. The Government reserves the right to disapprove any material or equipment which previously has proved unsatisfactory in service.

Samples of various materials or equipment delivered on the site or in place may be taken by the CO for testing. Samples failing to meet contract requirements will automatically void previous approvals. The Contractor is to replace such materials or equipment to meet contract requirements.

Approval of the Contractor's samples by the CO does not relieve the Contractor of his responsibilities under the contract.

5.2. MATERIAL SUBMITTALS

All materials and articles that require approval shall be submitted by the Contractor using AF3000.

Material used without or before Government approval is subject to removal, at no additional cost

STATEMENT OF WORK 22-1006 Construct Exterior Community Center to the Government. The Contractor shall submit material samples to the CO for procurement and/or placement of the material. Upon review by the Government, the submittal along with comments will be returned to the Contractor. If required, the Contractor shall modify the submittal per Government’s comments and resubmit within the given timeline as indicated on AF3000.

Upon final approval, the Contractor shall commence with the procurement and installation accordingly.

5.3. CONSTRUCTION UPDATE SCHEDULE

Provide AF3064 or similar schedule (in calendar days) that includes minimal milestones detailing various stages of construction and phasing, lead time of new materials and installation. Weekly updates shall be provided to CO. The Contractor’s schedule shall clearly state the proposed project start, all required and anticipated inspections and tests, substantial completion and final completion dates, proposed working hours, and percentage of the overall contract. If the Contractor fails to meet the final completion date, liquidated damages shall be assessed according the contract documents and this SOW. Substantial completion is a date at which the work is sufficiently complete in accordance with the contract documents and this SOW so that the owner may use or occupy the work for which it was originally designed and intended. Substantial completion does not in any way exclude the Contractor from finishing the remainder of the required work for final completion. This schedule must be submitted and accepted by the CO before any work begins.

5.4. PROGRESS REPORT

Form AF 3065 Contract Progress Report is required to accompany Request for Payment.

5.5. PRODUCT DATA SHEET

All products being submitted for approval shall include a technical data sheet. In the submittal it must be clear which product will be used if more than one product is shown on the page. Do not submit an entire photocopied catalog unless every page is relevant to the product being considered. The Government may require physical material samples of finishes of items at no additional cost to the Government.

5.6. OPERATION AND MAINTENANCE (O&M) MANUALS

The Contractor shall provide manuals in English, as applicable.

5.7. AS-BUILT AND RECORD DRAWINGS SUBMISSION REQUIREMENTS

The Contractor shall submit a full set of As-Built Drawings print copy. As-Built Drawings shall be submitted at the Pre-Final Inspection.

The Contractor shall submit a full set of Record Drawings: one (1) print hard copy (half-size), and one (1) DVD/CD electronic format (AutoCAD and PDF). Record Drawings shall be submitted at the Pre-Final Inspection.

5.8. REAL PROPERTY RECORD

The Contractor shall submit a DD Form 1354 to the CM prior to the interim and final inspections.

A draft DD 1354 with the required item(s) for this project is attached to this SOW. The Contractor is responsible to fill out the primary quantity (data item16), cost (data item 19), item remarks (data item 23), and project remarks (data item 28.) All other data items associated with this project are to be provided to the Contractor by the CM. If through the course of the project it is determined additional lines are required, the Contractor is only responsible for the data items for the addition categories as listed above.

7 INSPECTION / ACCEPTANCE / WARRANTY

7.1 COMPLETION INSPECTION

8.11.1.1 PUNCH LIST INSPECTION

The Contractor shall perform a punch list inspection prior to project completion.

8.11.2.1 PRE-FINAL INSPECTION

The Contractor shall request a pre-final inspection from the CO no later than ten (10) calendar days prior to project completion. It is mandatory that the Contractor attend the Pre-Final Inspection with the CO and CM. The inspection will verify if all requirements in the SOW were met and identify discrepancies. If no discrepancies are found during the pre-final inspection, it may be considered the final inspection and agreed upon by the Government.

8.11.3.1 FINAL INSPECTION

The Contractor shall request a final inspection at the completion of the project. It is mandatory that the Contractor attend the final inspection with the CO and CM. The inspection will verify that all requirements for the project were met. Discrepancies found will be documented as punch list items. The Contractor has 10 days to complete all punch list items.

8.11.4.1 FINAL ACCEPTANCE

The CO will provide written acceptance of the project upon verification that all requirements of this SOW were meet by the Contractor. The Project shall be deemed acceptable by the CO and CM before the Government takes acceptance.

7.2 WARRANTY

A minimum ONE-year warranty shall be provided for all installed construction work; including PEB Sunshade. The Contractor shall submit a Warranty Management Plan at the Pre-Final Inspection.

Include within the Warranty Management Plan all required actions and documents to assure the Government receives all warranties to which it is entitled; including overall warranty of construction. The plan must be in narrative form and contain sufficient detail to render it suitable for use by future personnel.

8.2. SITE INVESTIGATION

The Contractor shall field verify all measurements and configurations prior to the start of work. If the site is insufficient in any way, the Contractor shall report the deficiency in writing to the CO prior to beginning any work.

For all projects requiring excavation, the Contractor’s proposal shall acknowledge that the soil conditions on ASAB are primarily sand with underlying hardpan or rock. The Contractor’s proposal shall include all necessary equipment, labor, and materials required to excavate through rock, remove surplus material and provide CO approved backfill material as directed.

Note: Contractor shall be responsible to perform any soil testing and confirm in writing that the proposed improvements may be performed as indicated.

8.3. SITE SURVEY / PREPARATION

The Contractor shall land survey the proposed construction area and set temporary survey benchmarks that shall be protected for the duration of the project. Survey shall include and identify all visible objects above ground and all known, unknown or detectable underground utilities. When a government supplied design is issued with the contract, it is the Contractor’s responsibility to review the design and submit issues/concerns to CO prior to beginning construction.

This site survey shall be coordinated with the BCE, and the Contractor to develop technical details and shop drawings that meet the approval of the CO and BCE.

The Contractor shall be responsible for locating all existing utilities prior to the commencement of work within existing limits of construction. A dig permit must be obtained before commencement of work.

Site survey shall include and identify all visible objects above ground, and all known, unknown, or detectible underground utilities.

8.4. Design / Work Site / Phasing / Traffic Control

The Following shall be submitted to the CO and BCE for review and acceptance. The CO shall reject or accept the Contractor’s plans based on the comments, recommendations and requirements of the BCE. CO acceptance is required prior to commencement of construction activities.

8.4.1. Design – The Contractor shall provide 100% Design and 100% Plan Drawings.

8.4.2. Geotechnical Plan – The Contractor shall provide a plan and all necessary testing of proposed geotechnical materials. Materials used must conform to the specified requirements and design.

8.4.3. Work Site Plan – The Contractor shall provide shop drawings showing all existing conditions, proposed stockpile and staging locations, and proposed improvements as required for this project. The Contractor shall notify the CO if there are any potential site related issues prior to beginning construction.

8.4.4. Construction Phasing Plan - The Contractor shall prepare a Construction Phasing Plan that allows accessibility to all impacted locations at all times.

The Contractor shall take note of the requirements outlined in technical Section 31 00 00.

8.4.5. Traffic Control Plan - Provide plans and details that the Contractor will use to provide the necessary traffic control and barrier devices, open trench protection, and fencing to protect the worksite from damage and to protect workers and others. The Traffic Control Plan will indicate road closures, barricades, and show proposed haul routes to and from the site. The Contractor shall provide for traffic control during construction including: low-profile barriers, signaling, safety lighting, construction signage, temporary pavement markings, and barricading the immediate work area as determined by the CO or BCE. The Contractor shall provide traffic control outside the project perimeter during construction including: construction signage, safety lighting, signaling, and barricading the immediate work area as determined by the CO or BCE. The Contractor shall take note of the requirements outlined in technical Section 31 00 00. The Manual on Uniform Traffic Control Devices (MUTCD) requirements shall be followed.

8.5. MOBILIZATION

The Contractor shall mobilize the required forces to perform the work and set up a staging area and stockpile area in coordination with the CO. Only locations approved by the CO shall be used for the storage of materials, equipment and debris. All materials, stockpiles and debris must be secured daily against winds and elements.

A preconstruction safety meeting must be performed prior to the commencement of work with representatives of the Contractor, CO and CM.

The Contractor shall be responsible for installing all safety devices prior to start of work in each phase and area of construction as indicated in this SOW.

8.6. SITE LAYOUT / STAKING

The Contractor shall provide surveying and mapping, construction marking, staking, and site layout prior to commencement of construction. The construction surveying and mapping, marking, staking and site shall be reviewed and accepted by the CO prior to commencement of work.

8.7. GRADING / EXCAVATION / PREPARE SUBGRADE

The Contractor shall provide general site grading according to the existing lines, grades and details and as indicated in the SOW and per the requirements of technical specification Section 31 00 00.

8.8 SURPLUS EXCAVATED MATERIAL

The Contractor will remove surplus earth material generated from site grading and the excavation to an approved Kuwaiti off-base dump site on a daily basis and in accordance with all local environmental standards or authority having jurisdiction. Technical specifications for this work is included as Section 31 00 00.

8.9 BASE COURSE

The Contractor shall construct Graded-Crushed Aggregate Base course according to the lines, grades and details as indicated in the SOW and per the requirements of technical specification Section 32 11 23.

8.10 CAST-IN-PLACE CONCRETE

Concrete for construction of foundations, infrastructure, and other uses shall be per ACI 318 and technical specification Section 03 30 00.

The concrete pad shall be finished flush with the existing pad and thickness shall be approximately 20cm.

8.11 COMMUNITY CENTER SUNSHADE PRE-ENGINEERED BUILDING (PEB)

The Contractor shall provide and fully-assemble a PEB that will serve as a permanent metal sunshade. The PEB shall be structural steel design with open wall bays for clear access. Wall portal bracing shall be considered, since wall “X-Bracing” is not acceptable. The structural steel members shall have anti-corrosive finish. The PEB shall have reinforced concrete foundations based on geotechnical requirements from an on-site soil investigation.

A structural engineer shall design the PEB to the above specifications. Additionally, it shall have anchor bolds and reinforced concrete foundations. The PEB design, drawings, and calculations shall be provided; including column reactions. The Pre-Engineered Building shall be designed according to UFC requirements for ASAB, KUWAIT conditions.

The PEB sunshade shall have a beige color (RAL 1001).

The Pre-Engineered Building shall be 15 meters wide by 15 meters long.

The pitched roof slope shall be 2 / 12 as per the attached drawing. The roof shall be double-sloped with the ridge running north-south, positioned to facilitate storm water away from the site and to maintain best sun shade coverage. Eave height/structural clear height shall be approximately 4.5 meters. Sheet metal siding shall extend from roof approximately 1.5 meters below specified eave height. The side and gable end clear height shall be approximately 3 meters.

To prevent nesting birds, the PEB shall have gasket-type material placed between the fastened corrugated metal sheets and steel members.

The PEB and foundation shall meet the requirements of the PEB manufacturer drawings, SOW, and applicable UFC’s; including UFC 3-301-01, and technical specification Section 03 30 00.

ELECTRICAL

The contractor shall design, install, and test a lighting system for the COMMUNITY CENTER sunshade. For electrical design purposes, the new sunshade shall be considered an attached structure. The contractor shall provide illumination plan and calculations that meet UFC3-530-001 standards.

POWER: The source of power for the sunshade lighting and outlets shall be the sunshade sub distribution panel (SDP) fed from the existing main distribution panel (MDP) located at the south east corner of the existing concrete pad. Survey the existing panel for total loads, branch circuits, and circuit breaker type to produce the power supply single line drawing of the extension system.

SOLAR PANELS: The newly installed solar panels shall also help power the sunshade lights and outlets as well as transfer excess power produced back to the grid. Exterior, weather rated solar panels shall be mounted to the roof of the sunshade and cover at least 80% of the available roof space. Power captured from the solar panels shall be ran through an on/off DC safety switch, solar inverter, then an electricity meter and finally to the sunshade SDP.

CIRCUITS: Lighting and outlet circuits shall originate at the sunshade SDP. The power shall be brought to the sunshade SDP via EMT and multicore conductors routed from the exterior MDP to the sunshade SDP. Comply with referenced electrical codes for EMT mounting, junction boxes, splicing, and terminating.

Photoelectric cell control circuits of the lights shall be incorporated into the design so that the lights automatically turn off during daylight conditions and will be turned on with exterior rated lighted switches located under the sunshade and easily accessible. All wiring and conduit shall be new.

DOWN FLOOD LIGHTS: Provide and install exterior rated, high quality, LED flood lights to the underside of the sunshade. The new sunshade shall have flood lights evenly distributed that are directed down. The down flood lights shall be capable of providing, not less than, 15 FC on the ground. Do not over illuminate. The lights shall be warm white, 3000K, in Kelvin color temperature. The Contractor shall submit factory data sheets and installation instructions on the LED flood lights.

TERMINATION OF LIGHTS AND OUTLETS: All sunshade flood lights and outlets shall be terminated in the sunshade MDP. All lights shall be tested for operation and witnessed by the

CM.

WORKMANSHIP: The entire electrical installation will be inspected by the CM, electrical engineer, and/or electrician for quality of installation, completeness, and code compliance. Any defects found will be corrected at the Contractor’s expense and with no contract extension deadlines.

GROUNDING AND LIGHTNING PROTECTION

GROUNDING: The contractor shall provide a grounding design and install a grounding system for the sunshade.

LIGHTNING PROTECTION: A lightning risk assessment shall be performed, and systems shall be provided for the building if required.

UTILITY INFRASTUCTURE: WATER

The contractor shall reroute existing waterlines to a more conducive utility corridor to ensure the sunshade or concrete pad are not placed over any water lines. This should include approximately sixty linear meters of trenching.

INDUSTRIAL MISTING SYSTEM: The contractor shall provide an industrial misting system that provides an adequate, cooling mist throughout the entire covered sunshade area.

To do this the contractor must run a water service line from the rerouted water main to the sunshade. The service line shall exit the ground directly adjacent to the concrete pad and a vertical steel column. The water pipe should then be fastened to the vertical column with a spigot option installed 50 cm above the level of the concrete. The water pipe shall continue up the vertical column to service the industrial misting system. The industrial misting system shall be made of metal pipe with high quality nozzles designed to work well in the dusty, desert environment. The industrial misting system shall be suspended from the underside of the sunshade and broke into two zones. A north zone and a south zone that can be isolated from each other to help with future maintenance efforts.

8.12 SITE RESTORATION / SITE CLEAN-UP

The Contractor shall at all times maintain good housekeeping practices to reduce the risk of fire damage. All scrap materials, rubbish, and trash shall be removed daily from, in, and about the site. No debris shall be permitted to be scattered on adjacent property.

The Contractor will also be responsible for any repair required to restore site to the preconstruction condition due to damages caused by the construction related operations.

Final Cleanup and removal of equipment from the site shall be completed by the contract completion date and prior to final acceptance.

8.13 DEMOBILIZATION

The Contractor shall demobilize the staging area and stockpile area. All locations shall be demobilized of materials, equipment and debris. All materials, safety devices, stockpiles and debris shall be demobilized from the site.

8.14 INSPECTIONS

The Contractor shall be responsible for notifying the CO when work is ready to be inspected at least two (2) working days in advance of each inspection required in this specification and its technical sections.

The CO or CM may inspect any work at any time. Inspections by the Government do not in any way absolve the Contractor from his obligation to provide materials and construction free from defects and in accordance with the required specifications.
