1. SECTION I – GENERAL REQUIREMENTS

1.1. GENERAL SCOPE OF WORK

1.1.1. The Contractor shall provide all engineering, supervision, labor, parts, equipment, tools, supplies and all incidentals required to install Electric Cable Trenches, Cable, Junction Box, Hand-Holes, Conduit, and Duct Banks. The total cable length is approximately 300 meters.

This will include ALL associated site work and improvements necessary in accordance with this Scope of Work (SOW) on Ali Al Salem Airbase (ASAB) at the location(s) indicated by the Contracting Officer (CO) and Base Civil Engineer (BCE).

1.2. PERIOD OF PERFORMANCE

1.2.1. The Contractor shall follow the Period of Performance (PoP) which will be established by the Government. The CO will incorporate the agreed upon PoP in the terms and conditions of the contract. The Government reserves the right to negotiate an acceptable PoP. The PoP for this project shall be no longer than 40 calendar days. If the contract is longer than the established PoP, unless determined not to be the contractors fault, the government will assess liquidated damages. Contractor shall provide any necessary evidence that pertains to reasons for not following the PoP.

The contractor will be expected to average 40m long x 1.0 m wide x 1m deep of trenching per work day in non rock areas. If extremely rocky soil is encountered, this may be decreased to average 20m long x 1.0 m wide x 1m deep of trenching per work day, with the provision that the scheduled finish date is not exceeded.

1.3. DESIGNATION OF AUTHORITY

1.3.1. The Base Civil Engineer (BCE) or his authorized representative is designated as the representative of the CO for the purpose of technical surveillance of the workmanship and inspection of materials for work being performed under this contract. This designation in no way authorizes anyone other than the CO to commit the Government to changes in the terms and conditions of the contract.

1.4. CONTRACTOR REQUIREMENTS

1.4.1. Qualifications: The Contractor awarded this project shall have a supervisor and/or foreman qualified, experienced and fluent in English in ALL project tasks required by this SOW. The supervisor and/or foreman will be on site at all times to oversee and supervise qualified experienced technicians in all phases of work. The Contractor shall submit similar project and personnel qualifications in writing to the CO for review and approval. If more than one supervisor/foreman is required for various phases or if the supervisor/foreman is to be replaced, the Contractor shall provide the necessary documentation for EACH supervisor/foreman required. The BCE shall have the right to determine whether the proposed supervisor/foreman has sufficient technical and language capabilities and the Contractor shall immediately replace any individual not deemed acceptable to the Government. Qualifications and experience of the design engineer, if applicable, will

386 ECES/CEC 7 July 2012 Page 3 of 19 similarly need to be submitted prior to the commencement of the design. A degreed, engineer is required to supervise and review all designs requiring structural, mechanical, civil or electrical calculations, prior to submission to the CO.

1.4.2. Contractor Base Access: The Contractor is responsible for ensuring proper documentation is received for personnel, vehicle, equipment, material and tool passes in time to avoid any delay in project start of performance. This includes personnel attainment of Kuwaiti Ministry of Defense badges and proper advance notification to the CO for scheduling of escort support. Any additional time required for obtaining badges and passes as required for access to the base will not necessarily be grounds for additional time granted to complete the project, if passes are delayed due to the Contractor.

1.4.3. Pre-construction Meeting: The Contractor shall be required to meet with the CO, BCE representative and other members as required prior to the commencement of any work in order to coordinate the project construction. Topics of discussion will include: Hours of work, lay-down and storage areas, work area limits, safety compliance, emergency and routine evacuation of the work area and any other topics deemed necessary by the CO or BCE representative.

1.4.4. Site Measurements: The Contractor shall perform a physical survey of the actual site to verify locations of existing objects and buildings, as well as existing power cables, communication cables, water and sanitary sewer line conditions prior to the start of construction. Utilities that are shown in any attachments or plans are approximate locations; contractor shall verify conflict locations prior to construction. Also, the Contractor shall submit a list of items that will need to be moved to accommodate the construction work to the BCE and CO for review.

1.4.5. Standard Material & Workmanship: All materials and supplies shall be new and standard products regularly used for commercial construction and of similar size, style and complexity in Kuwait. Workmanship shall be comparable to commercial construction performed in Kuwait and comply with standards contained in this SOW. The CO and BCE representative shall review materials and inspect work for compliance with these standards.

Low quality work will be rejected at the discretion of either the CO or BCE or both representatives.

1.4.6. Material & Equipment Storage: The Contractor shall stockpile and place materials and equipment only in areas specifically approved by the BCE. All materials stored on base are at the risk of the Contractor and not the responsibility of the Government.

1.4.7. Safety: The Contractor personnel shall work in a safe manner in accordance with Government standards. Determination of what constitutes unsafe practices is at the discretion of Government personnel. Failure of the site supervisor to ensure Contractor personnel work safely and with the proper gear may require a stoppage of work and/or removal of the workers at no cost or delay charged to the Government. All Contractor personnel shall have appropriate clothing and Personal Protective Equipment (PPE) worn at all times. At a minimum, this includes wearing work pants and shirts, work boots and yellow or orange bright reflective safety vests. Loose fitting clothing and open toed shoes are not allowed on the work site. Additionally, some tasks require additional protection:

i.e., safety glasses, hearing protection, masks, etc. that shall be required for certain tasks.

Safety harnesses shall be required for workers performing work two (2) meters or more above ground or floor level.

1.4.8. Accident Prevention: The Contractor shall comply with the following safety requirements while performing work under this contract:

1.4.8.1 Use diligent care not to damage the facility or government assets in the project area and Ali Al Salem Air Base (ASAB) while in performance of this contract.

Damage caused by Contractor negligence will be repaired to pre-existing condition and no additional cost to the Government.

1.4.8.2 Traffic Control Devices: The Contractor will be responsible for signaling, lighting and barricading the immediate work area as determined by the CO or

BCE.

1.4.8.3 All vehicles operated by the Contactor will obey all traffic signs and laws while operating on the compound.

1.4.8.4 Electrical extension cords may be used on a temporary basis to provide power to tools and equipment. Do not overload extension cords. Any frayed or spliced extension cords are prohibited.

1.4.8.5 Unexploded Ordinance: If any item is discovered that may be unexploded ordinance, immediately alert the Government escort. The Government escort will contact appropriate agencies.

1.4.8.6 Fire Prevention: The prevention of fire is imperative during construction projects.

The Contractor is responsible for enforcing fire safety in his work area. The Contractor shall have serviceable fire extinguishers readily available at all times.

Extinguishers shall be supplied by the Contractor.

1.4.8.6.1. Smoking is prohibited inside buildings and within 15 meters (50 feet) of flammable and combustible liquids. Smoking is permitted only in designated areas.

1.4.8.6.2. The Contractor shall report all fires to the Government escort. Upon discovery of a fire, yell “Fire, Fire, Fire”, notify the Government escort and evacuate the area.

1.4.9. Environmental Protection: The Contractor shall comply with the following environmental requirements while performing work under this contract:

1.4.9.1 In the event the Contractor brings any hazardous material on to ASAB, the

Contractor shall notify 386 ECES/CEAV of the approximate quantities of the material to be used on the project and will supply a Material Safety Data Sheet (MSDS) of those materials in English.

1.4.9.2 The Contractor shall be responsible for maintaining the work site to prevent the spread of contamination, provide for the safety of all individuals in the vicinity of the work site areas and prevent the release of any contaminants into the environment. Any tanks or drum containers used by the Contractor on ASAB to store hazardous materials including petroleum products will be stored within secondary containment structures capable of holding a volume of 110% of the largest container.

1.4.9.3 The Contractor shall be responsible for the covering of open bodied vehicles transporting any material likely to create air pollution or become debris while on base.

1.4.9.4 All mud, dirt, debris, foreign objects, trash, or spills (including Sub-Contractors and suppliers) on a street or parking lot, used as access to the work site or staging area shall be cleaned off the same day or as soon as practicable or requested by the CO.

1.4.9.5 The Contractor shall immediately report to the CO to discuss any issues or incidents which may indicate potential imminent risk to Government personnel or the environment. Following the notification, the Contractor shall be available to the CO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies related to working on ASAB and be prepared to respond to a release caused by the Contractor’s personnel. To report a release or spill, contact the Government escort immediately.

2. SECTION II – TECHNICAL REQUIREMENTS

2.1. PROJECT TASK LIST

2.2. EXPANDED DESCRIPTION OF PROJECT TASK LIST

2.2.1. Site Investigation: All dimensions within this scope of work and on any attachments are estimates. The Contractor shall field verify all measurements and configurations prior to the start of work. If the site is insufficient in any way, mitigation of these deficiencies shall be included in the Contractor’s proposal. The contractor shall submit the results of the site investigation and measurements. Measurements shall be documented in the contractor’s proposal.

2.2.1.1 For all projects requiring excavation, the Contractor’s proposal shall acknowledge that the soil conditions on Ali Al Salem Air Base are primarily rock. The Contractor’s proposal shall include all necessary equipment, labor, and materials required to excavate through rock, remove surplus material and provide CO approved backfill material as directed. The area to be excavated shall be clearly marked with Yellow Caution Tape, and a temporary fence erected to ensure safety.

The contractor shall be expected to use heavy duty equipment as needed with a qualified operator to perform or installing hand-holes for this project as well as trench excavation in some area.

2.2.1.2 Contractor shall have the opportunity to pose all questions in writing to the BCE and CO prior to the start of construction pertaining to the details of work to be performed in accordance with this SOW, and all concerns that may arise before, during and after construction.

2.2.1.3 After the start of construction, Contractor shall make no assumption they were unaware of any potential unforeseen conditions and/or technical requirements effected by any part of this SOW.

2.2.2. Contractors Schedule: The coordination of tasks associated with the Fox1 trenching project affects the primary entrance and exit to the US portion of Ali Al Salem AB and requires careful adherence to a construction schedule, in addition to coordination with CE Operations and Security Forces that will be working in the same location. The contractor shall submit for approval a schedule, in Gantt chart format, for all submittals that are required, tasks to be performed on the site, dependencies on US government resources, and start and finish dates for the tasks. Due to the short period of performance, the contractor shall make twice weekly progress reviews with the CO. The results of this progress review are to be reported to CE operations.

2.2.3. Design: Contractor shall provide drawings, calculations, and procedures for approval prior to beginning work. Materials ordered prior to approval of design submittals are the liability of the contractor. Work begun before the approval of submittals is at the liability of the contractor.

2.2.3.1 The contractor shall submit for approval duct bank calculations showing capability for supporting a 100,000 lbf (445 kN) for a single axle vehicle load.

2.2.3.2 The contractor shall submit for approval a trenching procedure, including the equipment to be used, and any support utilities required.

2.2.3.3 The contractor shall submit for approval a back fill procedure, including the back fill over the direct bury cables and duct banks.

2.2.3.4 The contractor shall submit for approval cable cut sheets of the cable to be used for the job, including the quantities of cable.

2.2.3.5 The contractor shall submit for approval a cable laying and termination procedure.

2.2.3.6 The contractor shall submit for approval drawings of the trench path, trench cross section, duct bank design, Hand-Hole design, and panel terminations for approval.

2.2.3.7 The contractor shall submit for approval, concrete mix data, cement data, and reinforcing steel plan.

2.2.3.8 The contractor shall submit for approval a procedure for Megger testing the completed and buried cable, including the equipment to be used.

2.2.4. Hand Hole Construction: The contractor shall accomplish all work necessary for constructing Hand-Holes which shall be 4’ long x 4’ wide x 4’ deep (1250mm x 1250mm x 1250mm) interior dimensions.

2.2.4.1 The hand-hole base course shall be 6” (152.4mm) of graded-crushed aggregates compacted to 95% modified proctor. The hand-hole base shall be an 8” (203mm) thick slab with #4 (12mm) reinforcing rod placed 8” (203mm) O.C. each way 3” (152.4mm) from the bottom. Hand-holes shall have 6” (152.4mm) thick walls with #4 (12mm) reinforcing rod placed 8” (203mm) O.C. vertically and horizontally centered in the wall dimension.

2.2.4.2 All concrete, excluding the covers, shall be placed monolithically or in two (2) separate placements (one for the base and one for the walls). NOTE: If the hand-

386 ECES/CEC 7 July 2012 Page 7 of 19 holes are to be placed in two (2) separate placements, water stops shall be placed between the hand-hole base and walls.

2.2.4.3 The hand-hole cover shall be 8” (203mm) thick with #4 (12mm) reinforcing rod placed 8” (203mm) O.C. each way. Reinforcing rod (#4) shall also be placed at 45 degrees around manhole access opening terminating 3” (76.2mm) from opening edge. All reinforcing rod shall be placed 2” (50.8mm) from the cover bottom. The perimeter of the hand-hole cover shall have chamfered edges.

2.2.4.4 Establish the concrete hand-hole cover elevation at 1” (25.4mm) above finished grade.

2.2.4.5 Hand-hole covers and frames shall be medium duty standard circular cast-iron frames and covers used in this type of construction. Frame opening shall be a 36” (914mm) nominal diameter opening and shall be located over and slightly forward of the center of the manhole (see Attachment 1 for nominal details).

2.2.4.6 Conduit sleeves shall be provided at every hand-hole wall at the same elevation as conduits placed in trench.

2.2.4.7 All conduits shall be surrounded by a water resistant sleeve to prevent moisture from entering the manhole.

2.2.4.8 Each side of the hand-hole shall have a minimum of 2 openings with sleeve’s to accept 4” PVC Schedule 80. Conduits that are not in use shall have a water tight seal which can be removed for future expansion.

2.2.4.9 All hand-holes shall have rebar stairs impended into the side of the hand-hole underneath the hand-hole cover.

2.2.4.9.1. Stairs shall be made of #8, 1” (25.4mm) diameter rebar, and shall tie into rebar reinforcing.

2.2.4.9.2. Stairs shall be spaced at a distance of 9” (225mm) from one step to the height of another step.

2.2.4.9.3. Steps shall protrude a minimum of 146mm from the concrete hand-hole wall to the edge of the rebar step.

2.2.4.9.4. Steps shall be painted yellow with high visibility, highly durable, epoxy based paint to ensure durability.

2.2.4.10 All hand-holes shall include an integrated Grounding Rod System in the bottom corner of each manhole.

2.2.4.10.1. Grounding Rods shall be Solid, and made of Copper protruding 4” (102mm) above the surface of the manhole floor, and shall extend to a depth of 10’ (3048mm) beneath the bottom of the manhole.

2.2.4.10.2. Grounding system shall be bored with a minimum diameter of 7” (177mm) filled with low ohm cement.

2.2.4.10.3. All Grounding Rod connections shall utilize exothermic welding to prevent any connection from separation, or disconnecting.

2.2.4.10.4. Contractor shall submit data sheets for the low ohm cement.

2.2.4.10.5. Reference Attachment 1 for nominal Design Details.

2.2.5. Conduit Installation: The contractor shall provide all equipment, labor, tools, and material necessary to install the duct system as described and identified on the attached drawings.

2.2.5.1 All ducts (conduit) shall be assembled with the bell end of the pipe installed in the direction of pull to minimize snags and resistance when pulling cable. Each conduit joint shall be a cemented joint with the spigot end fully seated in the bell end of the opposing conduit. Conduits shall terminate perpendicular to the plane of the manhole face or building entrance provision and be sealed with duct seal.

Assembled conduits shall be allowed to cure 24 hours prior to backfilling.

2.2.5.2 The duct system shall be 4” (102mm) diameter extra heavy wall rigid schedule 80

PVC utility conduit with integral bells and sockets. Locations will include anywhere from 1 to 6 conduits as indicated on attached drawings. Utility conduit and fittings shall be specifically designed for direct bury or concrete encased installations as described in the National Electric Code (Article 347).

2.2.5.3 PVC conduits shall be Carlon Plus 80 (www.carlon.com), schedule 80 extra heavy wall rigid conduit rated for use with 90ºC conductors and cables, and be UL listed or approved equal. Material shall comply to NEMA specifications TC-2 (conduits/elbows), TC-3 (fittings), UL 651 (conduits/elbows) and UL 514b (fittings).

2.2.5.3.1. PVC conduit and fittings shall carry a UL label, stamped or molded for each

10’ (3048mm) section and on each fitting. Each section of conduit and fitting shall carry type and manufacturer label traceable to location and plant and date manufactured. The labels shall be legible and permanent.

2.2.5.4 The conduit shall be made from polyvinyl chloride compound (recognized by UL listings) which includes inert modifiers to improve weatherability and heat distortion. Clean rework material, generated by the manufacturer’s own conduit production may be used by the same manufacturer, provided the end products meet the requirements of this specification.

2.2.5.5 The conduit and fittings shall be homogeneous plastic material free from visible cracks, holes, or foreign inclusions. The conduit bore shall be smooth and free of blisters, nicks, or other imperfections, which could mar conductors or cables.

2.2.5.6 Conduit fittings shall be Carlon schedule 80 PVC, 90º, 45º, and 22½º elbows with integral bells and sockets or approved equal meeting the same specifications as the PVC conduit listed herein.

2.2.5.7 Conduits, fittings, and pipe cement shall be produced by the same manufacturer to assure complete system integrity. All conduit and fittings shall be solvent cemented in accordance with manufacturer instructions. Contractor shall submit data sheets for the pipe and cement system.

2.2.5.7.1. The contractor shall be required to core drill the concrete walls of existing hand-holes to allow proper installation and termination of conduits. Each conduit installed as such shall be completely sealed to keep out debris, rodents/animals, and water.

2.2.5.7.2. Conduit sleeves shall be provided at every hand-hole wall at the same elevation as conduits placed in trench.

2.2.5.7.2.1. Conduits shall pass through sleeve, and be sealed with a self expanding foam material to prevent moisture & animals from passing through between the Conduit Sleeve, and the Conduit itself.

2.2.5.7.3. When installing duct conduits, avoid placing bends in the run. If bends are not avoidable, allow no more than one (1) bend per run between manholes maintaining a 40’ (12.19m) bending radius.

2.2.5.7.4. Where electrical power and communication ducts/cable cross, place ducts to cross at right angles (90 degrees) to the extent possible, maintaining a minimum separation of 12” (304.8mm) between cables/ducts.

2.2.5.7.4.1. Conduits shall never be less than 30” from the surface.

2.2.5.7.5. Each duct shall have a minimum ⅜” (9.525mm) flat nylon or polypropylene pull rope placed throughout the ducts, terminating a minimum of 5’ (1225mm) inside each manhole and/or building. The pull rope shall have a 2500 lb tensile strength rating.

2.2.5.7.6. After all duct system assembly has been accomplished and prior to backfilling, the contractor shall install one (1) #12 THHN tracer wire with green insulation, directly over the center of the assembled duct system. The tracer wire shall be terminated a minimum of 12” (304.8mm) inside the hand-holes.

2.2.5.7.7. Prior to backfilling of trenches, the contractor shall place metallic communications marker tape the length of and centered in the utility trench on top of the Conduits.

2.2.5.8 After placement of marker tape, the contractor shall then bed the duct system with sand bedding maintaining a minimum cover of 12” (304.8mm) above the ducts.

The contractor shall then place a second place metallic communications marker tape the length of and centered in the utility trench on top of this sand prior to final backfilling.

2.2.6. Trenching:

2.2.6.1 Trench: A proposed trench cross section and construction details are shown on drawings of Attachment 1, which is part of this statement of work.

The trench(s) shall be 1 meter in depth by 1.0 meter wide, with sides that are approximately vertical. All trenching shall be manual (except in the open field area) after having a Dig permit and all underground installations have been labeled and marked. Trenches when excavated shall be as straight as possible and have straight walls. Trench beds shall be flat and level, cleared of all excess excavation soil and be cleared of all rocks larger than 25mm (1”) in diameter.

2.2.6.1.1. Equipment: Trenching through areas of hard compacted soil or rock, the contractor shall utilize jackhammer equipment to excavate the trench area.

When jackhammers are required, trenches shall be excavated as straight as possible between points, have straight walls, and be as flat and level as possible.

2.2.6.1.2. Bedding: Cables shall be bedded in fine sand, not less than 150 mm in depth.

Thirty cm of fine sand shall surround the cables. Sand for use in bedding shall consist of clean, sound, durable particles of essentially cubical shape. All sand being delivered shall be free of foreign matter, i.e. rocks, organic peat, soil, vegetation, glass, etc. Deliveries containing such material will be rejected. Sand is granular material, passing a no. 200 sieve and classified as fines when used as construction materials.

2.2.6.1.3. Tiles: Earthenware tiles 50 mm thick shall be placed on top of the bedding across the width and for the full length of the trench. Tiles shall comply with BS2484 or approved equal.

2.2.6.1.4. Backfill : After the contractor has installed the duct system, the contractor shall backfill all trenches and/or open-pits. Backfill material may consist of excavated soil generated from trenching operations, however, heavy soil or rock shall not be used as suitable backfill material. Backfill material, including excavated soil, shall be free of foreign material, i.e. rock, metal, glass, etc., and consist of material equivalent to earth compositions in the surrounding area of each project site.

2.2.6.1.5. Tape: Work includes the procurement, delivery and all labor, equipment and materials required for the installation of underground warning tapes. Warning tapes shall be underground warning tape to help to reduce the amount of time spent locating buried lines. Underground warning tape shall be buried 12 inch (350 mm) below the finished grade to mark the underground utility locations of electrical or communication lines. Underground warning tape shall meet OSHA regulation 1926.956(c) (1) for covering the location of underground utility lines, and shall be easily identified with sharply printed legend on APWA color-coded background. The warning tape shall be made of tough B-721 metal detectable polyester material with subsurface graphics to seal the legend from acids, alkalis and other soil substances. Foil shall be 5 mils and standard roll size is 2" W x 1,000 ft. Red warning plastic marker tapes shall be installed in all cable trenches. Warning tape shall say “Electrical” in both English and Arabic.

2.2.6.1.6. Compacting: Compact backfill to 95% modified proctor using 150 mm lifts.

Compaction of material can be accomplished by either hand-operated compactors or through water settlement action. The Contractor shall obtain written approval prior to the use of water for compacting backfill material

2.2.6.1.7. Grading: Upon backfilling and compaction, the contractor shall grade all areas affected by work as specified herein. Areas are to be rough graded, returning site to original conditions prior to execution of work. Any excess soil shall be removed from site and disposed of at a location as designated by the government representative on Ali Al Salem AB.

2.2.7. Duct Banks: All cables that run under the roadways shall be protected by reinforced concrete duct banks constructed by the contractor. Each duct bank shall be capable of supporting a 100,000 lb. (44,642 kg) static axle load. The contractor shall submit design calculations and design drawings for the proposed duct banks. The drawing shall show details of the steel reinforcing plan where required.

2.2.7.1.1. The proposed duct bank cross section and construction details are shown on drawing Attachment 1, which is part of this statement of work. All duct banks shall extend 1 meter beyond the edge of the road crossing.

2.2.7.1.2. Concrete: Concrete design mix shall have a minimum compressive strength

4,000-psi (27.6-MPa). Concrete samples shall be taken at the average rate of one sample every 30 cubic meters of concrete, with a minimum of one sample taken of each mix every day the mix is used. A sample consists of four cubes, one to be tested at 7 days, two at 28 days, and one to be held in reserve.

Additional cubes may be prepared as directed by the U.S. Government. Cube forms shall be metal or non-porous wood (marine board) only. Samples shall be covered with damp burlap and removed to a laboratory for climate controlled curing the same day as the sample was taken. All concrete work shall be placed, compacted, and cured to meet applicable ACI Standards. All surfaces shall have a smooth finish.

2.2.7.1.3. Conduit: Each duct bank shall be constructed with four (4) conduits. The conduits shall be made from nominal 4 inch, schedule 40, PVC pipe. The conduit shall be supported in UPVC spacers every 1 meter along the length of the duct bank prior to pouring the concrete. Leave a pull rope in each conduit.

2.2.7.1.4. Bedding: Same as trenches section 2.2.6.1.2

2.2.7.1.5. Tiles: Same as trenches section 2.2.6.1.3

2.2.7.1.6. Backfill: Same as trenches section 2.2.6.1.4

2.2.7.1.7. Tape: Same as trenches section 2.2.6.1.5

2.2.7.1.8. Compacting: Same as for trenches section 2.2.6.1.6

2.2.7.1.9. Grading: Fill with Concrete. Concrete shall be the same grade as that used for the duct banks.

2.2.8. Electrical: the power system is 240/416 Volt, 50 HZ, all cables, fittings and boxes shall be weather/water/dust proof. All electrical wire components shall be armored cable and made of copper. All the components of the electrical system shall be bonded to the grounding system with same size of the current carrying conductor. Provide, install, wire and commission:

2.2.8.1 Cable: One (1) – 4 core x 70 mm2, XLPE insulated, armored cables, with PVC sheath, from the panel near old Fox 1 as shown on attachments to one junction Box. Distance of cable is approximately 300 meters (m). The cable shall be for a 100 amp circuit, de-rated for the distance and temperature. Acceptable cable suppliers are Gulf Cable & Electric, Oman Cables Industry, or Saudi Cable Company. The cable shall be one piece without splices.

2.2.8.2 Start of cable: The beginning termination of the cable shall be 2 meters of cable resting in the bottom 200 Amp panel at old Fox1 as shown on attached drawings.

The cable shall NOT be spliced into any existing circuit breakers. The cable shall not contact any existing conductors and shall have the end insulated to prevent it from becoming an unintentional hot conductor. The panel is shown in the two photos below.

2.2.8.3 End of Cable: The cable shall end in a minimum 600 x 600 x 250 mm junction box, of at least NEMA 4X (IP 56). The cable shall have a minimum of 3 meters of excess length rolled up in the junction box, and have the end insulated to prevent it from becoming an unintentional conductor. The junction box shall be mounted to temporary metal stakes placed in the ground, at least 0.5 meters above ground.

2.2.8.4 Ambient temperature of 54 C shall apply to cable and equipment sizing.

2.2.8.5 The completed cable installation shall be megger tested to ensure insulation integrity. The contractor shall submit a testing procedure and a cut sheet of the megger testing equipment that will be used, prior to testing and the test shall be witnessed.

2.2.8.6 The above listed items are as minimum guidelines for electrical design, installations and requirements. Contractor shall submit types and sizes to Air Force prior to beginning of construction (Material submittal forms).

2.2.9. SITE DEVELOPMENT /CLEANUP:

2.2.9.1 Site Development: Site layout showing existing and future planned facilities and related structures is to be used as the basis of the layout. The contractor will be allowed minor modifications if necessary and approved by the CO.

2.2.9.2 The CO will provide to the contractor drawing sheets of existing and future facilities, on an as required basis, to facilitate the work of the contractor.

2.2.9.3 All materials and site work must be completed in accordance with this SOW.

2.2.9.4 Site Cleanup: The Contractor is responsible for any cleanup and repair required to restore site to preconstruction condition or any improved conditions called for in this SOW. Additionally, the site must be clear of all debris at the end of each working day.

2.3. SUBMITTALS: All materials and articles requiring approval shall be submitted by the Contractor using the AF Form 3000. Any material used without or before Government approval is subject to removal, at no additional cost to the Government. The Contractor shall submit material samples, design drawings, and related calculations to the CO for approval a minimum of five (5) calendar days prior to procurement and placement of that particular material and construction respectively.

This is to preclude approval of a completed design package preceding any construction placement thereby completing delivery orders expeditiously. Upon review by the Government, the submittal along with any comments will be returned to the Contractor within five (5) calendar days. If required, the Contractor shall modify the submittal per Government’s comments and resubmit within five (5) calendar days. Upon final approval, the Contractor shall commence with the procurement and construction accordingly. The Contractor shall submit the following to the Government for review and approval prior to performing the associated work:

2.3.1. AF Form 3064 or similar schedule (in calendar days) that includes minimal milestones detailing various stages of construction and phasing, lead time of new materials and installation. Weekly updates shall be provided to CO. The contractors schedule shall clearly state the proposed project start, substantial completion and final completion dates. If the contractor fails to meet the final completion date, liquidated damages shall be assessed according the contract documents and this SOW. Substantial completion is a date at which the work is sufficiently complete, in accordance with the contract documents and this SOW, so that the owner may use or occupy the work originally designed and intended for.

Substantial completion does not in any way exclude the contractor from finishing the remainder of the required work for final completion. This schedule must be submitted before any work begins.

2.3.2. The Contractor shall submit, before final payment, a complete set of As-built drawings including but not limited to: site layout and construction details, civil, mechanical, electrical and architectural drawings. The Contractor shall provide one (1) compact disc containing As-built drawings in 2011 version AutoCAD (.dwg) format. The Contractor shall include any operation and maintenance manuals and information for any specific system that require further maintenance beyond the one (1) year warranty period.

2.3.3. Notification of any Government property the Contractor plans to move or relocate. The Government may elect to move these items in lieu of the Contractor.

2.3.4. Product Data Sheets. All products being submitted for approval shall include a technical data sheet. In the submittal it must be clear which product will be used if more than one product is shown on the page. Do NOT submit entire photocopied catalog unless every page is relevant to the product being considered. The Government may require physical material samples of some items at no additional cost to the Government.

2.4. MILESTONE INSPECTIONS

2.4.1. The Contractor shall abide by the following schedule of inspections by the BCE representative. The Contractor shall be responsible for notifying the CO when work is ready to be inspected at each milestone noted below. Also, the CO or BCE representative may inspect any work at any time. Inspections by the Government do not in any way absolve the Contractor from his obligation to provide materials and construction free from defects and in accordance with the required specifications. Each inspection shall be witnessed by the CO’s, BCE designee and accepted in writing before proceeding. Partial inspections of each inspection item, as long as a drawing and sketch of the portion of the trench inspected in included with the inspection report.

2.4.1.1 Trench pre-inspection: To be performed prior to the placement of cables and conduit in the trench.

2.4.1.2 Pre duct bank inspection: To be performed prior to and during the pouring of concrete in the duct banks.

2.4.1.3 Hand-Hole Inspection: To be performed when Hand-Holes are ready for concrete placement. Re-inspect after hand hole construction is complete.

2.4.1.4 Duct Bank pre-inspection: To be performed prior to the placement of cables in the duct banks.

2.4.1.5 Conduit Inspection: To be accomplished once all Conduit has been placed and sealed, and prior to back filling.

2.4.1.6 Electrical pre-inspection: To be performed prior to bedding and back filling over the cables.

2.4.1.7 Electrical Testing: To be performed per the requirements of this SOW and the contractor’s Megger testing procedure.

2.4.1.8 Final Inspection: To be performed after the Contractor has resolved all punch list items identified during the pre-final inspection. Final inspection shall be performed after the site cleanup is complete.
