About this file

This document is a Questions and Answers file for Solicitation FA570226Q0006, seeking two refrigerated containers for Mortuary Affairs at Al Udeid Air Base. The Air Force requires 40-foot refrigerated containers capable of holding 32 remains, with an 8-foot width acceptable. Key specifications include 380/460 voltage, with final electrical requirements pending confirmation from 379 ECES. The government will handle site preparation, including leveling the ground and managing electrical hookups, and the containers will be permanently placed at the base. Contractors are not expected to provide internal shelving or racking systems, as these will be managed internally by the government. Delivery logistics indicate the current MACP location is easily accessible, and base access should not pose significant challenges.

FA570226Q0006 Q&A

Answers are below in red text.

1. Are the mortuary container going to be placed permanently at a location at the base?. Or will they be used for transportation of the remains as well? It will be placed permanently in AUAB.

1. Are we required to provide any additional features inside the containers to place the remains?. Such as tables or slabs? No.

1. If yes, then please provide the dimensions and preferred materials of construction of the tables or slabs where the remains will be place.

1. Technical Specifications & Dimensions

· Width Discrepancy: The Salient Characteristics document states the units must be 14 ft wide. Standard ISO shipping containers are typically 8 ft wide. Could the government confirm if this 14 ft requirement refers to a specialized wide-body unit, or if an 8 ft wide (standard ISO) configuration is acceptable? 8ft is acceptable since it is the standard.

· Length Range: The solicitation specifies a length of 20–40 ft. Does the government have a preference for one size (e.g., 20 ft) over the other for site footprint reasons, or should we quote based on the most cost-effective size within that range? 40ft reefer is preferred that can hold 32 remains. Shelving will be taken care of internally. , government will move it, yes, the government will level the surface and do the hook ups

· Electrical Frequency: The units are specified as 380/460 Voltage. Could the government confirm the required frequency (e.g., 50Hz or 60Hz) to ensure compatibility with Al Udeid Air Base power infrastructure? 379 ECES is having a meeting today regarding 40ft reefer capabilities and what is required for/what generators can be used. We will have a definite answer by COB today.

· Interior Configuration: To meet the requirement of holding at least 16 remains, is the contractor expected to provide specific internal racking/shelving systems, or is the requirement limited to the refrigerated container unit itself? No, the shelving units will be handled internally.

2. Logistics and Delivery

· Offloading Responsibility: Does the government require the contractor to provide offloading services (crane/forklift) at Al Udeid Air Base, or will the government provide the equipment and personnel to offload the containers from the delivery vehicle? Depending on the timeline of 379 EFSS acquiring the equipment, we may have to asked ECES for additional help with heavy op equipment functions if applicable.

· Site Preparation: Will the government ensure a level, prepared surface and electrical hookup, or is the contractor responsible for any site preparation or final electrical connection? 379 ECES is starting the process of leveling the ground today.

· Base Access: Does the government anticipate providing any specific escort or base access assistance for the delivery drivers at Al Udeid? The current MACP is not in a restricted area and easily accessible.
