PERFORMANCE WORK STATEMENT

BUILDING AND BUTTON UP AUTOMATION SYSTEM (BAS)

UPGRADE AND MAINTENANCE

SECTION 1

DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1. Background. 39 Medical Group (MDG) Building Automation System (BAS) has been in operation since April, 2011. Siemens Desigo Building Automation System is installed for the 39 MDG and has multiple components that are automated. A list of automated equipment can be found in Attachment 1, but is not limited to this list. Building Automation System controls the critical Button-Up (button up = lower level of the Medical Group turning into a hardened facility) System as well as the standard Building Automation components. A list of automated Button-Up equipment can be found in Attachment 2. Button –Up System is a group of automatic and manual procedures to isolate the lower level of the facility from the outer world during Chemical, Biological or Radiological (CBR) attack. During this period air will be supplied through CBR filters, facility will be powered from emergency power system and only limited and controlled exit / entry is allowed to the facility from air locks. Button-Up System controls the automated equipment such as building pressure controls, isolation valves, dampers, CBR filters, emergency power system, hot water system, domestic hot water system, etc. during the critical contingency period. As well as the automated steps, also the status of blast doors and other mechanical or manual systems are monitored during this critical period.

1.2. Description of Services. The contractor shall provide all labor, tools, equipment, proprietary Siemens computer software/firmware necessary to upgrade and maintain the BAS located at the 39 MDG at Incirlik AB, Turkey. All service and material shall be of original manufacture’s quality and comply with all federal, state, and local laws and regulations, manufacturer’s specifications and this PWS. The contractor is responsible to take his/her own measurement and shall repair or replace any damages made by him/her at no cost to the government.

1.3. Qualifications. The contractor shall have experience in designing, programming, installing and maintaining Siemens Building Automation Systems

1.4. General Definitions. As used throughout this Performance Work Statement, the following terms shall have the meaning set forth below:

1.4.1. Button-Up - Is a group of automatic and manual procedures to isolate the lower level of the facility from the outer world during Chemical, Biological or Radiological (CBR) attack. During this period air will be supplied through CBR filters, facility will be powered from emergency power system and only limited and controlled exit / entry is allowed to the facility from air locks.

1.3.2. Building Automation System - Is a computer based automation system that controls the building real property major equipment and has also a part for the button up automation.

1.3.3. Post Button-Up – Is after a Button-Up exercise the return to normal operation phase of the automation system.

SECTION 2

MODIFICATIONS AND UPGRADES

2.1. All software modifications related to performance upgrade of the current system without changing the current installed base shall be performed as part of this contract.

Any major system upgrade conducted by the 39 MDG related to the BAS is not included in this contract.

2.2. Spare Parts. Government will ensure purchase, storage, and stocking of related BAS spare parts. The contractor shall provide and submit to 39 MDG Facility Manager a spare part list with prices, for the Building Automation System equipment. Delivery times for the Siemens brand equipment shall be no more than 30 days from the date of order.

2.4. Button-Up Mid Voltage (MV) Connections. Button-Up System originally had connections to the Mid Voltage (MV) system (location room 1E10), when installed in 2011. However, during an upgrade project for MV system these connections were not connected back to the new MV system. Currently Button-Up Automation system is unable to control or monitor the MV System to cut and turn on the incoming commercial power. Contractor shall install the software connection between the Button-Up Automation System and the MV System. The connection shall make it possible for the Button-Up System to monitor and control/operate the MV System, which will make it possible, from the BAS, to cut or turn on the power.

2.5. Contractor shall upgrade Windows software to the most current and compatable system. Contractor shall also verify and modify software connections with all servicable hardware systems and equipment. Contractor shall ensure all obsolete or no longer servicable hardware and equipment are removed from the program.

SECTION 3

MAINTENANCE SERVICES

3.1. Contractor shall provide software related scheduled maintenance and controls for the system to keep the Building Automation System and Button-Up System Controls in operational condition. Integrate all new Real Property Installed Equipment (RPIE) that require to be a part of the BAS into the system, upgrade BAS to current software standards.

The contractor shall provide the below services:

3.2. Button-Up System Maintenance. Contractor shall inspect/check the BAS system prior to Button-Up exercises (bi-weekly as schedule by the Facility Manager). Provide a written report to 39 MDG Facility Management of identified problematic areas, non-operational or areas needing improvement within five (5) calendar days. Report shall include solutions to each identified failure of equipment or upgrade to the BAS.

3.3. Testing and inspects/controls include the following:

a) Test the Button-Up equipment for verification of equipment operation to match control software (valves, dampers, etc.).

b) Test Building Pressure System Automation Computer Readout and Controls.

3.4. Remove manual overrides on the Button-Up equipment on software and hardware.

After the test, provide a written report to 39 MDG Facility Management of identified problematic areas, non-operational or areas needing improvement within five (5) calendar days. Report shall include solutions to each identified failure of equipment or upgrade to the BAS.

3.5. Sequence Software Maintenance. Contractor shall perform bi-weekly controls on Building Automation System sequences. These check and maintain are listed below:

a) Check/maintain of system sequence.

b) Copies of the program and records.

c) Back-up Controller programs and compare with program copy.

3.6. Central Control System (Operator Work Station) Maintenance. Contractor shall perform every 3 months Central Control System controls. These checks and maintenance will be performed at the same time the scheduled Button-Up checks/maintenance and are as follows:

a) Checking of data points of the BAS.

b) Verification of the operation of previous program modifications.

c) If required, modifications to BAS program for performance upgrade shall be made to software and/or hardware by contractor.

d) If these modifications require addition to the BAS system, it will be addressed further with government.

e) Copies of the program and records.

f) Back-up Controller programs and compare with program copy.

g) Function Tests

3.7. Module Maintenance. Contractor shall perform every 6 months, software maintenance of the Input/output modules of the Building Automation System. Module maintenance are as follows but are not limited to:

a) Verification of the sensing signals from the sensors.

b) Verification of the input device signals from the modules.

c) Software check/maintenance of the output modules.

d) Verification of the communication between modules.

e) Software check/maintenance of set points and parameters.

f) Function Tests

3.8. Field Maintenance. Contractor shall perform every 6 months, software checks/maintenance of the field equipment of the Building Automation System with conducting the bellow verifications:

a) Verification of the sensing of the sensors.

b) For all Field devices perform the following controls;

c) Verify if signal comes from the equipment

d) Verify if the equipment receives correct signal

e) Recalibrate sensor if required

f) Verify the operation of indicators

g) Check the devices in the software program such as pressure switches and secondary equipment.

h) Check the valve and damper actuators for correct signal receives from the controller via the software program.

i) Check the electrical and mechanical operation of valve and damper actuators.

j) Function tests.

3.9. Reports. Contractor shall, after all controls, prepare a report and submit to the 39MDG, Facility Manager. The details of the report will include:

a) System Performance Results.

b) Problems addressed and solved.

c) Problems addressed (Electrical, Mechanical, Hardware, Software, etc.).

3.10. During Button-up Phase the contractor shall control from the BAS the exhaust fans to the pressure of 0.30inwg within the building. A list of exhaust fans is provided in Attachment 3. The sequence of exhaust fans to be turned off during Button-Up exercises will be determined by the Facility Manager. Contractor shall create a automated step for this feature into the Button-Up automation.

3.11. Contractor shall ensure the pressure readout and the software readings are consistent, contractor shall make all necessary adjustments.

3.12. Contractor shall monitor the airflow monitoring station in the main NBC airduct and ensure readouts and software readings are consistent, contractor shall make all necessary adjustments.

SECTION 4

TRAINING

4.1. Provide training to the Clinic Maintenance personnel and related parties for understanding the sequence of operations and use of the new system.

4.2. The training shall include Button-Up automated steps general automation information and shall have all phases including the post Button-Up automation.

APPENDIX A

WORKLOAD ESTIMATE FOR CONTRACT PERSONNEL

A.1. Availability. The work that is requested for this contract shall be within the working hours of 0730 to 1630 from Monday through Friday, with the availability to work on weekends and/or after duty hours, if needed. The contractor will be required to be on call 24 hours a day, 7 days per week including all Turkish and American holidays. Contractor shall be required to be present a week prior MDG Button-Up exercises and/or bi-weekly as schedule by the Facility Manager. Contractor shall avoid and take every precautions not to interfere with patient care during their work. Contractor shall pre schedule with 39 MDG, facility management and/or the required section if any kind of outage (power, water, medical gas…) is required or interference with patient care will have to occur.

A.2. Contractors payments will be flat fee.
