STATEMENT OF SERVICES

1. Scope

1.1 General: The work covered by this Statement of Services consists of furnishing all professional services, plant, labor, equipment, appliances and material, and performing all necessary travel and services to compile engineering data, to furnish plans, reports, detail drawings and cost estimates for the project described in Para. 1.2.B, to the U.S. Government that will enable the planning and programming of projects over the next five to ten years within the scope of this contract.

1.2. B Project Title: DRAINAGE/ HYDROLOGY STUDY, AIRFIELD

1.2. C Project Intent: Conduct drainage survey, hydrology, and geological study to determine the reasons why parallel cracks (see picture 1 and picture 2) and settlements and collapses (see picture 3) are occurring on the runway and taxiway asphalt shoulders and in the grassy areas of the airfield. Identify specific problem areas, recommend and prioritize future projects (five to ten years), including rough order of magnitude (ROM) cost estimates that will mitigate problematic soils.

1.2. D Project Description: Provide all the civil and survey disciplines necessary to accomplish the survey and study. The work shall include, but not be limited to the following:

Conduct drainage survey, hydrology, and geotechnical study on both sides of runway, overruns, taxitracks, North Parallel Taxiway, South Parallel Taxiway and shoulders of Hardstands in the Incirlik airfield, in accordance with the latest US and Turkish regulations that are applicable. A report shall be submitted including geotechnical inspections, general observations, recommendations and database. The survey shall include as a minimum, the following.

1. Provide geotechnical tests and surveys to determine the existing soil (subgrade) profiles, classification, and load bearing ratios in the grassy area one meter from edge of the shoulder:

a. Open observation pits to the depth of the subdrainage system invert elevation, approximately 3m below the centerline elevation of runway, taxiway, and taxitracks). Take samples from both sides of runway, full length of taxitracks A through E, both sides of North Parallel Taxiway and north side only of South Parallel Taxiway. Provide shop drawing of proposed observation pit locations for CO approval prior to start of work.

2. Provide geotechnical tests to determine all characteristic profile and properties of new required base course and subbase course material that needs to be used under new asphalt shoulder on typical future shoulder repair projects.

3. Clean the 200 mm diameter subdrainage perforated pipe on north and south sides of runway, as described on the attached map using pressurized water. Remove all debris as necessary from subdrainage access manholes (spaced 150 m apart) to open clogged lines.

Contractor must dispose of material removed from subdrainage at a location on base to be determined by the Contracting Officer.

a. Contractor shall provide rim and invert elevations of all subdrainage access manholes in WGS 84 UTM 36 coordinate system.

4. Record video of subdrainage pipe system on the runway, to determine cracks, breaks, laterals and connections, IAW section 8.3.5, 8.3.6 and 8.3.7 of ASCE/EPA Coop.

Agreement CP 828955-01-0. Submit video in mpg format with separate files for each pipeline segment between clean outs.

a. All reports and video files shall be submitted in WINCAN v.8, or equal.

5. Recommend, in narrative form in a report, a ten-year plan (including rough cost estimates) to improve the subdrainage and surface drainage system on the airfield such as pipe and manhole replacements, size increases, manhole adjustments, new manholes, new pipes etc. Determine stability of soil in general, and provide findings regarding the soil’s resistance to subsidence and shrink-swell capacity. Identify soil grouping, and cite potential problems associated with expansive clays and ways to mitigate their effects on the grassy area of the airfield and paved shoulders.

6. Also consider the below additive bid items;

ADDITIVE BID ITEM No. 1: Apply robot and/or HydroCut 150 (or equal) cleaning at

10 location on subdrainage pipe system.

1.3 Designation of Engineer in charge (EIC): Mr. Gunalp Gunyasar, a member of the 39 Civil

Engineering Squadron (39 CES/CECED) is designated as the Engineer in Charge (EIC) for this project. The EIC will be the Point of Contact (POC) for the Contractor for all matters relating to the completion of the project. The POC may be reached at Incirlik Air Base telephone number

(322) 316-6333 or 316-6167. The Contractor shall designate an English speaking Project Manager who shall coordinate all work with the EIC. The name of the English speaking Project Manager and his phone number shall be provided to the Contracting Officer before performance begins. All correspondence and submittals shall be addressed to the Contracting Officer and 39 CES/CECED, unless otherwise directed.

1.4 Engineering Data: The Contractor shall visit and examine the location of the proposed work, review as-built drawings, as may be available, and review other pertinent information. The CONTRACTOR shall investigate and clarify any data in question to ensure that the final report is complete and error free. The final report shall be in accordance with this Statement of Services, the and pre-work conferences, and all review comments. The CONTRACTOR is strongly advised to visit the project site prior to submitting his proposal. The Pre-Work Conference will be held in the Design Section (39 CES/CECED), Conference room and at a time as determined by the Contracting Officer,.

1.5 Codes and Regulations: The work and final report shall meet all applicable Department of Defense (DOD) and specifically, U.S. Air Force requirements and regulations. It shall meet all requirements of the latest editions of the following codes as they apply:

A. Turkish Standards Institute B. Office of Safety and Health Administration (OSHA) C. Environmental Protection Agency (EPA) D. Final Governing Standards-Turkey (FGS-T) E. Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE)

When ambiguities or inconsistencies arise between DOD and U.S. Air Force Regulations, U.S.

professional association codes/standards and the TURKISH STANDARDS INSTITUTE (TSE) standards, the U.S. Air Force Regulations shall govern. In the event that certain areas of the work are not specifically addressed by the U.S. Air Force Regulations, the most conservative requirements as defined by applicable codes or association standards and as determined by the 39 CES/CECED Engineering shall be used.

2. Work Requirements: The following reports, studies, surveys and meetings will be required, in addition to the final report, and ROM cost estimates specified in paragraphs 7 & 8:

A. Attendance at Review Meetings B. Test Reports (various) C. Narrative Report with project recommendations and ROM cost estimates.

D. All surveys will be furnished 100% complete utilizing AutoCad 2010, in compliance with SDSFIE.

The above reports, studies and surveys shall be completed in accordance with industry standards.

3. CONTRACTOR Responsibility: The correct and proper application of engineering principles and the accuracy of the reports, surveys, and cost estimates shall be the sole responsibility of the

CONTRACTOR.

4. Deviation From Established Criteria: Deviation from criteria established herein, which improves the final product, may be discussed and evaluated at the 50% review. Implementation of any recommendation is subject to prior approval by the 39 CES/CECED.

5. Schedule of Work

5.1 The work schedule will commence from the Notice-to-Proceed (NTP). Listed below are the specific requirements of this statement of services.

A. The Pre-Work meeting will be scheduled by the 39 CES/CECED within 7 calendar days of the NTP. The meeting minutes and field notes shall be due to 39 CES/CECED within 5 calendar days of the Pre-Work Meeting.

B. 50 % Submittal: CONTRACTOR package shall be due 60 calendar days after the Pre-work meeting date. 39 CES/CECED will promptly review the 50% submittal and return comments at the 50 % review meeting. (Approx. 20 days after receipt of submittal).

C. Pre-final Submittal: CONTRACTOR package shall be due 40 calendar days after the 50% review meeting date. 39 CES/CECED will promptly review the 100 % submittal and return comments at the 100 % review meeting. (Approx. 20 days after receipt of submittal).

D. Final Submittal: CONTRACTOR package shall be due 20 calendar days after the 39 CES/CECED Pre-final Review return date. 39 CES/CECED will review and, if satisfactory, will accept promptly after the Final Submittal.

5.2 Documents shall be submitted to 39 CONS Contracting Officer and CES/CECED in accordance with the requirements listed in each Statement of Services. The CONTRACTOR will be required to make resubmittals of either the whole package or of individual documents if the Contracting Officer and 39 CES/CECED deems them to be incomplete or in any way not meeting the requirements of this Statement of Services. Any phase of work will not be considered as "Submitted" until the total package of documents has been accepted by the Contracting Officer39 CES/CECED. Documents to be submitted by the CONTRACTOR shall be in accordance with the following Submittal Requirements List:

5.2.1 Site Investigation Field Notes/Pre-Work Meeting Minutes

A. Electronic copies of the Pre-Work Meeting Minutes B. Electronic copies of field notes taken during the site investigation(s)

5.2.2 50 % Submittal

A. Survey Reports (1 sets of hard copy and 1set of electronic copy) o Rough draft of ten-year plan with preliminary cost estimates

B. Calculations (1 set of hard copy and 1electronic copy) C. Check Lists (1 electronic copy for each list)

5.2.3 Contract Documents (Pre-final) Submittal

A. Survey Reports including survey data, pictures, conclusions, recommendations, solutions c/w cost estimate for each project recommendation (1 set of hard copy and 1set of electronic copy)

B. Calculations and Analysis (1 set of hard copy and 1electronic copy) C. Annotated Review Comments (1 set of hard copy and 1electronic copy)

5.2.4 Final Documents (100%) Submittal

A. Final Survey Reports (including survey data, pictures, conclusions, recommendations, solutions c/w cost estimate for each project recommendation (1 set of hard copy and 1set of electronic copy) B. Calculations and Analysis (1 set of hard copy and 1electronic copy) C. Annotated Review Comments c/w indicating the actions that are taken (1 set of hard copy and 1electronic copy)

5.3 All reports and work products required other than for the final submission, shall be stamped "PRELIMINARY" with the percentage complete (i.e. 50%, etc.)

5.4 UPON COMPLETION OF EACH OF THE 50 % and PRE-FINAL PHASES (SUBMITTALS), AS STATED ABOVE, THE CONTRACTOR SHALL NOT PROCEED TO THE NEXT PHASE

WITHOUT AUTHORIZATION FROM THE CONTRACTING OFFICER.

5.5 The 39 CES/CECED will coordinate all reviews with the using agencies and any interested parties.

Meetings will be held on the second floor of Bldg 444, in the Design Section conference room.

Work reviews will be conducted by the Contracting Officer, 39 CES/CECED project engineer, with the CONTRACTOR in attendance. The CONTRACTOR will be responsible for recording the minutes of all review meetings and providing a copy to the 39 CES/CECED within 5 days. All review comments will be presented to the CONTRACTOR in writing. All comments must be answered by the CONTRACTOR and returned to the Contracting Officer and 39 CES/CECED with the next submittal. All CONTRACTOR answers to review comments must indicate the CONTRACTOR action taken or the rationale used in lieu thereof. The CONTRACTOR is advised that delays in the receipt of project review comments from the Government may be expected due to review requirements of agencies not directly controlled by the 39 CES/CECED. If this happens, the CONTRACTOR will be advised of this change to the "Schedule of Work" by the Contracting Officer. Such delays may not entitle the CONTRACTOR to file any claims against the Government. 39 CES/CECED reserves the right to make an "On-Board" review of any project at the office of the CONTRACTOR during any stage of work completion.

6. Site Visits: The CONTRACTOR shall coordinate all site visits through the 39 CES/CECED and shall allow for a minimum of one week's prior notification.

9. Cost Estimates: The cost estimate is the property of the United States Government. The CONTRACTOR shall not share or distribute the cost estimate to any party without expressed permission from the contracting officer. The CONTRACTOR shall use the Incirlik Cost Reference Unit Price Book to prepare all cost estimates, which will be provided at time of award.

11. Materials and Services to be Furnished

11.1 The 39 CES/CECED will assist the CONTRACTOR to gain access to the facilities necessary to complete the terms of this contract. The CONTRACTOR shall provide a minimum of a week's notification to the 39 CES/CECED along with the ID Numbers/ Drivers License Numbers of all personnel wanting to gain access to the Base. The CONTRACTOR must submit motor vehicle license plate numbers of any vehicles that will be driven on the Base. Also, the CONTRACTOR shall obtain any security clearance certifications required by Turkish Military Authorities for every individual proposed to enter any Military Base, Site or Facility.

11.2 The CONTRACTOR will be furnished or given access to the following materials and reference data:

A. Any existing record drawings and information concerning the physical composition of the installation and project site location. Drawings and information will include utilities above and below ground to the extent that they are known. These documents will be provided by the 39 CES/CECED to the CONTRACTOR on a loan basis and shall be returned upon project completion. Where record drawings are not available, the CONTRACTOR is responsible for making necessary on site surveys to determine the existing conditions of the site.

B. Access to publications and criteria, as specified herein, will be available in the Base Civil

Engineering (BCE) Library. The CONTRACTOR will not be allowed to remove them from the BCE Library but may make notes of excerpts at the BCE Library as required. Photocopies of copyrighted publications will not be permitted.

C. Form INC-1101: All cost estimates for 10-year plan projects must be prepared on this form.

E. Copies of Standard 39 CES/CECED Engineering Details, Legends, etc.

12. CONTRACTOR Editing Responsibilities: All documents shall be edited by the CONTRACTOR to meet the requirements of the project or Statement of Work.
