About this file
This document is a Request for Information (RFI) for Combat Medicine and Technical Rescue Training. The solicitation indicates the training will take place in the United States and is based on a Full and Open Competition method, accepting outside bids. For the training's high-angle component, the government seeks a controlled environment enabling repeatability, adequate safety measures, and vertical confined space training as specified in the Performance Work Statement (PWS). Technical compliance will be evaluated based on Statement of Objectives (SOO) alignment, training realism, scenario quality, and contractor performance. The evaluation will be conducted on a Best Value basis with Technical, Price, and Past Performance factors holding equal importance, contrary to a Lowest Price Technically Acceptable approach. The solicitation is associated with the Department of the Air Force United States Air Forces in Europe - Air Forces Africa and specifically relates to training at Aviano Air Force Base in Italy.

REQUEST FOR INFORMATION – COMBAT MEDICINE & TECHNICAL RESCUE TRAINING
- Will the training take place in Italy or US?
o The intent is for the training to take place in the United States, we are unfamiliar with live tissue training requirements and regulations outside the United States and that cost was not taken into account when budgeting for this training.
- Was this solicitation created for a certain contractor or are you accepting outside bids?
o This solicitation is based on a Full and Open Competition method, we accept outside bids.
- For the 200ft continuous vertical, are you hoping for a tower or is a mountain acceptable?
o We are seeking a controlled environment for the high angle training to enable repeatability, adequate safety measures, and vertical confined space as specified in the PWS
- Will technical compliance be rated based solely on SOO alignment, or will additional evaluation be made based on realism, scenario fidelity, or contractor background?
o Technical compliance with be rated on SOO alignment as well as the quality of training realism and scenarios, and contractor performance.
- Can you confirm which evaluation factor holds the most weight (Technical, Price, Past Performance) under this “Lowest Price Technically Acceptable” determination?
o You can find these information in Section M of the Solicitation. The selection is based on a Best Value basis as defined in FAR 2.101. This is not a Lowest Price Technically Acceptable approach. All three of the evaluation factors hold equal importance, not in any specific order.
