About this file
This Statement of Work (SOW) details the construction of an inert storage pad with a canopy cover at Campia Turzii Air Base in Romania, specifically within the Munitions Storage Area (MSA) earth barricades. The project requires the contractor to design, construct, and deliver a functional 13m x 13m x 21m pad with a 12m x 12m x 20m triangular canopy structure, featuring a corrugated metal roof supported by galvanized steel posts and camouflage-patterned mesh netting on two sides. Key requirements include site preparation, compacted earth fill, paver pad installation, drainage system construction, and adherence to fire-resistant material standards and safety regulations.
The project has a 90-calendar day performance period, with the United States Air Force (USAF) providing oversight and coordination with Romanian Air Force (RoAF) authorities. The contractor must furnish all necessary equipment, materials, and labor, including construction machinery, paver pads, canopy poles, roofing materials, and certified materials. Critical specifications include using hot-dip galvanized steel profiles, implementing erosion control measures, ensuring vehicle operation support, and complying with safety protocols. The project includes a one-year warranty period, during which the contractor must correct any drainage or leveling issues, and must strictly adhere to security protocols prohibiting photography or disclosure of ammunition movements.

Statement of Work (SOW)
Munitions Storage Area (MSA) Inert Pad Covering
1.0 Purpose and Background
The purpose of this project is to construct an inert storage pad with an overhead canopy cover within the Munitions Storage Area (MSA) at Campia Turzii Air Base, Romania.
The pad will be used exclusively for storing inert assets and empty containers. To meet security requirements, the pad must be located within the MSA earth barricades at the southwest corner, minimizing visual identification from the Perimeter Tactical Road (PTR) and aerial observation.
The pad will consist of compacted earth fill and paver pads, with accessibility across the current drainage ditch that is the same width as the structure, capable of supporting vehicle operations. The canopy shall feature a corrugated metal roof supported by vertical metal posts, with camouflage-patterned mesh netting enclosing the back sides to provide concealment while maintaining front-side accessibility.
2.0 Scope of Work
The contractor shall design, construct, and deliver a functional inert storage pad with canopy that meets operational, safety, and security requirements. Work includes:
• Site preparation and grading.
• Compaction and earth fill placement.
• Installation of paver pads with edge containment to prevent displacement.
• Construction of a culvert or equivalent drainage system.
• Design, fabrication, and installation of a canopy structure with reinforced concrete foundations.
• Implementation of erosion control measures.
• Coordination with host nation authorities.
3.0 Requirements
3.1 Pad Construction:
• Construct a pad using compacted earth fill and paver pads with approximate dimensions of 13m x 13m x 21m.
• Include edge containment or stabilization techniques to prevent paver displacement.
• Install paver pads designed to support vehicle operations and prevent erosion.
3.2 Drainage System:
• Install a culvert or equivalent system between the canopy and adjacent road.
• Protect culvert inlets and outlets with rock riprap or similar measures to reduce scouring.
3.3 Canopy Structure:
• Design and install a triangular canopy structure measuring 12m x 12m x 20m, supported by structural steel posts.
• Include additional columns or bracing as required for stability against wind and snow loads.
• Use hot-dip galvanized steel profiles for durability.
• Install a corrugated metal roof and camouflage-patterned mesh netting on two sides, leaving the front side open for access.
• Ensure all materials are fire-resistant and comply with DESR 6055.09, AFMAN
91-201, and host nation regulations. Contractors must provide valid certificates of compliance for all fire-resistant materials prior to installation.
4.0 Deliverables
• Properly compacted pad surface ensuring leveling and structural integrity.
• Installation of paver pads with edge containment to prevent displacement and ensure durability.
• Adequate drainage system through site grading, ditching, and installation of a culvert or equivalent system.
• Erosion control measures implemented to prevent displacement of pavers and maintain pad integrity.
• As-built drawings and construction completion report.
• Lightning protection system installed in compliance with DESR 6055.09 and AFMAN
91-201.
5.0 Period of Performance
The project shall be completed within 90 calendar days from the issuance of the Notice to Proceed. Contractors may propose accelerated timelines, provided they meet all quality and safety requirements.
6.0 Place of Performance
Campia Turzii Air Base, Romania. Location: Within the MSA earth barricades at the southwest corner.
7.0 USAF & RoAF Responsibilities
USAF:
• Provide oversight and coordination with host nation authorities.
• Conduct final inspection and acceptance.
RoAF:
• Assist with site access, security, and host nation coordination.
8.0 Contractor-Furnished Equipment/Information
The contractor shall furnish all necessary equipment, materials, labor, and information to complete the project, including but not limited to:
• Construction machinery.
• Paver pads and earth fill.
• Canopy poles and roofing materials.
• Certified materials for concrete, geotextiles, and camouflage mesh.
• Any relevant information not mentioned above.
9.0 Acceptance Criteria
• Pad and canopy constructed in accordance with approved design specifications.
• Compliance with applicable technical orders and safety standards.
• Drainage and leveling completed to prevent water accumulation.
• A one-year warranty period will apply. During this time, any drainage or leveling issues that arise must be corrected by the contractor.
10.0 Security Requirements
• Contractor personnel must comply with USAF and RoAF security protocols for access to Campia Turzii Air Base.
• Photography or disclosure of ammunition movements is strictly prohibited.
11.0 Safety
• All work must adhere to host nation safety regulations.
• Use of personal protective equipment (PPE) is mandatory during construction.
• Design and construction practices must mitigate the risk of secondary fragmentation from pavers, assets, and canopy structure.
12.0 Environmental Considerations
• Preserve existing drainage patterns where feasible.
• Maintain erosion and sediment control measures throughout the project.
• Conduct fueling and equipment maintenance in approved areas to prevent contamination.
13.0 Operational Contingencies
In the event of an immediate operational need, the contractor must temporarily vacate the construction site upon notice from the Contracting Officer. The government will reimburse the contractor for any reasonable costs directly resulting from this action. The contractor shall resume work as soon as the site is made available, and the period of performance may be adjusted accordingly.
