About this file
This is a Questions and Answers document for RFQ FA568226QA0035 issued by the 31st Contracting Squadron at Aviano Air Base, Italy, dated 27 May 2026, clarifying requirements for the procurement of 6x4 European Tractor Trucks.
The solicitation seeks quotes for one factory-new 6x4 European Tractor Truck with less than 25 miles, and optionally a second identical unit. Vehicles must meet ADR EX/II specifications, though higher ADR ratings are acceptable if they meet or exceed minimum requirements. Vehicles do not require pre-delivery Italian registration; compliant EU/Italian road-legal delivery to Aviano Air Base is sufficient, with the Government's local vehicle management team handling registration completion. The Government will evaluate total pricing based on both the base line item (CLIN 0001) and the optional second unit (CLIN 0002), ensuring prices are fair, reasonable, and balanced. Offerors may propose different delivery lead times for each unit without a Government-mandated maximum timeline. At award, offerors must certify the presence of all documentation required by specifications, including Certificates of Conformity, ADR documentation, warranty documents, user manuals, maintenance manuals, and emissions documentation; official documents will be transmitted post-award. No site visit or pre-quotation conference is scheduled for this requirement.

Please confirm whether the vehicle must be factory-new, or whether a compliant demo, stock, unused, low-mileage, or previously registered vehicle may be offered, provided it meets all technical, warranty, and documentation requirements.
A.1 The truck must be factory-new. We do not purchase used vehicles. The vehicle should have less than 25 miles.

Q 3. Please confirm whether the vehicle must be delivered with Italian registration/plates already completed, or whether delivery of a compliant EU/Italian-road-legal vehicle to Aviano Air Base is sufficient.
A.3 The vehicle does not need to come registered. Our local vehicle management team can complete the registration. Delivery of the compliant vehicles is sufficient.

A.5 The Government will evaluate the Total Evaluated Price based on both Line Items 0001 and 0002 (the option). The Government will review the pricing for both Line Items to ensure that prices are fair, reasonable, and balanced in accordance with RFO 52.212-2(b), noting that both Line Items are for the same product with identical technical specifications.
Q 6. For CLIN 0002 option, please confirm whether the proposed delivery lead time must be identical to CLIN 0001, or whether the offeror may propose a separate delivery lead time for the optional second unit.
A.6 The offeror can submit a different lead time for the optional second unit.
