About this file
This is a Questions and Answers document for solicitation FA568226Q0021, issued by the Department of the Air Force United States Air Forces in Europe - Air Forces Africa, pertaining to bus transportation services for personnel attending residency permit appointments at Aviano Air Base, Italy. The Q&A addresses three key areas: wheelchair accessibility requirements, pricing methodology for accessibility accommodations, and subcontracting requirements for U.S. prime contractors.
Regarding wheelchair accessibility, vehicles do not require permanent wheelchair ramp installation but must be capable of accommodating wheelchair-bound passengers upon request, with the Soggiorno liaison providing at least one week advance notice. Contractors must submit all-inclusive firm-fixed prices that account for potential wheelchair-accessible transportation needs and related accommodation costs, with no separate reimbursement or price adjustments permitted for these services. For subcontracting arrangements, U.S. prime contractors may satisfy Italian Chamber of Commerce certificates, DURC (social security compliance documentation), R.C.A. insurance, vehicle and driver licensing requirements, and prior experience through an identified Italian subcontractor. Prime contractors must expressly identify subcontractors in proposals, maintain current documentation throughout contract performance, notify the Contracting Officer of any changes to certifications or subcontractor relationships, and obtain prior written approval before replacing any identified subcontractor. Failure to comply constitutes material breach subject to termination for default.

QUESTIONS AND ANSWERS
10 august 2026 Q.1 must the request vehicle be always equipped with a wheelchair ramp or only upon request? Because the vehicle must be prepared for disabled transport and four seats must be removed for each wheelchair that enters.
A.1. The vehicle does not need to be permanently equipped with a wheelchair ramp. However, upon request. The vehicle must be wheelchair accessible and properly configured to safely accommodate the passenger and wheelchair. The Soggiorno liaison will provide at least one week advance notice when wheelchair-accessible transportation is required.
11 august 2026 Q.2. Considering that using a coach equipped with a wheelchair ramp involves an additional preparation cost, how should we complete the offer table?
Can we enter the cost of the standard coach in the “Unit Price” column and add a note below indicating the additional cost for using the wheelchair ramp?
A.2. The proposed price must be an all-inclusive firm-fixed price that accounts for all costs necessary to perform the services, including the potential need to provide a coach equipped with a wheelchair ramp or other accessibility-related accommodation.
Although the Government cannot quantify in advance the number of passengers who may require such accommodation, offerors should account for the potential occurrence of such an event and the associated costs in their proposed price.
Therefore, offerors should not enter only the cost of a standard coach and add the wheelchair-ramp cost separately in a note. Any such costs must be included in the applicable Unit Price. No separate reimbursement or price adjustment will be provided for these costs.
19 august 2026 Q 3. May a U.S.-registered prime contractor satisfy the Italian Chamber of Commerce certificate, DURC, R.C.A. insurance, vehicle and driver licensing/documentation requirements, and Factor II prior experience requirements through an identified Italian transportation subcontractor?
A. 3 In Italian public procurement procedures, the Chamber of Commerce certificate and the DURC (Documento Unico di Regolarità Contributiva—Certificate of Social Security Contribution Compliance) are used to verify that a company is a legally established and active economic operator and that it complies with its tax and social security obligations.
In addition to confirming the company’s legal existence, the Chamber of Commerce certificate verifies that the company’s registered business activities are appropriate for the works or services covered by the tender.
More specifically, the Chamber of Commerce certificate is required to verify compliance with Italian Law No. 218 of 11 August 2003, as required under paragraph 1 of the PWS. With the above said, the following may be submitted in the name of an identified subcontractor that will actually perform the services, employ the drivers and operate the vehicles:
- Copy of the mandatory R.C.A. insurance policy
- Copy of Chamber of Commerce certificate -Copy of Documento Unico di Regolarita' Contributiva (DURC) -personnel (drivers) in possession of required licenses -Copy of the valid licenses / authorizations -Vehicles offered and related documentation (i.e. collaudo, photographs).
-Prior experience: reference to this factor it will be evaluated the experience of both the prime contractor in administratively managing the type of service required and the subcontractor in effectively performing the transportation service.
Prime vendor shall expressly identify in the proposal the subcontractor/s and the portion of work it/they will perform.
In the event of contract award the Prime Contractor shall notify the Contracting Officer in writing of any expiration, suspension, revocation, non-renewal, cancellation, change of holder or other lapse affecting any authorization, certification, license, R.C.A. policy, DURC, vehicle or driver related documentation relied upon in the performance of the Contract. The Prime Contractor shall also promptly notify the Contracting Officer of any termination or modification of its relationship with any identified subcontractor.
Maintain all such documentation valid and current at all times during the Base Period and any exercised Option Period.
Obtain the prior written approval of the Contracting Officer before removing, replacing or substituting any identified subcontractor, and furnish the complete documentation listed above in the name of the proposed replacement, verified and accepted by the Contracting Officer, before that new subcontractor performs any work.
Failure to comply with the above may constitutes a material breach and may result in termination for default.
Needless to say that the required documentation proving the active SAM registration of the entity must be provided in the name of the Prime Contractor.
