About this file

This document is a Single Source Justification (Simplified Acquisition) for the procurement of Husqvarna robotic commercial turfgrass mowers for the Alpine Golf Course Innovation Project. The requirement is for three robotic mowers with supporting charging stations and reference stations to provide continuous and uniform mowing of the golf course rough areas.

The justification states that Husqvarna is the leading manufacturer of commercial robotic mowers in the golf industry, with a proven track record of reliability and precision mowing. Husqvarna's proprietary EPOS system utilizing GPS ensures the mowers operate only within designated cutting areas and paths. The document indicates that market research determined the Husqvarna solution best meets the golf course's needs compared to other available options. The Contracting Officer has determined that Husqvarna is the only reasonably available single source for this requirement.

Single Source Justification (Simplified Acquisition)

20 Apr 2017 Page 1 of 1

Section A: General Contract Information

Contracting Activity: 31 FSS

Project/Program Name: Alpine Golf Course Innovation Project

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

Robotic commercial turfgrass mowers designed to be operated independently of each other within a specific defined space that is mapped via GPS. Total robotic mowers will be three with supporting charging stations and two reference stations. The three mowers will work in unison to provide continuous and uniform mowing of all "rough" turfgrass areas across Alpine Golf Course.

Section C: Justification for Soliciting from a Single Source or Brand Name

Husqvarna CEORA 546 EPOS drive unit and the RZ 43L Low Cut mowing deck connect to provide the premier automated commercial turfgrass mower. Husqvarna is the leading manufacturer of commercial robotic mowers within the golf industry and is currently used across multiple facilities in Italy due to the reliability of the machines and the preciseness of the cut it provides golf facilities. Husqvarna's proprietary EPOS system used to direct the robotic fleet utilizes GPS to ensure all fleet equipment operates in only designated cutting areas and travels in only designated paths. Husqvarna's brand is trusted not only in the golf industry but also in professional sports across Europe, including soccer pitches in UK, golf resort in Padova, and others.

Section D: Efforts to Obtain Competition

Alpine Golf Course completed market research in determining which system would best meet our needs of automating our maintenance fleet. Research has proven the Bell Robotic mower (next available model for course size) does not provide the preciseness of cut and is better suited for driving range operations based off of their proprietary protection system that prevents the mower from damaging golf balls.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Alpine Golf Course is the first facility in USAF to utilize robotic/automated turfgrass mowers to provide force multipliers to their grounds maintenance teams. As Alpine Golf Course continues to be the leader in innovation and automation in Air Force Golf, we will continue to work with our innovation office and complete thorough and accurate market research to meet all contracting and purchasing requirements.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
