Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
52.212-2 INSTRUCTIONS Evaluation-Commercial Items (NOV 2021) - ADDENDUM
BASIS FOR CONTRACT AWARD: This is a commercial service acquisition under the authority of FAR Part 13, Simplified Procedures Procedures. Government evaluation will be conducted on received quotations
FA568222Q00250002
considering the evaluation factors listed herein. Consistent with Simplified Acquisition Procedures the quotations will be evaluated in accordance with FAR 13.106-2(b). Comparative evaluations will be utilized whereby the government will compare all quotes that meet the minimum requirements as defined in Addendum to 52.212-1 and 52.212-2. The government will select an awardee whose quote is considered the most advantageous to the government. Therefore, the Government reserves the right to select an awardee that provides benefit to the government exceeding the minimum standards, but is not required to do so.
This selection will be based on an integrated evaluation of the factors as described below.
Part I: Technical Part II: Prior Experience Part III: Price
I Technical evaluation:
Under this part, the documentation submitted by the offeror will be evaluated to determine if the information provided upon each criteria listed and described under Section L (52.212-1 INSTRUCTIONS TO OFFERORS-- COMMERCIAL ITEMS - NOV 2021 - ADDENDUM) adequately demonstrates that the contractor fully understands the PWS requirement and has the capability to meet the Government needs.
II Prior Experience evaluation:
Under this part, the Government will evaluate the offeror's submitted information to verify that the contractor has the capability to provide same/similar transportation services relevant to those required in the PWS.
III Price Evaluation:
The reasonableness of the quotation will be determined on the total evaluated price (TEP) as hereinafter calculated. Prices quoted, as valid for one (1) year, will be determined by multiplying the price list estimated quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Calculation of following years total amount prices (to meet the five -5- years period as outlined in the PWS at para 4) will be made by applying parameters (i.e. expected inflation rates, expected fuel cost increase rates) to the one (1) year valid total amount. Sum of year one (1) and following four
(4) years, as parametrized, will determine the TEP of each offer. Quoters should give the best available pricing to the Government for each CLIN in arriving at the most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
IMPORTANT NOTE: The listing above IS NOT in any order of importance.
