FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:

Addendum To 52.212-2 Evaluation Commercial Items

BASIS FOR CONTRACT AWARD: Government evaluation will be conducted on received quotations considering the evaluation factors listed herein. Consistent with Simplified Acquisition Procedures the quotations will be evaluated in accordance with FAR 13.106-2(b). Comparative evaluations will be utilized whereby the government will compare all quotes that meet the minimum requirements as defined in Addendum to 52.212-1 and 52.212-2. The government will select an awardee whose quote is considered the most advantageous to the government considering price and technical capability.

Therefore, the Government reserves the right to select an awardee that provides benefit to the government exceeding the minimum standards, but is not required to do so.

This selection will be based on an integrated evaluation of the factors as described below.

1. Price; and

2. Technical capability - capability to deliver specified personnel for the specified sports and provide service in accordance with the PWS

1. Price Evaluation :

The reasonableness of the quotation will be determined on the total price provided on the Attachment 1 – Price Sheet of this solicitation. All prices quoted will be determined by multiplying the quantities by the proposed unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. The total evaluated price will include all line items (CLINs) plus the 50% of the final option period price, as referenced in clause FAR 52.217 -8, to reflect the price of a maximum six month extension .

Quoters should give the best available pricing to the Government for each CLIN in arriving at the most competitive price.

Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will

FA568220Q7003 5

satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.

2. Technical capability factor evaluation:

The contractor shall provide an effective Quality Control Plan (QCP) demonstrating their ability to perform the work described in the Performance Work Statement (PWS) for the specific sport(s). The QCP shall provide adequate measures to ensure quality and timeliness of the acquired service.

The quoter's Staffing Plan must demonstrate to the government that the quoter fully understands the PWS requirements and can obtain and manage the personnel and resources to successfully perform the work detailed in the PWS.

Quoters are cautioned to submit sufficient information and in the format specified in ADDENDUM to FAR 52. 212-1 Instructions to Offerors. The Government reserves the right to perform interchanges, with some, all or none of the quoters.

FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with alternate I applies to this acquisition; the offeror verifies by submission of their offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation.
