Performance Work Statement (PWS) Installation of fire alerting equipment.

Vision Statement Provide on demand command and control infrastructure for emergency communications, fire alerting and coordination of resources.

1. Introduction The purchase for the MEI D-21 upgrade is a Department of Defense (DOD) requirement and if not fulfilled can result in catastrophic consequences, ultimately putting the mission’s readiness at risk. The MEI D-21 system is responsible for transmitting emergency notifications of smoke, fire and, or gas detections within a facility to the Monaco system, which then alerts FES. We are needing to purchase 34 Monaco equipment items to restore communication requirements between Fire Station one and Fire Station two. This would allow the fire department to have mission critical consent communication on and off all emergencies and everyday operations. This will also allow fire station 2 to have communication with the Emergency Communication Center since there are no public address capabilities there. The reason for needing Monaco specifically is because the current equipment installed in the Emergency Communications Center is Monaco and the two sites need to communicate through the same system.

1.1 Mission

AFES is responsible for ensuring Emergency Communications System & Base Emergency Alerting System are fully maintained and operational to support the war fighter.

1.2. Background

The Emergency Communications System & Base Emergency Alerting System are critical pieces in the continued operations of the 31st FW. The degradation of any systems or infrastructure will lead to lowered mission readiness or of mission readiness. Station Alerting: The D-21 Station Alerting is comprised of three flexible components: a View Generator, Tone Alerting, and Remote Equipment Controls. Together these components provide information and control to remote locations allowing responders to get the information they need efficiently and get to the incident quickly (all station alerting systems are hardwired). The View Generator allows remote locations to receive information about the incident that is displayed on a map view on a large screen LCD monitor. The Tone Alerting provides audible incident information at remote locations while Remote Equipment Controls via a General-Purpose Input/Output (GPIO) panel provides automatic and manual controls for equipment such as area lighting, kitchen appliances, bay doors, and traffic signals. D-21 dispatchers also have the ability to manually control connected devices allowing responders to focus on getting to the incident.
