This is a combined synopsis/solicitation (combo) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

PERFORMANCE WORK STATEMENT
Air Mobility Squadron (AMS) equipment Maintenance
DESCRIPTION OF SERVICES
The contractor shall provide all management, tools, supplies equipment, and personnel necessary to repair and perform maintenance of the Air Terminal of the Air Mobility Squadron (AMS) equipment at Aviano Air Base, Italy.
Contractor must maintain AMS equipment in efficiency and working capability at all times. Maintenance is required on a monthly, semi-annual, and yearly basis.
1. Maintenance and repair will be in accordance with standard commercial practices, performed by qualified, trained official manufacturers’ certified technicians and in accordance with the following:
Safety and Health Contractor's activities shall be in compliance with the following: OSHA 29 CFR 1926 Construction Regulations, US Corps of Engineers Manual EM385-1-1 Nov. 2014, AFMAN 91-203 Air Force Occupational Safety, Fire, and Health Standards, and Italian Legislative Decree 81/08 including subsequent amendments and Legislative Decree 91/2008 including 2019 updates and all subsequent amendments. In case of any differences, the more stringent policy applies.
When needed the contractor will consider in advance any hazardous situation (s) that might occur through a preliminary assessment plan: the DUVRI - Documento Unico per la Valutazione Rischi da Interferenze shall be coordinated with 31 FW/CCPP Base employees safety representative (Phone 0434 30 5709), in accordance with Legislative Decree 81/08.
If any particular maintenance operations is required, the contractor will develop a specific site plan for operational safety (POS - Piano Operativo di Sicurezza) in accordance with Legislative Decree 81/08, prior to starting scheduled maintenance work..
Training certificates for each employee shall be included in the POS documents.
At the beginning of each Fiscal Year the Contractor’s representative will receive a mandatory safety briefing from Base 31 FW/SEG Occupational Safety Office.
Confined Spaces: Contractor’s activities within confined spaces are covered by OSHA 29 CFR 19.26.1200 and OSHA 29 CFR 1910.146, respectively for Construction and General Industry. Mentioned regulations shall be coordinated with Italian presidential decree DPR 177, dated 14 SEP 2011. Mandatory prescriptions on confined space shall be taken into consideration for maintenance and repair contracts when operating in those spaces.
Hazmat If needed, contractor is responsible for complying with all applicable environmental regulations and laws pertaining to the storage, handling, and transportation of hazardous materials and hazardous waste.
The Contractor shall identify all hazardous materials required for completion of the maintenance.
The Contractor shall furnish the Safety Data Sheets (SDS) in English for all hazardous material, (chemical, toxic, and noxious), that will be used during the maintenance of the equipment to 31st CES/CEIE for their approval and coordination through SEG and SGPB. The Contracting Officer will provide sample of the approved SDS form to the Contractor.
The Contractor shall also provide an hazardous waste management plan.
The Contractor must ensure that all hazardous materials utilized during maintenance do not contain any chemicals listed as EPA 17 toxins. A list of the EPA 17 toxins con be obtained from the 31st CES/CEIE office.
Any flammable, liquid, or any other toxic substances required to complete the maintenance, shall be kept in properly labeled, special containers. All pertaining data(quantity, characteristics and location) shall be provided to 31st CES/CEF or 31st CES/CEIE through the Technical Manager.
1.2 Hours of Operation
1.2.1 Work is to be performed during the hours from 0700 to 1600, Monday through Friday, excluding all holidays and weekends, except for emergency calls. The required semi-annual maintenance of AMS equipment will be performed during the months of January and July. The actual date and time of maintenance visits will be coordinated primarily with the Chief of Resources (CCR). The alternates are Aircraft Services (TRK) Lead Air Transportation Technician (LN) or Air Cargo Scheduler (LN). A letter with names and phone numbers of designated government individuals will be forwarded to the contractor within 15 days from award of the contract.
1.3 Emergency Calls
1.3.1 The contractor must provide emergency response within 3 hours from notification, to troubleshoot and repair faulty equipment. Emergency response services must be guaranteed 24 hours a day, 7 days a week. If repair of faulty equipment cannot be executed within 4 hours, contractor must notify CCR/TRK personnel immediately.
1.3.2 The Contractor must provide a list of names and emergency phone numbers of personnel to be contacted for emergency response within 15 days from the award of the contract. This list must be provided to CCR.
1.4 Inspection, Maintenance and Repair Parts
1.4.1 Maintenance: Once maintenance is completed the contractor will provide in written report with the maintenance performed. He will also annotate all the work that was performed stamp it and sign the compliance certificates (libretti) we have available for our equipment in accordance with European Machinery Directive 2006/42/EC. Paragraph 1.4.3 applies.
1.4.2 Repair: Upon completion of initial inspection, the contractor must provide via email a written description, stating cause of fault, and a detailed repair plan. Together with it the contractor will provide an estimated cost of the spare parts, and labor.
Original replacement parts are required. If they are no longer manufactured or are not available anymore, the contractor will provide specifications of the parts he is going to install, stating that they equal or exceed the manufacture’s original specification.
For repairs and parts that do not exceed € 400.00, the contractor will notify via email CCR as approving official prior to purchase and start repair procedures.
For repairs and parts that exceed € 400.00 CCR is the approving officials prior to purchase. CCR or alternates will approve/disapprove (e.g. written, email etc…etc…) Contractor will not start working until CCR or alternate approves it, also repair parts purchased will be listed separately on contractors invoice. The technicians who access the building to repair equipment, before leaving the facility must provide a report called “Rapporto di intervento”, detailing all operations performed during their visit.
1.4.3 Maintenance, repair and inspection items listed below are the minimum requirements: Contractor’s activities connected with construction, installation, maintenance and repairs of systems, equipment, tools and machinery (including plants, parts, accessories and appurtenances) covered by European Machinery Directive 2006/42/EC shall be performed so as to maintain current compliance with mentioned directive. Machinery control logs shall be duly signed after each repair or maintenance operation by a certified Contractor’s representative. Recertification processes, revamping or retrofitting of systems, equipment, tools and machinery (including plants, parts, accessories and appurtenances) shall be performed in accordance with European Machinery Directive 2006/42/EC. Related compliance certificates shall be duly signed by a Contractor representative.
1.4.4 All maintenance, repair, (calls will be made based on need or when required) and inspections will be performed IAW manufacturer’s manuals (when available) to include manufacturer recommended service intervals. Inspections will be performed at a minimum, annual if the manufacturer’s documentation does not provide inspection or service information. All inspections will be performed according to the itemized list in table 1.5.
1.4.5 Emergency Lights. 1078 1078-1 Monthly
1.4.6 Inspection of Electrical Rooms and Electrical panels with Circuit Braker, Monthly
1.4.7 Mechanized roll-up doors - quick roll up doors. Semi annual.
a. Ensure of all moving parts are operating safely in accordance with European Machinery Directive 2006/42/EC
b. Examination, cleaning, adjustment, lubrication, repairs, and replacement of parts where necessary.
c. Operate each door while inspecting gears, chains, and other moving parts for free operation, wear, and possible damage.
d. Inspect curtain guides for dents and obstruction.
e. Inspect curtain slates for dents and holes.
f. Inspect and, if necessary adjust the torsion of the counter balance spring.
g. Inspect and, if necessary, apply more lubrication to gears and other moving parts.
h. Inspect the motor for any electrical faults or deficiencies. Correct electrical faults and deficiencies as appropriate.
i. Inspect and, if necessary adjust the limit switches.
j. Related compliance certificates will be duly signed and stamped by the Contractor representative in the Libretto di Uso e Manutenzione we have available for each mechanized roll up door.
1.4.8 Truck Dock Leveler, Annual.
a. Ensure of all moving parts are operating safely in accordance with European Machinery Directive 2006/42/EC.
b. Truck dock lever pits are considered confined spaces. All personnel working there will have to be officially trained and certified. They will operate and follow all procedures that apply to the confined space guide lines. Coordination and approval from 31 FW/SG and 31 FW/CCP are mandatory before starting any operation.
c. Ensure safe operation of all moving parts.
d. Inspect electric wiring and replace frayed or worn wires.
e. Inspect pneumatic/hydraulic/electric equipment, rams and gas shocks for proper operations. Replace as required.
f. Inspect all nuts and bolts for tightness IAW with manufacturer’s documentation.
g. Ensure all mounting nuts and bolts are intact and tightened to manufacturer’s requirements.
h. Clean dock lever pits where mechanism are installed.
Related compliance certificates will be duly signed and stamped by the Contractor representative in the Libretto di Uso e Manutenzione we have available for each truck dock lever.
1.4.6 Gates North, South, Parking, Flightline and their respective walk in gates. Semi annual
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Inspect all pneumatic/hydraulic/electric equipment for proper operations.
c. Verify the metal structure of the gates (net included) and their load-bearing structure as well, to avoid any collapse of the structure.
d. For the sliding gates: verify the solidity of the foundation where the rail guides are installed. Carefully inspect the ground guide rails, making sure there are no dents or other damages that can deviate the travel of the gates’ supporting wheel. The travel area itself will also be carefully cleaned from debris and dirt.
e. Verify bells, keypads system and video/camera monitoring system for all gates, included the walk in ones.
Related compliance certificates will be duly signed and stamped by the Contractor representative in the Libretto di Uso e Manutenzione for each gate.
1.4.7 Passengers Baggage Conveyors. Annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Inspect all pneumatic/hydraulic/electric equipment for proper operations as per manufacturer maintenance manual
c. Inspect all moving parts to ensure safe operation without interference.
d. Ensure areas around, under, and behind the conveyors are clean and free of debris.
e. Inspect gear drives, chains, belts are properly aligned, and provide safe operations. Replace chains and belts when worn, stretched, or otherwise unsafe.
f. Inspect all wiring and replace worn/frayed, unsafe wiring as required.
g. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.8 Automatic entrance and exit doors. Semi annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Perform all maintenance as per constructor’s specification.
c. Inspect all moving parts to ensure safe operation without interference
d. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.9 Automatic sliding doors. Semi annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Inspect all moving parts to ensure safe operation without interference
a. Related compliance certificates will be duly signed and stamped by the Contractor representative
1.4.10 Vortice Fans Warehouse. Annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Perform all maintenance as per constructor’s specification.
c. Check tightening bolts of the fan, blades and any rotator parts. Check tension of the cables, making sure of the stability of the fans. Visually inspect all components to identify any cracks/corrosion.
d. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.11 Vortice Fans Office Section. Annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Perform all maintenance as per constructor’s specification.
c. Check tightening bolts of the fan, blades and any rotator parts.
d. Visually inspect all components to identify any cracks/corrosion.
e. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.12 Fans in the Lobby and Gates. Annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC (pneumatic/hydraulic/electric equipment for proper operations), making sure of all moving parts are operating safely.
b. Perform all maintenance as per constructor’s specification.
c. Check tightening bolts of the fan, blades and any rotator parts.
d. Visually inspect all components to identify any cracks.
e. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.13 Mechanized Doors Baggage Inbound and Manual Roll Up Doors Passenger Cargo Area Semi annual.
a. Perform all tests in accordance with European Machinery Directive 2006/42/EC making sure of all moving parts are operating safely
b. Perform maintenance as prescribed by the manufacturer.
c. Examination, cleaning, adjustment, lubrication, repairs, and replacement of parts where necessary.
d. Operate each door while inspecting gears, chains, and other moving parts for free operation, wear, and possible damage.
e. Inspect curtain guides for dents and obstruction.
f. Inspect curtain slates for dents and holes.
g. Inspect and, if necessary adjust the torsion of the counter balance spring.
h. Inspect and, if necessary, apply more lubrication to gears and other moving parts.
i. Related compliance certificates will be duly signed and stamped by the Contractor representative
1.4.14 Single Split Units. Annual.
a. Clean Filters on the unit inside and the split itself.
b. Control Freon levels with proper instruments, making sure the Freon used is in compliance with actual directives.
c. Inspect Pipes and pipes insulation from the internal to the external unit.
d. Properly clean from dust and debris the coolant unit outside.
e. Related compliance certificates will be duly signed and stamped by the Contractor representative for each unit.
1.4.15 Infrared Heating Warehouse. Annual.
a. Perform maintenance as per Manufacturer’s servicing instruction and in accordance with: EN298-2017

b. Related compliance certificates will be duly signed and stamped by the Contractor representative.
1.4.16 All Other Associated Equipment, monthly/semi annual/annual
a. Inspect all other associated equipment IAW manufacturer’s documentation when available.
b. Perform applicable inspections on all equipment for abnormal wear and tear.
Inspect all internal and external lights of the 724 AMS Compound, including light pole lights of the freight area and the parking lot. Replace when necessary. Control stability of lights fixture to avoid any collapse. Semi annual
c. Emergency Lights for both 1078 and 1078-1. Replace when necessary. Monthly
d. Circuit breaker test in all electrical rooms. Monthly

1.6 Contractor Invoicing
1.6.1 When inspection, maintenance and repair services are completed, the technicians who reports into the Buildings, before leaving, will provide a “Rapporto di Intervento” describing the operations performed. Paragraph 1.4.1 applies after this step.

2.1 For unscheduled holidays, 48 hour notification will be given by the CCR/TRK to the contractor through an email. Contractor will have to reply to the CCR/TRK to confirm receipt of notification. If any maintenance was scheduled, the Contractor will have to insure that the maintenance will be performed within the next 48 hours from the unscheduled holiday.
ADDEDUM TO THE PERFORMANCE WORK STATEMENT
CONTRACTOR MANPOWER REPORTING
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

This solicitation will be using FAR 13.5 Simplified Procedures for Certain Commercial Items The provision at 52.212-1, Instructions to Offerors – Commercial items, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, and e-mail, product description, quantity, unit of issue, unit price (EU or $, Exchange Rate 1$ = EU 0.8582), shipping costs (if applicable), total price, discount terms, and delivery terms.

The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Award decision will be based on comparative evaluations of quotes.
ADDENDUM TO 52.212-2
a. Basis for Contract Award
This solicitation is subject to the Simplified Acquisition procedures (SAP) of the Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil.
The following evaluation factors will be used to evaluate each offer.
Factor 1: Price
Price must be determined to be reasonable and fair. The offeror’s price will be evaluated for award purposes based upon the total price offered. Offerors whose price cannot be determined to be reasonable may not be considered for award. The offer will be evaluated on the Total Evaluated Price (TEP) including: Base Year and four (4) option periods and price for the potential 6 month extension covered by Federal Acquisition Regulations (FAR) 52.217-8- Option to Extend Services. The evaluation of this potential extension shall be accomplished by adding an additional 6 months using the same monthly prices as proposed for the final option period, to the total price for the basic requirement.
Explained: (Total Price for all priced CLINS) + (6 additional months at final option price) = TEP
Factor 2: Technical Acceptability
Factor evaluates offeror’s capability to provide services that meet the Government’s requirement.
a) Detailed description of quality control procedures to include responsibility for surveillance and description of records to be kept, as outlined in the Performance Work Statement, identification and clearly defined authority of the key personnel under Contractor’s organization and inspection system covering all services as outlined in the PWS.
b) Certified manufacturer’s technicians authorized to performed specified maintenances/repair on equipment listed in accordance with the PWS.
c) Contractor shall provide a hazardous waste management plan, see Para 1. Hazmat in the PWS
d) Past experience: Offeror are required to demonstrate capabilities/experience on previous and/or current Equipment Maintenance Service of similar entity within the last three years covering a period of at least one year.The description shall contain as a minimum 3 relevant contracts, experience with Equipment Maintenance Service in a overseas environment including multiple countries/sites and timeframes.
