Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” and FAR 13 Simplified Acquisition Procedures (SAP) as supplemented with additional information included in this notice. This solicitation is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03 effective 12 June 2019; Defense DPN 20190531 effective 5/31/2018 and AFAC 2018-0525 effective 05/25/2018.

FAR 13 PROCEDURES
Notification – This solicitation and resulting Contract will be conducted using FAR 13 Simplified Acquisition Procedures (SAP) in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items, as these services are considered a commercial service.
NOTICE TO OFFERORS: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

ORDERING INFORMATION
• TYPE OF CONTRACT: Firm Fixed Price - Requirements
• CONTRACT PERIOD OF PERFORMANCE: This will be (5)-year Contract, estimated start date: October 1, 2019 ending: September 30, 2024. For administration and tracking purposes, the (5) years will be separated into (12) months performance periods to be called Contract Years.
• INVOICING PROCEDURES: The contractor will submit an invoice for payment, every 30 days for services rendered for each given contract year.
• ESTIMATED MAXIMUM ORDER: The minimum quantity of soiled and other item of total: 150,000 items for Contract Year 1 and for each given Contract Year

PERFORMANCE WORK STATEMENT (PWS)
Laundry & Dry Cleaning Services 31st Force Support Squadron – 4 April 2019
1. DESCRIPTION OF SERVICE
The contractor shall provide all management, tools, equipment, labor and transportation, necessary to ensure that laundry and dry cleaning services are performed for Aviano Air Base, Italy. Specifically, contractor will pick up soiled items from the list of authorized users on delivery schedule (Appendix A), launder or dry cleaning services in accordance with the method(s) listed on the Estimated Workload Data Sheet (Appendices B through E) and return all clean items to the appropriate end user within specified time frame. Contractor must adhere to sanitation and cleanliness standards as required by local, regional, and national standards.
1.1. Operation Control
1.1.1. Laundry and Dry Cleaning services are required for a variety of Aviano Air Base Organizations for diverse items, such as linen, tablecloths, kitchen clothing and other as specified in Appendices B,C,D & E.
1.1.2. The contractor shall be responsible for obtaining all certifications, licenses, permits, and associated documentation to perform all the required services listed in this Performance Work Statement.
1.1.3. The service shall include loading, unloading, segregating, transporting, and obtaining necessary documentation (counting sheet customer/delivery note contractor) for items picked up or delivered.
1.1.4. The contractor shall pick up and deliver to facilities within 30 minutes of scheduled time frame, in accordance with Appendix A.
1.1.5. The contractor shall complete all work required within two days from pick-up time, or by the next scheduled delivery day. Items requiring an extended turnaround time must be coordinated with the designated Mission Owner prior to performance of service.
1.1.6. Any item not delivered within the two days turnaround time and not delivered within the next schedule run will be considered lost if not returned after 15 days and the contractor shall reimburse the Government the exact replacement cost of re-acquiring a new item(s).
1.1.7. Completed items shall be in conformance with commercial industry standards and/or practices for quality of cleanliness, pressing, appearance and packaging. The items shall not only be cleaned in the sense of being free from soil and stains, but also free from bacteria, fungi and micro-organism.
1.1.8. All items shall be wrinkle-free and packaged in clear plastic wrapping or hangers, as appropriate, in accordance with Appendices B,C,D & E.
1.1.9. Contractor-caused damages shall be repaired on a non-reimbursable-basis utilizing conforming materials. The contractor shall replace all missing buttons of matching color and similar appearance and quality. Contractor-damaged items which cannot be repaired, must be replaced or the value of the item reimbursed by the contractor.
1.2. Documentation and handling procedures
1.2.1. An itemized schedule for each pick-up and drop-off location must be submitted monthly to the designated Mission Owner (MO) no later than the 3rd work day of the following month.
1.2.2. Counting of items to be laundered will be accomplished by the government personnel at each pick-up location and verified by the Contractor at the end of each laundering. A copy of each counting sheet will be retained by both parties. If there are discrepancies between the counts, the Contractor will address such discrepancies on a case-by-case basis.
1.2.3. Quantities and sizes of items returned laundered will be annotated on the Delivery Ticket and verified by a government representative by signing this ticket, which will be retained by both parties.
1.3. Performance Requirements
1.3.1. Items found not conforming to the requirements of contract specifications, shall be re-laundered at no additional cost to the Government. After they are re-cleaned, the contractor shall pack these items separately and mark each bundle “Attention Mission Owner”.
1.3.2. The contractor along with the Mission Owner will determine if there are any items considered unserviceable and non-repairable during the pick-up phase, if feasible. If the determination cannot be done during the pick-up phase, but only after the laundering then the Contractor shall contact the MO to notify the issue, and the Contractor shall return the indicated items using a separate packaging. However, it is up to the Contractor to accept performing a trial laundering of items that have undefinable/non-conventional stains (oil, permanent marker, shoe polish etc.).
1.4. Enterprise-wide Contractor Manpower Reporting
1.4.1. The contractor shall be required to input its manpower requirements into the Enterprise-wide Contractor Manpower Reporting Application (ECMRA) in accordance with 10 USC 235 and
2330a. “The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Governmental fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than Oct 31 of each calendar year, beginning with 2013.

3. FURNISHED ITEMS
3.1. Items
3.1.1. The government is responsible for providing only the items to be laundered.
3.2. Contractor-Furnished Property
3.2.1. Contractor shall provide laundry carts for storage and transportation of linens to and from facilities. Contractor shall provide empty carts requested by activity personnel and/or the MO. Empty carts shall be left at locations during pick-up of dirty linens for the next scheduled pick-up.
4. GENERAL INFORMATION
4.1. Quality Control Plan (QCP)
4.1.1. The contractor shall establish and maintain a thorough Quality Control Plan (QCP) that ensures professional laundry services meet standards required by this PWS. This QCP shall accompany the contractor’s quotation.
4.1.2. Monthly records of all inspections conducted by the contractor and necessary corrective action taken shall be made available to the Mission Owner by the 5th working day of the following month.
4.1.3. The contractor must submit the CO (Contracting Officer) with a contingency plan that shall allow the contractor to continue to provide the services specified on this Performance Work Statement in the event of loss or damage of Contractor-furnished item(s). Examples include, but are not limited to, delivery vehicle breakdowns, equipment failures, etc.
4.1.4. Performance Evaluation Meeting. The Contractor Manager or its alternate may be required to meet with the MO and the CO (Contracting Officer), when deemed necessary, during the performance of the service. Subject meeting can be requested by either party.
4.2. Government Quality Assurance
4.2.1. The Government shall evaluate Contractor’s performance by implementing random sampling/surveillance and customer complaint as specified in the QASP (Quality Assurance Surveillance Plan).
4.3. Lost and found property
4.3.1. The Contractor shall inspect and remove any items found in the pockets of clothing or amongst soiled linen, prior to their treatment, and return them to the Mission Owner.
4.4. Contractor Personnel
4.4.1. Designated management personnel shall be required to speak, read and understand all correspondence in the English language without the aid of a dictionary. In addition, must be proficient enough to actively participate in the required meetings with government personnel.
4.5. Security Requirements
4.5.1. Contractor personnel entering the government installation shall abide by all security and safety standards of the installation.
4.5.2. The contractor must obtain pass and identification documentation for all personnel employed under this contract in order to enter this installation. The following forms will be obtained from the Contracting Office.

4.6. Locations, Hours of Operation, Holidays and Down days
4.6.1. Pick-up and delivery of items will be accomplished in accordance with Appendix A, B, and C. Service will not be required on Italian Holidays. American holidays, Wing down days and family days are non-service days except for Lodging (TLF included) and Club. Delays may be expected occasionally during Wing exercises at certain pick up and drop off locations.
Contractor will not be held responsible for delays caused by these circumstances, nor will they be provided additional compensation for such delays.

TECHNICAL DEFINITIONS RELATED TO THIS PWS.
a. Clean. Laundered articles are dry and free of visible soil, lint and objectionable odor.
Spots and stains are removed where practical without fabric damage. No residual harmful chemicals are present.
b. Contractor. An individual, partnership, or organization having a contractual relationship with the Government for provision of service.
c. CO (Contracting Officer). The person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings.
d. Launder/Laundering. To clean by chemical and mechanical action materials composed of natural or synthetic fibers. For the purposes of the contract the terms include tumble-drying, ironing, folding, and all other industry standard processes, which textile products undergo while in the laundry.
e. Linen. Reusable textile items composed, in whole or in part, of natural, synthetic or blended fibers.
f. MO (Mission Owner). Refers to the individual(s) designated to perform specific technical or administrative functions related to a contract in his/her/their mission area. MO is designated to conduct appropriate surveillance and reporting of contractor performance in order to ensure that services received by the Government are adequate to the standard required as per the Performance Work Statement.
g. Packaging. Packaging is the process by which cleaned garments and linen are returned to the Customer. Linen is delivered in linen carts by quotas according to established arrangement agreed upon by the MO, all linen is packaged securely to prevent possible contamination.
h. Quality Control. Those actions taken by the Contractor to control the production of goods or services so that they will meet the requirements of the PWS.
i. Sanitation. In a clean state, protected from the contamination of pathogenic organisms.
