Project/Program Name: Computed Radiography Scanner Systems

Section B: Description of the Supplies/Services Required

(2) Computed Radiography (CR) Scanner Systems with Multi-imaging plate scan throughput, Smart erase halogen system, 25 Micron sampling resolution, Minimum of horizontal/vertical 8.0 LP/MM. Utilized for aircraft inspections and weld certification tubes, without additional firmware updates. Includes training personnel.

Section C: Justification for Soliciting from a Single Source or Brand Name

TO 33B-1-2 paragraphs 4.2 a,b, and c, state that Crack Detection systems, Welder Certification systems, and General Use systems SHALL use CR system components and settings listed in Table 4.

TO 33B-1-2 Table 4 lists 5 approved CR systems from 2 manufacturers. The approved CR systems are:

Brand - Carestream/Kodax Model - HPX-1 Brand - General Electric Models - CR25(or 35)NDT, CR50P, and CR Flex

Based on the above information, this justification to use other than full and open competition is authorized

IAW

FAR 13.106-1(b)

Section D: Efforts to Obtain Competition

Technical Order 33B-1-2 and 00-25-252 specifically states that the purchase of the above brands and models are required. Currently there are not any other brands approved for use. If regulations change to approve other brands/ systems for usage, efforts will be made to obtain competition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Technical Order 33B-1-2 and 00-25-252 currently do not approve usage of any other brands or equivalent products.
