REPAIR SEWAGE SYSTEM 606 ACS COMPOUND,
AREA F, AVIANO AIR BASE, ITALY
31CES/CENMP 2
1. SCOPE OF WORK. The Contractor shall provide all management, tools, supplies, equipment, transportation and qualified personnel necessary to repair the sewer line inside 606 th compound in
Area F. Contractor shall replace existing secondary sewer lines for buildings 1342, 1380, 1381 and
1335, including septic tanks removal for bldg. 1379 and connection of the facility to main sewer line within the compound. The project foreseen the demolition of existing concrete pavement, its reconstruction, trenches excavation and sewer lines replacement from the buildings to nearest main sewer line manholes as shown in the attached drawing.
Contractor shall comply with current regulations and laws in force. Contractor shall store their materials in designated areas as specified by the Project Inspector or Representative. Period of performance shall be 30 calendar days to allow material procurement, work completion and clean up.
2. WORK LOCATION. Work place performance will be Area F, Aviano Air Base, Italy.

3. WORK SITE CONDITIONS
a. The Contractor shall provide electricity on work site, if needed, with its own power generator at no additional cost for the Government. Water will be available but Contractor shall provide a temporary above ground line if needed. The Contractor shall not alter characteristics and shall observe conservation practices at all times. All connections shall be the responsibility of the Contractor including restorations to initial conditions.
b. Authorized work hours and days. Performance of work hereunder shall be from Monday through
Friday excluding holidays from 08.00 to 17.00 hours. Work during weekends or holidays may be requested by the Contractor with a minimum of 10 days advance notice, however the Contracting
Officer has the right to deny such request if reasons requiring weekend and holiday work are not valid or for security or other necessities.
c. Toilet facilities in the vicinity of the work site shall not be always available for Contractor use.
When toilets are not available, it will be contractor responsibility to provide temporary porta-potty at no additional cost for the Government. Contractor shall use facilities in a manner to maintain their state of cleanliness and hygiene.
d. The Contractor shall not use base refuse containers to discard debris. All construction debris shall be discarded by the Contractor off base at authorized sites according to category of debris/refuse in strict observance of all host country laws, decrees and local regulations in force.
e. The Contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety. At all times the Contractor will assure all personnel are wearing the correct safety equipment when performing their work, such as steel toe boots, gloves, reflective gear and any other equipment deemed necessary to perform their work in the safest form. The Contractor shall also assure all personnel comply with Italian laws DM. 81/08.
f. Interruption of utilities. Utilities shall not be interrupted until approval is received from the
Contracting Officer. Any such need shall be requested in writing by the Contractor at least 15 days in advance of the needed interruption. Requests for utility interruption shall indicate the type of utility to be interrupted, the type of operation requiring the interruption, the date and duration. To the maximum extent possible interruption shall be scheduled on weekends or U.S. holidays in order to minimize impact to base activities.
h. The Contractor shall perform no digging until receipt of a completely coordinated AF form 103 from the Contracting Officer.
g. At least 10 days prior to the pre-final inspection, the Contractor shall furnish to the Contracting
Officer all installed equipment operation and maintenance documentation, certificates concerning installed systems as required by host country laws, test reports and results and as-built drawings where required by host nation laws.

4. GENERAL NOTES
1. At the end of the work, the Contractor shall provide the Government with three copies of the following documents: for warranty call purpose, 3 copies of letter identifying project number, item, company address, phone number, point of contact, item warranty expiration date, etc.
2. Once issued NTP, Contractor is required to contact CEAOR (Ms. Cristina Rossetto 0434-305691) and schedule a meeting to fill Form DD1354 with appropriate project data for real property capitalization (DD1354 and category codes list CATCODE_LIST_2010 are available in engineering office during normal hour of operations). Contractor is required to provide final Form DD1354 for
31CES/CD signature before contract close out.
3. The contractor shall provide three sets of AS BUILT drawings signed and stamped by qualified engineer and CD with autocad and pdf electronic version of same drawings (AUTOCAD Release
2010 for drawings). Drawings shall be geospatially referenced using real world coordinates WGS-
1984 UTM 33N. 31CEP/CEPT section (0434-305488) will provide an AutoCAD drawing that is geospatially referenced for the contractor to use as a background;
4. The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the Government.

5. WORK DESCRIPTION
Each item of the schedule is inclusive of furnishing and installation of materials and equipment, scaffolding, transportation to dump or storage of demolished and/or removed materials, in accordance with contracting officer's instructions and all finishing work required to make each item complete in a workmanlike manner.
All the quantities that are indicated or successively added are estimates. Therefore the government shall be not held responsible for the accuracy of the estimated quantities. The contract requires a completed project on a lump sum basis. It is therefore the responsibility of the contractor to calculate, foresee and perform all quantities and work necessary even if not mentioned in the specifications but included in the drawings and/or are manifested, in order to deliver a complete project based on its overall scope.
5.1 Excavation in any kind of soil for new sewer line installation until the depth of 2.50 mt.
Item includes :
- Trench excavation 2.50 m /lm;
- Loading and transportation of resulting material to authorized dump site and dumping fees;
- All operations necessary for the workmanlike execution of the work.

5.2 Backfilling operation of previous excavated trenches.
- Furnishing and installation of selected river sand 0.30 m /lm;
- Backfilling with selected previously digged earth material;
- Soil compaction at 95% of max density AASHO modified test;
- All operations necessary for the workmanlike execution of the work.

5.3 Demolition of existing reinforced concrete pad/sidewalk.
- Saw cut of the pavement edges:
- Demolition until 30 cm thickness reinforced concrete surfaces, including sub-base;
- Loading and transportation of resulting material to authorized dump site and dumping fees;
- All operations necessary for the workmanlike execution of the work.

5.4 Demolition/removal of two existing septic tanks in front of building # 1379.
Item includes:
- Removal of two concrete septic tanks having diameter 2.50 mt and height of 4.00 m each;
- Removal of bushes and a concrete benches;
- Backfilling with washed gravel material, 50-60 mm size and compaction;
- Loading and transportation of resulting material to authorized dump site and dumping fees;
- All operations necessary for the workmanlike execution of the work.

5.5 Furnishing and installation of concrete floor for external area (pad and sidewalk), up to 30.0 cm height , consisting of concrete cast in place of class C25/30 and reinforced with B450C 20x20 cm , 8 mm diameter electro-welded steel wire mesh. Floor surface will be hardened with quartz 4kg/mc and final finish will be rough and worked with helicopter. Item includes new concrete sidewalks/pad where septic tanks have been removed and any other burden to give a job performed in a workmanlike manner.

5.6 Furnishing and installation of PVC SN8- SDR 34 pipes for sewer line, according to UNI norm EN
1401, diameter 200 mm, including all necessary fittings and special parts. Item includes removal/demolition of existing discharge lines where new sewer lines will be installed, loading and transportation of resulting material to authorized dump site and any other burden to give a job performed in a workmanlike manner.

5.7 Furnish and installation of siphoned monolithic SIFOVALVE 160 manhole, with check valve, made entirely of PUR (polyurethane rigid) or similar approved, provide with PVC siphon valve, swing check and special circular doors for inspection and having dimensions (excluding fittings ) 280x775 mm, height adjustable with suitable extension elements PUR up to reach the level of the paving.
Manholes shall be provided with sliding sleeve connection to the pipe coming and special manhole cast iron cover class C-250, dia. 540 mm. Item includes excavation works for the interception of existing sewer line just outside each building, cutting existing sewer line, pouring lean concrete as support base and any other work necessary to give a job performed in a workmanlike manner.

5.8 Provide manpower, materials and equipment necessary to open/close holes in the existing main concrete sewer manholes in order to give to new sewer line a minimum slope of 2%. Item includes any other work necessary to give a job performed in a workmanlike manner.

5.9 Restoration of the grass area affected by the digging operation, through the furnish and laying down of 15 cm top soil, including mechanical seeding with special 30gr/sq.m. seed mix.

6. APPLICABLE TECHNICAL SPECIFICATIONS
The following sections of the Master Specifications for construction projects of the Air Base in
Aviano (PN), Italy, dated November 2005 and applicable modifications, shall be applicable to the present project, togheter with the List of Work Items to be performed:
