SUBJECT: Request for Quotes (RFQ) FA5682-15-Q-5095 Dining Facility Serving Lines, Aviano AB Amendment 1 (Changes are in red)
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This is a local set-aside IAW with FAR Part 5.202 (a) (12).
3. Quotations are due in this office by 16:00 hrs Central European Time (CET) on 14 September 2015. Quotations may be hand delivered (no receipt released), e-mailed or faxed. It is important that you cite the RFQ number in your correspondence. Any offer must be exclusive of taxes. Our payment term is net 30 days from the acceptance of the service rendered and or submission of related invoice.

6. Scope of Work. Connection, replacement and assemble of all purchased/new equipment on the serving line to include: serving line in its entirety, refrigerator coolers, heating wells, tray sliding bars, cashier stations, and any miscellaneous. Contractor will remove, load, and transport all packaging material to authorized dump, dumping fees and any other burden to have a job performed in a work-man-like-manner. Note this is not a 1 for 1 exact replacement.
The contractor shall not use base refuse containers to discard debris. The work site shall be clean and free of debris at the end of every workday. All construction debris shall be discarded by the Contractor off base at authorized sites according to category of debris/refuse in strict observance of all host country laws, decrees and local regulations in force.
Disconnection and removal of all existing kitchen serving line and equipment which includes: serving line countertops, serving line storage cupboards, refrigerator coolers, plate warmers, cashier stations and any miscellaneous items. Item includes disassembling of all equipment, disconnection of utilities, loading and transportation of material to authorized dump, dumping fees and any other burden to have a job performed in a work-man-like manner.
7. Contractors are requested to complete installation and removal in 2 phases, to allow for full operation of the facility. For planning purposes, the layout will be divided in half down the middle. Contactor must coordinate with the customer in advance to decide on phase details.

This solicitation will be using FAR 13.5 for Certain Commercial Items
The Federal Acquisition Regulation Provisions below are current to FAC 2005-83:
(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The following addenda are made to the provision. Paragraph (b) Submission of offers is added to read: Quotations shall contain at a minimum the following information: Company name, POC name, phone, and e-mail, product part number, product description, quantity, unit of measure, unit price, shipping costs (if applicable), total price, discount terms, delivery terms.
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. There are two specific evaluation criteria included in paragraph (a). The first one is (i) technical capability of the item quoted to meet the requirement of that provision. The last one is (ii) price. The Lowest Price Technically Acceptable Source Selection Process will be used in this acquisition.
(x) The provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this acquisition. The quotation must include a complete copy of this provision. See https://www.acquisition.gov.
(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following addenda are made to this clause. Paragraph (a) Inspection/Acceptance is added to read: The contractor shall use the Wide Area Workflow web page at https://wawf.eb.mil/index.html to submit invoices for acceptance. Paragraph (o) Warranty is added to read: The contractor shall provide all standard commercial (including manufacturer) warranties to the United States Government. The Government reserves the right to award on a CLIN by CLIN basis. All, some, or none of the CLINs may be awarded depending on AVAILABLITY OF FUNDS.
(xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (DEVIATION), applies to this acquisition
(xiii) This is a planning requirement and funding is not currently and may not become available. The government retains the right to award or not award based on this RFQ.
