Work shall be conducted at contractor facilities for remote diagnostics, engineering, and off-site warehousing, with all in-person service visits, vehicle modifications, and training occurring within the USAFE-AFAFRICOM area of operations as mission requirements dictate.
Key technical objectives include: providing up to 500 hours of service labor including remote diagnostics (phone/video) and ten in-person Europe-based service visits covering up to five days each; procuring and managing off-site storage for 115 comprehensive modification material replacement kits (102 line items) with two-week shipping capability and six complete diagnostic tool sets; finalizing and securing official ATTLA certification for all fleet vehicles; engineering and implementing van modifications including updated removable life support systems (A/C units), spare/backup WS500 devices for battery charging, and deletion/bypass of Add Blue systems on 2024 model vans; conducting up to two Europe-based in-person training visits on operational use and start-up/shutdown procedures; and delivering one updated digital Standard Operating Procedure per vehicle annually with comprehensive end-user guides maintained across the fleet.

Statement of Objectives: Mobile Diagnostics and Integration (MDI) Service Support
1.0 Purpose
The purpose of this SOO is to obtain comprehensive lifecycle support, vehicle modifications, training, and logistical sustainment for the Mobile Diagnostics and Integration (MDI) van fleet.
2.0 Scope
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform remote and OCONUS maintenance, parts warehousing, ATTLA certification, and system training for the MDI platforms supporting the 435th Air Ground Wing Operations (435 AGOW). Services will exclude coverage for both mechanical and cosmetic issues affecting the vehicle, including but not limited to the engine, transmission, suspension, bodywork, paint, interior and exterior finishes.
However, service will cover the maintenance, repair, and upkeep of any modifications and modification materials made to the vehicle that are directly related to the services requested above.
3.0 Period of Performance
The anticipated Period of Performance shall consist of one (1) 12-month Base Year and two (2) 12-month Option Years.
4.0 Place of Performance
Work shall be conducted at the contractor's facilities (for remote diagnostics, engineering, and off-site warehousing) and on-site within the United States Air Forces in Europe - Air Forces Africa (USAFE-AFAFRICOM) area of operations. All in-person service visits, vehicle modifications, and training evolutions shall occur within the USAFE-AFAFRICOM AOR as dictated by mission requirements.
5.0 Technical Objectives
The Government requires industry to develop a Performance Work Statement (PWS) that meets or exceeds the following performance objectives:
Objective Area Expected Outcome / Requirement
Field Service & Maintenance
Provide up to 500 hours of service labor, including remote diagnostics (phone/video) and up to ten (10) Europe-based in-person service visits. Visits must cover up to five (5) days (including travel) to repair, modify, or maintain inoperable vans.
Logistics & Warehousing
Procure, manage, and provide off-site storage for 115 comprehensive modification material replacement kits (comprising the 102 line items detailed in Appendix A).
Ensure capability to ship these materials to 435 AGOW within a two (2) week timeframe. Provide six (6) complete sets of specialized diagnostic tools.
Air Transportability Certification
Finalize, implement, and secure official Air Transportability Test Loading Agency (ATTLA) certification for all vehicles operating under this contract to ensure global mobility readiness.
System Modifications & Upgrades
Engineer and implement required van modifications: 1) Install updated, removable life support systems (A/C units). 2) Integrate spare/backup WS500 devices for Jule battery charging. 3) Execute the deletion/bypass of Add Blue systems on 2024 model vans.
Training & Readiness
Conduct up to two (2) Europe-based, in-person training visits focusing on operational use and detailed start-up/shutdown procedures to ensure end-user proficiency.
Technical Documentation
Deliver one (1) updated digital Standard Operating Procedure (SOP) per vehicle annually. Maintain and distribute comprehensive, up-to-date end-user guides across the fleet.
