1. SCOPE OF WORK
The contractor shall provide all personnel, equipment, tools, materials, training, supervision and other items and services to perform operations, maintenance and support (OM&S) for the portion of the Multinational Aircrew Electronic Warfare Tactics Facility (MAEWTF) managed by United States Air Forces in Europe (USAFE) as defined in this Performance Work Statement (PWS). The contractor shall ensure that a sufficient workforce is provided to accomplish all requirements in this PWS, in accordance with all applicable regulations, circulars, notices, technical orders and manuals.
1.1 MISSION DESCRIPTION
The primary mission of the MAEWTF, hereafter referred to as Polygone, is to provide USAFE, United States Army Europe (USAREUR), United States Navy Europe (NAVEUR), North
Atlantic Treaty Organization (NATO) and other nations, aircrew tactics evaluation and electronic combat training. The overall operation of the Polygone range is the combined responsibility of
U.S. Air Force (USAF), German Air Force (GEAF) and French Air Force (FAF) personnel.
However, the contractor responsibilities are limited to those listed in this PWS and oversight is performed only by the U.S. portion of the MAEWTF. The U.S. portion of Polygone operates under Detachment 3, Warrior Preparation Center. The contractor shall provide services in support of Detachment 3 requirements. To ensure mission support, effectiveness and overall success of aircrew training, the contractor shall coordinate and cooperate with assigned GEAF and/or FAF personnel during specific operations on a case by case basis. If, on a specific occasion, such efforts jeopardize U.S. or other nations’ military security; are not considered within scope of this contract; or the resulting action would cause an increase in contract costs, the contractor shall notify the Detachment Commander, Contracting Officer Representative (COR) and Contracting Officer (CO) immediately. Under these circumstances, the contractor shall not proceed with further action until notified to do so by the CO.
1.2 FLEXIBILITY
The Government requires flexibility to support changing mission requirements. The contractor shall support all Polygone air and ground operations, as required/requested for aircrew and ground personnel training to include temporary and/or geographically separate operations. In addition, the contractor shall support range threat system/equipment modifications, upgrades, modernizations, additions, replacements or removals. The contractor shall adapt new techniques and technology to keep the range support capabilities abreast of mission requirements, to include ground support operations. Additionally, deployment/Temporary Duty (TDY)) of personnel and equipment may be necessary to support mission requirements. Deployments/TDY will primarily take place in Europe; however, world-wide deployments/TDY are possible.
1.2.1 OPERATIONAL TRAINING
If requested, the contractor shall provide operational training to U.S. DoD, GEAF, FAF or other personnel, for the purpose of augmenting contracted operations. Training shall be for equipment listed in Appendix 2, section 2, as requested.
1.3 HOURS OF OPERATION
The contractor shall support the range hours of operations listed in the MAEWTF Aircrew Procedures Guide. The scheduled range operations time period is when aircraft will use the range. This time is normally from 0900-1700 CEST, late March thru late October (summer ops) and 0900-2130 CET, late October through late March (winter ops). The contractor shall, however, be aware that the Range operations window is from 0700-2200 local time and that the
Government could have short notice changes to the operations time period. DMO missions may require an operations window from 0400-0900. The Government may also require additional hours up to 12 hours per day on approximately 45 days per year in support of Special Requests.
Additionally, the Government may require operations outside the 0700-2200 window up to 30 days a year. The Government will notify the contractor of any shifts in the hours of operation to the schedule the prior workday no later than 1700L. When inclement weather conditions or range closures prohibit flying operations and contractor equipment operations on a particular day, the contractor may perform equipment maintenance during this time.
1.3.1 HOURS OF OPERATION - FIXED SYSTEMS
The contractor shall be able to operate all fixed systems, defined in Appendix 1 and specified in Appendix 7 during the entire scheduled range hours of operations time period for each day. Exempt from this requirement are those systems non-operational for reasons of depot maintenance or a system outage determined outside the control of the contractor.
The fixed system hours of operation does not include startup, shutdown and scheduled maintenance action times. Unscheduled maintenance may be performed during hours of operation on a non-interference basis.
1.3.2 HOURS OF OPERATION – MOBILE SYSTEMS
The contractor shall be able to operate mobile/portable systems, defined in Appendix 1 and specified in Appendix 7 on an as required basis with no less than 90 minute notice during the course of the scheduled range hours of operations time period for each day. Mobile system operations shall typically be limited to a maximum contractor employee single eight work hour shift, five days per week, to include driving, set-up, hours of operation and shutdown time. The hours of operations will be based on the flying schedule. Mobile system operations may be conducted within the local area (100 nautical mile radius around Pirmasens site) or outside the local area (deployed/TDY). Local area mobile/portable system hours of operations depend on the distance driven from Pirmasens and 1 hour for set-up and shut down time for a given mission or missions (i.e. 200 miles round trip – 3 hours of operation, 100 miles round trip – 5 hours of operation, 50 miles round trip – 6 hours of operation, 25 miles round trip – 6.5 hours of operations and on main operating location – 7 hours of operation).
Deployed location mobile/portable system hours of operations begin upon arrival to the operational location and end upon departure from the operational location. The mobile system hours of operation does not include scheduled maintenance times. Unscheduled maintenance may be performed during hours of operation on a non-interference basis.
Operators will mobilize and set up a mix of threat systems based upon the daily mission schedule and each mission’s requirements. The operating locations for mobile/portable systems are typically, but are not limited to, locations within the Polygone range boundaries as defined by the MAEWTF Aircrew Procedures Guide.
