DESCRIPTION OF SERVICES
1.1. This is a non-personal services contract for Chapel Support Services within the
Kaiserslautern Military Community (KMC). The contractor is responsible for the administrative support, logistical support, and overall management required for the sixteen (16) Chapel Support Service positions listed in Para 1.1.1.
1.1.1 Scope of Responsibilities. The contractor shall provide qualified individuals to support chapel services and programs within the KMC, as specified in this PWS. This includes the planning, coordination, and surveillance of the activities necessary to ensure individuals meet and maintain all required qualifications for their respective positions. The contractor shall ensure all individuals understand their respective responsibilities outlined in this PWS. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct and control all tasks and activities under this contract. The Contractor shall provide all management, personnel, transportation, supervision, and other items necessary to perform Chapel Support Services as defined in the attached addendums for each of the following positions, as requested by the Government:

1.1.2 Positions funded by Chapel Tithes & Offering Funds (CTOF) and volunteer positions are not within scope of this requirement.
1.1.3 Minimum Program Requirements, Tasks and Responsibilities.
1.1.3.1. The Contractor is responsible for the administrative support, logistical support, and overall management required for the Chapel Support Services contract.
1.1.3.2. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined in this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential and required.
1.1.3.3. The Contractor shall ensure each position is accomplished within the terms of the contract and in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for removal from the contract. The initial notification will be provided by the Government to the Contractor within 48 hours. The contractor shall provide a response within 72 hours of the initial notification.
1.1.3.4. Be the point of contact between the Contractor employees and the Contracting Officer and Ramstein AB Chapel staff.
1.1.3.5. Contractor shall inform the Contracting Officer (CO) and Service Chaplain of any changes to any employees before service is performed.
Contractor shall provide these notifications within 72 hours and ensure services will not be interrupted.
1.1.3.6. The Contractor shall provide the CO and the Service Chaplain with their work number and cell phone number in case of emergency. The contractor shall be available in person or via telephone within 24 hours, regardless of any federal holidays or weekends, to handle such situations.
1.1.3.7. The Contractor shall ensure accurate submission of invoices and supporting documentation no later than 10 days after the end of each monthly performance period.
1.1.3.8. The Contractor is solely responsible for all tax liabilities, to include any local or Host Nation taxes. No provisions are implied or provided in this contract for any benefits such as medical care, retirement or worker’s compensation.
1.1.3.9. The Contractor shall submit a Quality Control Plan (QCP) with their proposal. The CO will notify the contractor of acceptance or required modifications to the plan. The Contractor shall make appropriate modifications and obtain acceptance of the plan by the CO within 30 days.
The QCP shall contain, at a minimum:
1.1.3.9.1. The inspection system to cover all services. Description shall include specifics as to the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, and the title/organizational placement of the inspector(s).
1.1.3.9.2. The methods to be used for identifying and preventing defects in the quality of services performed.
1.1.3.9.3. How records will be kept. Records must document all inspections and corrective or preventative actions taken.
1.1.3.9.4. Description of procedures for key and lock combination control IAW sections 2.1.8. and 2.1.9.
2.0 GOVERNMENT PROVIDED EQUIPMENT, FACILITIES AND
SERVICES
2.1. Government Provided Equipment and Facilities. The Chapel shall provide all facilities and equipment required for the performance of each individual serving in their religious position.
2.1.1. Accompanists and Music Directors. The Chapel will provide each position with music materials, instruments (i.e. piano, organ, keyboard, guitar, etc.), and other equipment deemed necessary to perform services described in this PWS.
2.1.1.1. The Government will maintain proper care of these instruments.
Normal wear and tear will be acceptable. The accompanists or music directors shall report to the Chapel staff the condition of the instruments, as well as identify any need for maintenance on them. The Contractor will be responsible for repair or replacement of damaged equipment due to negligence or misuse.
2.1.1.2. The Contractor or their personnel shall submit purchase/repair requests as needed for support of their music program.
2.1.1.3. Ensure that chapel equipment used outside of the chapel facility is signed out on an AF Form 1297, Temporary Issue Receipt, and proper resource protection measures are taken for the duration the equipment is outside the chapel. Removal of chapel equipment must be coordinated with Equipment Custodian.
2.1.2 Religious Education Coordinators. The Chapel will provide office space with a desk, chair, computer, printer, filing cabinets, phone, and expendable office supplies to perform services described in this PWS.
2.1.3. Local Area Network (LAN). The government will provide limited access to the existing LAN. The workers shall not use the LAN for purposes other than for work required under this contract.
2.1.4. Contract employees shall receive documented Information Assurance (IA) training within 30 days of their start, by the government, prior to receiving access to the local area network (LAN). Authorized users will receive initial IA orientation and annual awareness training to ensure they know, understand, and apply the IA requirements of Air Force Instruction and IAs. The minimum orientation and awareness requirements for users are outlined in DoD 8570.01.-M. IA Program.
The workers shall comply with the established Command, Control, Communication, and Computers (C4) Systems IA Program to integrate security education, training, and awareness covering the Communications Security (COMSEC), Computer Security (COMPUSEC), and Emissions (EMSEC) disciplines.
2.1.5. Facility Requests. The Contractor and their personnel shall use established local procedures to arrange for the use of facilities for all meetings, rehearsals, and programs. Requests should be made in a timely manner to the Chapel staff.
2.1.6. Facility Usage. The Contractor and their personnel shall ensure all facilities are opened, equipped, and ready for use prior to the start of their meetings, rehearsals, services, or programs.
2.1.7. Facility Security. The Contractor and their personnel shall ensure all facilities are properly secured and cleaned at the conclusion of their meetings, rehearsals, services, or programs.
2.1.8. Keys. The Contractor shall establish and implement methods of ensuring that all keys, if any, issued by the chapel staff are not lost or misplaced, and not used by unauthorized persons. These keys are the property of the U.S.
Government and shall not be duplicated. The Contractor shall develop procedures covering key control and include them in the Quality Control Plan.
Upon termination of the contract, keys will be returned to the appropriate facility manager. Any lost, damaged, misplaced keys will be replaced at the expense of the contractor.
2.1.9. Lock Combinations. The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combination no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
2.2. Government Provided Services. The Chapel shall provide certain services in accomplishment of this PWS.
2.2.1. Telephone Services. The Government will provide a DSN telephone line for the sole use of conducting Government business. The DSN line shall not be used to transact personal business by contractor personnel.
2.2.2. Conservation of Utilities. The Contractor shall ensure utilities conservation practices are in place and shall be responsible for its personnel operating under conditions which prevent the waste of utilities which include the following:
2.2.2.1. Lights shall be used only in areas where and when work actually being performed.
2.2.2.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the Contractor or by Contractor employees unless authorized.
2.2.2.3. Water faucets or valves shall be turned off after the required use has been accomplished.
3.0. GENERAL INFORMATION
3.1. Hours of Operation. Normal Ramstein Chapel workdays are Monday through Friday except US Federal Holidays and family days (per USAFE-AFAFRICA Family Day Program Calendar). Hours of operation for Chapel staff are from 0730 to 1630 Monday through Friday. Regular meetings will not be held during the below US official holidays. Federal holidays are as follows: New Year’s Day January 01, Martin Luther King 3rd Monday of January, Presidents Day 3rd Monday of February, Memorial Day Last Monday of May, Independence Day July 04, Labor Day 1st Monday of September, Columbus Day 2nd Monday of October, Veterans Day November 11, Thanksgiving Day 4th Thursday of November, Christmas Day December 25. Should a religious holiday coincide with a Federal holiday, the religious holiday will take precedence and the contractor will be expected to provide service IAW the PWS.
3.2. Places of Performance. Ramstein chapel locations include Northside Chapel (Bldg #1201) and Southside Chapel (Bldg #2403) on Ramstein Air Base and Kapaun Chapel (Bldg #2782), Kapaun Annex (Bldg#2784) on Kapaun Air Station and Vogelweh Chapel (Bldg#2063) on Vogelweh.
3.3. Employee Training. The Contractor shall conduct initial training for all new contract personnel, ensuring that all contract personnel are abiding by protocols set forth by the government and Ramstein Air Base guidelines. The Contractor shall maintain training and experience records for each employee during the period of this contract that reflect sufficient personnel are qualified to accomplish all tasks required by this contract. Provide status of employee training upon the government’s request.
3.3.1. A member of the Chaplain Corps shall provide orientation training to acquaint the Contractor with office personnel, facilities, protocol and procedures. Additional training, at the expense of the government, may take place throughout the contract period, as needed.
3.3.2 Privileged communication training, taught by the Superintendent of Religious Affairs or designee, shall be required within 20 days upon hiring for each position.
3.4. Identification of Contractor Employees. All contract personnel attending meetings, answering government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
3.5. Child Care Requirements. Due to DoD Manual 1402.05 and AFI 52-101 requirements, Contractor will be responsible to ensure all employees whom work directly with children have the required record checks completed during the initial hiring phase of the contract.
3.5.1. Contractor will ensure all personnel with child care requirements receive and wear the appropriate badges when conducting their duties.
3.6. Privately Owned Vehicles. Each contractor employee driving a privately owned vehicle on the installation must carry minimum liability insurance as required by German laws. Contractor employees shall adhere to all posted speed limits and shall not use hand-held cellular telephones while driving on the installation for phone calls or texting. Use of seatbelts is mandatory.
3.7. Crisis. Contractor access to the installation may be denied during a national emergency or crisis situation called by national command authorities or overseas combatant commanders. Such circumstances are deemed beyond the government’s control and access to the installation may be limited in such circumstances on the basis of public safety and installation security. Should limited access be necessary, the Contracting Officer will inform the Contractor in writing and identify the date when services may resume, if possible. The Contractor will not be held liable for lost time and will not be paid during these situations. This service is not deemed mission essential IAW DFARS 237.76.
3.7.1. Alternate Place of Performance – As determined by the Contracting Officer, in conjunction with the chaplains, contractor employees may be required to work at an alternate place of performance in cases of unforeseen conditions or contingencies. Contractor employees shall prepare all deliverables utilizing contractor resources and shall use best efforts to provide the same level of support as required by this PWS.
3.8. Privacy Act. Work on this contract may require that personnel have access to information protected by the Privacy Act. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations when handling such information.
3.9. Records. The Contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in the PWS or required by the provisions of a mandatory directive. If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within 72 working hours of receipt of the request.
3.10. Insurance. The contractor shall obtain the necessary insurance as required by FAR Part 28.3. The minimum amounts of insurance will be maintained IAW
FAR 28.307-2.
3.11. Inclement Weather. If the base closes due to inclement weather, the contractor will be released, by the installation commander, with the general population of the base at no decrement to contract price. The contractor will follow the local procedures for reporting in inclement weather as advertised on local television and radio stations.
3.12. Transition Period: In the event a follow-on contract is awarded to other than the incumbent contractor or if the operation reverts to in-house, the contractor shall provide 30 calendar days of OJT training to the incoming contractor or government personnel. The contractor shall integrate the incoming contractor personnel or government personnel into the regular work schedule in order to maximize OJT benefits. During the transition period, the contractor shall be fully responsible for scheduled contract ministries. This transition period will not be separately priced.
4.0. CONTRACTOR PERSONNEL
4.1. Employee Requirements. It is responsibility of the Contractor to ensure that all hired personnel, regardless of their functional area, meet the below requirements:
4.1.1. Conflict of Interest. Contractors or sub-contractors shall not be any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense Directive (DoDD) 5500.7-R, Joint Ethics Regulation. The Contractor personnel shall not employ persons for the work of this contract if such employment would create a conflict of interest per Air Force Instruction (AFI) 64- 106, Contractor Labor Relations Activities.
4.1.2. Personal Conflict of Interest (PCI). The term “PCI” means that a contractor employee assigned to the contract has interests which (i) may diminish his/her capacity to give impartial, technically sound, objective assistance and advice in performing this contract, (ii), nay otherwise result in a biased work product under this contract, or (iii) may result in an unfair competitive advantage. Any potential instance of PCI must be reported to the CO immediately.
4.1.3. All contractor personnel shall have strong written and oral communication skills and be able to efficiently plan and organize, communicate, and manage diverse program requirements and they must have MS Office skills.
4.1.4. All contractor personnel shall read/comprehend, write, and speak English fluently in order to fulfill their Performance Work Statement (PWS) requirements.
4.1.5. All contractor personnel must have a High School diploma, General Equivalency Diploma (GED) Certificate, or compulsory education equivalency.
4.1.6. All contractor personnel shall have the ability and willingness to provide services in an ecumenical and pluralistic environment and a willingness to adapt themselves to the direction/vision of the Wing Chaplain.
4.1.7. All contractor personnel shall be knowledgeable on the faith/practices of the specific faith-group in which they are serving, in accordance with their respective addendum.
4.1.8. Consistent with Department of Defense and Air Force policy, chaplains are to adhere to the requirements of their endorsing religious organizations while providing for the spiritual and religious needs of all active duty personnel, their families, and other authorized personnel. Thus, in order to honor each chaplain’s commitment to be faithful to his or her ecclesiastical endorsing religious organization’s requirements and to the supervision of their denominations, candidates for these positions must respect the presiding chaplain’s endorsing religious organization’s requirements. Should candidates have beliefs that don’t align with the presiding chaplain’s religious organization’s requirements they will remain silent to preserve good order within the faith community.
4.1.9. All contractor personnel shall attend any meetings identified by their designated Service Chaplain.
4.1.10. All contractor personnel shall communicate effectively and cooperate with their designated Service Chaplain, staff and parishioners.
4.1.11. All liturgies within the parish are at the discretion of the Chaplain.
4.1.12. All contractor personnel shall learn Chapel Tithes and Offerings Fund (CTOF) procedures and mentor volunteers on same.
4.1.12.1 All contractor personnel shall coordinate all support requirements with their designated Service Chaplain and ensure all purchase requests for their designated programs are properly completed and submitted to the Appropriated Funds/CTOF Account Manager.
4.1.12.2. All contractor personnel should develop CTOF/Appropriated Funds budgets with their Service Chaplain, if requested.
4.1.12.3. All non-appropriated monies used to implement and/or execute events and activities not directly and specifically funded for in the appropriated fund contract, i.e. contributions, donations, fund-raisers, participant tuition, designated offerings, gifts, scholarships, etc., will be processed by and maintained by the Ramstein Chapel Tithes and Offering Fund (CTOF). The contractor personnel, being part of the chapel program, are allowed to organize a fundraiser, if approved by the Wing Chaplain and the Installation Commander (or delegate), prior to conducting a fundraiser. All funds collected must support a Chaplain Corps program and must be deposited into the installation’s CTOF in accordance with AFI 32-3101, AFI 52-105, and the 86 AW/HCOI 52-105. The contractor personnel will maintain an accounting of all funds received and spent, including receipts and they shall be made available to the Government for quarterly review throughout the contract period of performance and for the period after contract completion until final settlement of any claims under this contract.
4.1.13. The Contractor shall provide a qualified substitute in the event regularly assigned personnel cannot meet any obligation of this contract.
4.1.13.1. Should replacement of regularly assigned personnel be required, the Contractor or their personnel shall submit the name(s) and qualifications of the proposed substitute(s) to the appropriate Service Chaplain at least 14 days prior to the proposed absence. The Contractor is responsible for payment of the substitute.
4.1.13.2. Absences due to illness or family emergency will be dealt with on a case by case basis with the appropriate service chaplain.
4.1.13.3. Substitutes must be supervised by a Line of Sight Supervisor if they will be in contact with minors, unless they have a previously completed Installation Record Check.
4.1.14. All contractor personnel shall maintain professional standards of conduct and public decorum, including but not limited to dress and appearance. The contractor shall ensure that their employees demonstrate good personal hygiene, are well-groomed, present a neat, professional appearance, and dress in appropriate clothing for the work to be done.
4.1.15. All contractor personnel shall work to resolve conflicts starting at the lowest possible level.
4.1.16. All contractor personnel shall adhere to all regulations with government facilities, vehicles, and resources.
4.1.17. All contractor personnel shall furnish and/or provide their own transportation to and from the place of employment.
4.1.18. All contractor personnel shall comply with all base traffic regulations.
4.1.19. All contractor personnel shall follow all confidentiality procedures as outlined in Military Rules of Evidence (MRE) 503 and AFI 52-101, Planning and Organizing, Chapter 5.
4.1.20. All contractor personnel must observe and adhere to Air Force Instructions and local Chapel Operating Instructions, Regulations may be viewed online at http://www.e-publishing.af.mil/ (select “Departmental, then Chaplain 52 series) or available upon request.
4.1.21. All contractor personnel shall only smoke inside designated areas during scheduled breaks. Tobacco use is prohibited inside facilities and any other area not specifically identified as an area for cited activities.

5.0 SAFETY
5.1. It is the contractor’s responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with OSHA or local requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor’s sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state and local laws, and Air Force Instructions for the protection of their employees while working on an Air Force Installation or property. The protection of contractor employees is exclusively the obligation of the contractor. Contractor shall manage all work areas to ensure the safety of building occupants, base personnel, or visitors in or near the areas.
5.2. Safety Threats. The government reserves the right to restrict the employment, under this contract, of any contractor employee, or prospective contractor employee who is identified as a potential threat to health, safety, security, general wellbeing, or the operational mission of the installation and its population. Contractor shall perform background checks, at contractor’s expense, to ensure that said employee has not been convicted of any sexual crime or any crime against children.
5.3. The consumption of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. Wing Chaplain or designee can request the removal of any employee that is suspected of such activity.
5.4. Provide protection to government property to prevent damage during the period of time the property is under the control or in possession of the Contractor.
5.5. Record and report promptly (within 24 hours) to the CO and Service Chaplain, all available facts relating to each instance of damage to government property or injury to either contractor or government personnel.
5.5.1. If the government elects to conduct an investigation of the accident/mishap, the Contractor and workers shall cooperate fully and assist government personnel in the investigation until the investigation is completed.
5.6. The Contractor and its employees shall report suspicious activity to Security Forces in a timely manner.
6.0. SECURITY
6.1. The Contractor must successfully complete a federally mandated criminal history background check (conducted by the Base Chapel) for all personnel, which will include http://www.osha.gov/ a National Agency Check with Inquiries (NACI) and an Installation records Check (IRC) within 30 days of hire, in accordance with Department of Defense Instruction (DoDI)
1402.5. The IRC includes a law enforcement check, drug and alcohol record check, and a check of the Family Advocacy Program (FAP) for a minimum of two years before date of application. The Contractor is also required to complete an FBI advanced fingerprint check for all personnel prior to employment under Line of Site Supervision (LOSS) in accordance with DoDI 1402.5.
6.1.1. Back-ground checks on local nationals shall be executed IAW German Laws. The Bundesamt für Verfassungsschutz (Federal Office for the Protection of the Constitution), in accordance with the Sicherheitsüberprüfungsgesetz (Security Check Law), sections 8 and 33, requires the subject of a security check to have lived in Germany at least the past 12 months.
6.2. The Contractor shall submit completed background check applications to the Chaplain Corps background check program manager for processing within 7 days of hiring personnel for this contract.
6.2.1. Contractor personnel without a favorable criminal history background check or NACI, shall not be considered available to perform on this requirement.
6.2.2. All other derogatory information must be reviewed and approved by the Senior Installation Chaplain for continued performance of the contract.
6.2.3. Derogatory information on background checks can be grounds for automatic termination as referenced in DoDI 1402.5.
6.2.4. Line of Site Supervision (LOSS). In accordance with DoDI 1402.5 all individuals who must work under a Line of Sight Supervisor (any chapel staff member who has an approved background check) must wear conspicuous items such as distinctive clothing, badges, wristbands, etc. that clearly identifies themselves as not being authorized to be alone with children.
6.2.5. Contractor must work with the chapel background check program manager to ensure all adults working with children under the age of 18, while fulfilling the responsibilities of this contract, have successfully completed a NACI and an IRC within 30 days of hire, in accordance with DoDI 1402.5 and wear the proper identification.
6.3. Contractor personnel have the right to obtain a copy of the results of the background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report.
6.4. Contractor personnel must re-accomplish a complete background check in the event of a break in U.S. Government service.
6.5. The Contractor shall ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, or applicable AFI. The Contractor personnel will also ensure that each volunteer remains under Line of Sight Supervision until such a time as the volunteer receives a ‘favorable’ background check as notified by the background check monitor. There is no charge to the Contractor for these Criminal History Background Checks.
6.6. All workers shall participate in the Operations Security (OPSEC) program locally administered by the Air Force as applicable.
6.7 Base Requirements.
6.7.1. The Contractor and workers shall comply with all security requirements imposed by the Installation. Specific security considerations will be handled on an individual basis as required.
6.7.2. Common Access Card (CAC). The contractor’s representative or alternate shall complete all necessary documents for all contractor personnel requiring access to Ramstein Air Base. Common Access Cards (CAC) shall be required for all on-site contractor personnel. The contractor’s representative shall ensure the government representative in the local organization designated to authorize issuance of contractor’s CACs (i.e. Trusted Agent (TA) receives a Visitor Request for each employee through the Trusted Agent Security System (TASS).

6.7.3. During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel.
6.7.4. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within contractor-owned or privately owned vehicle while on Air Force installations or in Germany.
6.7.5. The contractor or representative shall obtain base identification and vehicle passes, if required, for all their personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor employees are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
6.7.6. The Contractor or their representative shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO; and 3) upon completion or termination of the contract. Base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of payment or potential delays in obtaining future passes.
7.0 Contract Reporting
7.1. Enterprise-Wide Contractor Manpower Reporting Application (eCMRA) Reporting. The Contractor shall report ALL direct labor (including all subcontractors, at all levels/tiers) provided under this contract during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The contractor shall enter initial data into the eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause.

7.2. Contractor Performance Assessment Report (CPARS). Depending on the estimated value of the contract, formal assessment and reporting of contractor performance is documented using the CPARS system. The contractor will be provided a copy of their assessment 365 days from contract activity’s consideration before the assessment is made final. Past Performance assessment reports will be protected by all parties and treated by government personnel as “For Official Use Only/Source Selection Information in accordance with FAR 2.101 and 3.104”.
7.2.1. The Government assesses a contractor’s performance on an on-going basis, both positive and negative, and provides a record on a given contract during a specified time period.
7.2.2. Past Performance Information (PPI) can be provided to other government agencies, as requested.
8.0. PUBLICATIONS
8.1. Compliance with all publications, regulations and operating instructions provided by the Government is required when:
8.1.1. They pertain to the procedures for materials expediting herein and where the Contractor is authorized by the performance work statement to accomplish the work specified in the publication, regulation or operating instructions.

ADDENDUM 1
1300 SUNDAY CATHOLIC MASS MUSIC ACCOMPANIST
1. DESCRIPTION OF SERVICES:
Accompanist will play piano and organ and accompany the 1300 Catholic Mass, on Sundays, special Holidays and Feasts, and at other services as needed, to include memorial services, funeral services, combined services, Holy Days, etc.
All vocal music will be selected by the 1300 Sunday Music Director and conform to the liturgical norms of the Roman Catholic Church and the directive of the Ranking Catholic Chaplain. The Musician will select music for preludes, interludes and postludes.
2. WORK HOURS:
2.1. Times for performance may vary throughout the week. Unless directed otherwise and approved by the Chaplain or designee, normal hours of performance shall be limited to service specific requirements such as the 1300 Sunday Catholic Mass, rehearsals, and special services.
2.2. Arrive at least 60 minutes prior to the Mass start time in order to consult with the priest celebrant and music director and set up equipment in a timely manner.
2.3. The length of the rehearsals shall be a minimum of one (1) hour, not to exceed three (3) hours. Any time spent immediately prior to the worship service or event is considered part of the worship service, and not a separate rehearsal.
3. QUALIFICATIONS AND EXPERIENCE REQUIREMENT:
3.1. Musicians should have a minimum of three years keyboarding and organ experience. A degree in music and/or certification by appropriate professional organizations is desired.
3.2. Able to demonstrate proficiency in reading and interpretation of vocal and instrumental scores to include Gregorian Chant, traditional hymns and appropriate contemporary music.
3.3. Ability to act as choir director and/or cantor in the absence of the Cantor.
3.4 Ability to sight read Gregorian Chant, standard hymns, anthems and special solo music. The use of Latin will conform to standard ecclesiastical pronunciation.
3.5. This person must demonstrate a familiarity with and knowledge of Catholic Faith and Liturgical needs and practices, as articulated by the documents of the Second Vatican Council, papal pronouncements, and subsequent statements of the United States Conference of Catholic Bishops (USCCB).
4. GENERAL RESPONSIBILITIES:
4.1. Work in coordination with the Senior Catholic Chaplain or his designee. Assist the Music Director in recruiting and auditioning new members, rehearsing, and directing the 1300 Sunday Catholic Mass.
4.2. Attend and accompany one weekly rehearsal. A rehearsal constitutes a minimum of one-hour practice with choir members.
4.3. Provide an approximately ten minute prelude and postlude, together with appropriate interludes at Catholic masses.
4.4. Assist the Music Director in developing a written plan of music for the Liturgical
Year, including Holy Days and special celebrations. This may be done in installments but will be submitted no less than four weeks in advance of the first day of the season or period in question.

1300 SUNDAY CATHOLIC MUSIC MASS DIRECTOR
Music Director shall provide labor and management to support the 1300 Sunday Catholic Mass. Directorship includes, but is not limited to playing, training, scheduling, cantoring, and processing music for liturgies within the Catholic Mass in collaboration with the Chaplain. Music Director consults, coordinates with and is monitored by the Resources and Requirements Branch Chief or designee here in called “Branch Chief” and the Chaplain assigned to the Director here in called “Chaplain.”

3.3. Demonstrate proficiency in the reading and interpretation of vocal and appropriate contemporary music. The use of Latin will conform to standard ecclesiastical pronunciation.
3.4. Demonstrate a familiarity with and knowledge of Catholic Faith and Liturgical needs and practices, as articulated by the documents of the Second Vatican Council, papal pronouncements, and subsequent statements of the United States Conference of Catholic Bishops (USCCB).
4.1. Have overall musical directorship to include but not limited to recruitment of members, rehearsals, and choir direction, for the 1300 Sunday Catholic Mass at Ramstein Air Base Chapel and additional services at other times and locations at the direction of the Chaplain.
4.2. Collaborate musical selections with the Chaplain and the 1300 Sunday Catholic Mass Music Accompanist.
4.3. Lead the choir and congregation as cantor in worship and vocally lead as required by the Chaplain and train other choir members to do so.
4.4. Sing music from a religious music, ecclesiastical, or suitable type publication resource consistent with the nature of the Catholic Mass.
4.5. Provide arranged, improved, and scored music as appropriate for compatibility with the type of Mass or other functions of the Chaplain’s program at which it was rendered.
4.6. Be present for rehearsals, services and special services. Special services include but are not limited to: Memorial services, Funeral services, combined services, faith specific holidays, and occasional support for special events.
4.7. Conduct one weekly rehearsal with choir members at an appropriate time to allow for maximum participation amongst its members. Rehearsals shall be held separate from the 60 minute window prior to services and special services.
4.8. Provide the Ranking Catholic Chaplain or his designee with a written plan of music for the Liturgical Year, including Holy Days and special celebrations. This may be done in installments but will be submitted no less than four weeks in advance of the first day of the season or period in question.
4.9. Return any and all government owned music scores and equipment obtained in the performance of the required duties following the last service provided under the contract.
4.10. Not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the government to liability for penalties under existing or future copyright laws.
4.11. Have overall responsibility for recruitment of and keep record of volunteers.

piano or guitar) for congregational singing for the 1700 Sunday Catholic Mass, special Holy Days and Feasts, and other special services as needed, to include memorial services, funeral services, and combined services, etc. All music will be selected by the 1700 Sunday Music Director/Accompanist and conform to the liturgical norms of the Roman Catholic Church and the directive of the Ranking Catholic Chaplain.
