PART I – Description of Services
The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed in the Kaiserslautern Military Community (KMC) area consisting of Ramstein Air Base, Vogelweh Admin & Housing Area, Rod & Gun Club, Kapaun Annex, Einsiedlerhof Annex, Landstuhl Annex, Kaiserslautern Cold Storage including T-37 & T-41 Storage Facilities, Bann Communications Site, Pirmasens - Husterhöh Communications Site, in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance.
PART II – Storage Space and Utilities
| EXTERIOR SPACE |
| Approximately 1000 square meters of exterior space is provided: |
| 700 square meters on Ramstein AB near the recycling center and |
| 300 square meters on Vogelweh AB near the CE storage yard. |
| These areas will not be secured; however, the contractor may arrange to have temporary fencing erected around the contractor’s equipment. |
| UTILITIES |
| The Government will furnish electricity, water, and sewage as necessary on Ramstein Air Base for accomplishment of work IAW with this contract. |
| The Government will only provide base and local commercial telephone service. Long distance service, if desired, shall be at the contractor’s expense. |
Note: Electricity, water, phone and sewage are currently not installed. Work Order is in place.
PART III – General Requirements
Some grass areas in the KMC are fenced in and can only be accessed by appointment through the COR. A list of the areas will be provided by 786 CES/CEOES upon contract award.
The contractor shall perform grounds maintenance services during normal duty hours which are 06:00 until 18:00, Monday through Saturday, excluding German federal holidays, unless otherwise required in the contract or approved by the CO.

APPENDIX F - AF COLS DEFINITION
AF COLS
The Air Force (AF) developed AF Common Output Level Standards (AF COLS) to provide consistency in the delivery of Installation Support (IS) services across the AF and to provide a standard quality of life for our Airmen. These standards enable more accurate programming and budgeting, and new ways to communicate IS requirements and risks.
The implementation of a specific AF COLS level will be executed via written notice from the CO. When the AF COLS level changes, the contractor will be notified by the government no less than 30 calendar days in advance of the change.
AF COLS
Reduced services performed in AF COLS 3 and 4 are generally restricted to meet health, safety, and infrastructure protection requirements rather than for aesthetics.
The AF COLS levels may apply to a specific CLIN, any number of CLINs, or all CLINs. The AF COLS levels may change ascending or descending.

The Government intends to award to the lowest priced, technically acceptable offeror with an acceptable past performance rating.

Instructions to Offerors
Addendum to FAR 52.212-1 in Attachment 2, Applicable Clauses and Provisions The offeror MUST submit documentation for:

| A. Past Experience: | |
| Experience must be Grounds Maintenance and may be commercial and/or governmental. Performance means work IAW requirements, laws and regulations with some minor problems and prompt correction. The minimum acceptable experience for this solicitation is proof of performance on contracts for a period of one (1) year within the past five (5) years from release of the RFP. |
1. Technical Capability:
Quality Control Plan (QCP) The contractor shall provide a Quality Control Plan that ensures that services are performed in accordance with the Performance Work Statement. The contractor shall have and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall have quality control procedures addressing the areas identified in the Performance Work Statement, Section 2, Services Summary.

| The offeror shall submit evidence of membership of Chamber of Commerce (Industrie- und Handelskammer) or Chamber of Trade (Handwerkskammer) or proof of being duly authorized to operate and do business in Germany. |
| The contractor’s on-site technical manager shall have a completed apprenticeship in horticulture. A certificate shall be submitted. |
2. Price:
Offerors shall insert unit prices for each CLIN on each Air Force Common Output Level Standards (AFCOLS) in the schedule, base year through option year four. Any discount terms shall be stated. Offerors are cautioned to use unit prices as calculated in their formulas. The extended amount must equal the unit price multiplied by the CLIN quantity. Only euro currency offers shall be submitted.
3. Past Performance:
Offerors shall reference up to a total of three recent (within the past three years from the issuance date of the solicitation for a minimum of one year per referenced contract) and relevant (similar in scope and magnitude) contracts to demonstrate a history of consistent satisfactory performance of recent and relevant contracts performed for federal agencies and/or commercial customers. Scope and magnitude is defined as service provided similar in scope and magnitude of this PWS. Satisfactory performance is defined as performance which met, or meets contractual requirements. The contractual performance may contain some minor problems for which corrective actions taken by the contractor were satisfactory.

| The offer will be evaluated on the TOTAL amounts of all line items/CLINS contained in the Schedule. Failure to include all prices may exclude the offer from further consideration for award. |

Factor 2 – Technical:
Experience This subfactor will assess the offeror’s experience.
This subfactor is met when the offeror submits evidence of experience as described in the Addendum to FAR 52.212-1.
Contractor Quality Control Plan (QCP) This subfactor will assess the adequacy of the offeror’s Quality Control Plan.
This subfactor is met when the offeror submits a Quality Control Plan that meets the criteria described in the Addendum to FAR 52.212-1.
Factor 3 – Past Performance As outlined in FAR 52.212-1 Offeror must receive an Acceptable rating to receive an award.

Past Performance and Experience may be combined as long as documentation demonstrates all elements described in FAR 52.212-1
Award Process
| (1) TECHNICAL – | |
| All proposals will be evaluated for Technical Acceptability. Proposals must be rated “Acceptable” for all technical subfactors in order to be determined technically “Acceptable”. |
| (2) PRICE – | |
| The Government will evaluate all proposals for price, ranking the offerors from lowest to highest total proposed price. A price fair and reasonableness determination will be made. Discussions may be held at any point during the evaluation. |
| (3) PAST PERFORMANCE | |
| The lowest priced, technically “Acceptable” offeror’s past performance will be evaluated. |
