Paragraph (b), Submission of offers, is changed as follows:

Submit signed and dated offers to the office specified in paragraph (b)(2). The solicitation requirements shown below are in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. The complete proposal shall consist of 3 separate volumes:

VOLUME I

TECHNICAL CAPABILITY

VOLUME II

PRICE

VOLUME III

PAST PERFORMANCE

Paragraph (b)(2) is changed as follows:

The time specified in the solicitation for receipt of offers--

(i) Complete proposals must be received no later than 1400 hours Central European Time (CET) on XX XXX 2013. Offerors may verify receipt of their proposal with the contracting POC listed.

(ii) Delivery Methods: Email, FAX, and regular mail (other than common carrier) proposals WILL NOT be accepted. Offers (Volumes I, II and III) and their copies may be delivered via hand-delivery* to:

(iii) Access to Base Facilities: 700 Contracting Squadron is located on an Air Force installation and all access to the installation is controlled by the Air Force. An escort may be required as access will not be granted based solely on the need to submit a proposal. Furthermore, the Air Force is conducting random exercises which may require the closure of the main entrance gate and the utilization of an alternate base entry. Any delay based on access will not be accepted as a reason for late receipt of the proposal by the Government.

Paragraph (b)(4) is changed as follows:

To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including:

VOLUME I: FACTOR 1 – TECHNICAL CAPABILITY: Offerors are required to submit a Performance Management Plan (PMP) conforming to the quality management principles of ISO 9001:2000 in terms of customer focus, leadership, involvement of people, process approach, system approach to management, and continual improvement. In addition, the plan shall address:

(i) The process for a 90-day phase-in period that assumes full performance responsibility at performance start, including critical milestones.

(ii) An organizational structure which tracks back to the PWS with clear lines of authority, roles and responsibilities and processes for estimating skill mixes within stated objectives and an approach for personnel recruitment, training and retention of personnel that will satisfy the requirement of the PWS.

(iii) A description how the offeror intends to handle surges, given that surges fluctuate and may require rapid adjustment. Surges normally occur duing December/January and July/August timeframe for Change of Occupancy Maintenance (COM) services.

NOTE: With the exception of the offeror’s phase-in description (paragraph (i) above), the PMP will become a compliance document of the contract upon acceptance by the Government.

Paragraph (b)(6) is changed as follows:

VOLUME II: FACTOR 2 – PRICE

(i) Offerors shall insert a unit price and extended total amount for each Contract Line Item Number (CLIN) as listed within the price schedule of the solicitation except for the prefilled CLINs. Offers for partial or incomplete CLINs will not be considered for award.

(ii) The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price.

Paragraph (b)(10) is changed as follows:

52.212-2

EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers.

Evaluation Factors:

(1) FACTOR 1 – TECHNICAL CAPABILITY. Offerors will be evaluated on written documentation provided in accordance with paragraph (b)(4) of the Addendum to FAR 52.212-1, Instructions to Offerors -- Commercial Items. Technical acceptability is based on successfully meeting this requirement. The ratings applied to Technical Capability will be “Acceptable” or “Unacceptable” as indicated in the chart below:

Table 1.2 Technical Criteria Rating Chart

RATING
DEFINITION
Acceptable
Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation

Offerors must have an “Acceptable” rating in order to be considered for further evaluation.

(i) The offeror’s Performance Management Plan (PMP) shall fully address each of the areas identified in Addendum FAR 52.212-1, paragraph (b)(4) and shall demonstrate capability to successfully manage and perform the contract. Failure to provide a PMP that fully addresses all of the areas identified in Addendum FAR 52.212-1, paragraph (b)(4) will render the proposal unacceptable.

(ii) Offerors are advised that any features or technical offerings that exceed the stated requirements and are accepted by the Government may be incorporated into the resultant contract as a minimum standard.

(2) FACTOR 2 – PRICE. Prices will be evaluated for completeness and reasonableness in accordance with FAR 15.305(a)(1) and FAR 15.404. Award will be made on an “ALL-OR-NONE” basis. Except for the prefilled CLINs (cost CLINs with a predetermined estimated total amount), offerors will be required to provide a unit price and an extended estimated total for each CLIN within the price schedule of the solicitation. Failure to include a unit price and extended total for each CLIN within the price schedule of the solicitation may exclude the offeror from further consideration for award. The unit price of each CLIN will be multiplied with the estimated quantity resulting in its estimated extended total. The estimated total amount of each CLIN, to include the predetermined estimated total of each COST CLIN, will then be added up to result in the overall estimated total amount. The overall estimated total amount of all CLINs for all option periods represents the total proposed price. Only EURO currency offers will be accepted. The Government reserves the right to obtain other than cost or pricing data if deemed necessary by the Contracting Officer.

Arithmetic Discrepancies. For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies found on the face of the bidding schedule as submitted by the offeror.

(i) Obviously misplaced decimal points will be corrected;

(ii) Discrepancy between unit price and extended price, the unit price will govern;

(iii) Apparent errors in extension of unit prices will be corrected;

(iv) Apparent errors in extended prices per CLIN will be corrected.

(v) Unit price figures proposed within the CLIN schedule shall also be used for any modifications throughout each contract performance period, subject to any unforeseen changes in unit pricing.

For the purpose of offer evaluation, the Government will proceed on the assumption that the offeror intends his/her offer to be evaluated on the basis of the unit price. The totals calculated by resolution of the arithmetic discrepancies listed above will represent the total evaluated price. These correction procedures will not be used to resolve any ambiguity concerning which offer is low.

(3) FACTOR 3 – PAST PERFORMANCE. As outlined in FAR 52.212-1, Factor 3, past performance will be evaluated using 3 areas: (i) Recency: Offerors must demonstrate performance on contracts being currently performed and/or that were performed within the last 5 years from the date of the solicitation; (ii) Relevancy: Offerors will be evaluated on the extent the offeror’s past performance is deemed relevant to this requirement. Offerors are required to demonstrate that the approximately same major tasks and similar workload as required under this solicitation have been performed via detailed past performance questionnaires; and (iii) Quality of Performance: Past performance will be analyzed through past performance questionnaires and the utilization of electronic databases such as CPARS and PPIRS or any other source deemed appropriate by the Contracting Officer.
