(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(II) The solicitation number is FA5613-11-R-0011 and is issued as a Request for Proposal (RFP).
(III) The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-51, Defense Acquisition Circular DPN 2011-0419 and Air Force Acquisition Circular 2011-0421.
(IV) This solicitation is not set aside or restricted.
(V) See the attached "Pricing Schedule" for the list of contract line items, quantities and options.
(VI) The contractor shall provide non-personal services of ambulatory medical coding auditing and training (MCAT); to include coding auditing analysis, review and oversight of the billing process, training, and coding consultation to the United States Air Forces Europe (USAFE) staff, in accordance with the attached Performance Work Statement dated 14 March 2011.
(VII) Delivery and acceptance of services shall be FOB destination during the period of performance of 01 Jul 2011 through 31 Oct 2011 (basic period) and 01 Nov 2011 through 30 Jun 2012 (option period).
(VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (June 2008), applies to this acquisition. An Addendum to this provision is below:
ADDENDUM TO FAR PROVISION 52.212-1---INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (JUN 2008)
1. GENERAL INSTRUCTIONS:
1.1 To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate volumes; Volume I – Technical, Volume II - Price Proposal and Volume III – Past Performance Information. FAX and e-mail proposals will NOT be acceptable.
1.2 Access to Base Facilities: 700 CONS is located on an US ARMY installation, and all access to the installation is controlled by the US Army. An escort may be required as access will not be granted based solely on the need to submit a proposal. Any delay based on access will not be accepted as a reason for late receipt of the proposal by the Government. Proposals shall be mailed or delivered to: see paragraph (XV) below.
1.3 Evaluation factors and standards: FAR clause 52.212-2, Evaluation of Commercial Items (Jan 1999), provides a complete description regarding the evaluation factors for award. The addendum to FAR 52.212-1, Instructions to Offerors (June 2008) provides information on the format and content of the proposal package and what items need to be submitted for each volume.
1.4 High probability of adequate price competition: The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness of the price.
2. SPECIFIC PROPOSAL PREPARATION INSTRUCTIONS
2.1 The offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all which shall be within the required page limitation and with the number of copies as specified. Pages exceeding the page limitations set forth in this Section will be removed from the proposal and will not be read or evaluated and may render the proposal unacceptable.

2.2 The page limitation for all volumes is inclusive of all material except: the front and back cover, title page, transmittal letters, tabs, and table of contents. When both sides of a page display printing, it shall be counted as 2 pages.
2.3 All volumes shall contain pages 8 ½ X 11inches and text using no smaller than 10 pitch, Times New Roman Font. Elaborate formats, bindings or color presentations are not desired or required.
3. VOLUME 1 – TECHNICAL PROPOSAL (FACTOR 1)
3.0 General: Information the offeror deems appropriate to address technical criteria should be included in the proposal in an orderly format and be consistent with evaluation criteria set forth in FAR 52.212-2 of this solicitation.
3.1 Subfactor 1 - The contractor shall submit a Management Plan with their technical proposal. The Management Plan at a minimum shall consist of an organizational structure addressing the assignment of key personnel functions (Project/Program Manager, Lead Medical Coding Auditor and Medical Coding Auditor), duties, responsibilities, certifications and HIPAA training procedures as defined in paragraph and subparagraphs to PWS 1.3.2.
3.2 Subfactor 2 – Demonstrated Capabilities/Experience. The offeror shall describe his previous and/or current capabilities and experience on Medical Coding Auditing and Training contracts for commercial or government customers as defined in PWS paragraphs 1.1 and 1.2. Such capabilities and experience must have covered a period of at least one year and occurred within the last three years. The offeror descriptions shall contain as a minimum:
3.2.1 Experience with relevant contracts. Submit evidence of experience in at least 3, but no more than 5 prior or current relevant Medical Coding Auditing and Training contracts, defined as similar in scope to this Medical Coding Auditing and Training contract. Scope is defined as monetary amount of contract, duration, and extent of services. Include POC, locations and timeframes.
4. VOLUME 2 - PRICE PROPOSAL (FACTOR 2)
4.1 Provide a firm fixed price (FFP) proposal in accordance with the Contract Line Items. Estimated amounts for cost reimbursable CLINs for contractor travel are Government provided and shall not be changed.
4.1.1 All proposed prices shall be submitted in US dollars and amounts proposed shall be rounded to the nearest dollar.
4.2.2 Complete all blanks for unit and total prices in the Price Schedule.
5. VOLUME 3 – Past Performance (FACTOR 3)
5.1. The Government will evaluate the quality and extent of offers performance deemed recent and relevant to the requirements of this RFP. The Government will use information submitted by the offeror and other sources such as other federal Government offices and commercial sources, to assess performance. Past Performance information will be evaluated on a rating of satisfactory/unsatisfactory/neutral.
5.2. Offerors shall ensure that Past and Present Performance References (Attach 3) is completed and submitted with the submission of the RFP. Only references for recent and relevant type contracts are desired. Submit information on at least two but no more than five (5) recent contracts performed for federal agencies and commercial customers. Past Performance information must reflect recent and relevant experience.
5.2.1 Recent and Relevant. A referenced contract is determined recent when at least one year of performance has or had taken place in the past three years, counted from the date set for receipt of proposal. A referenced contract is determined relevant when it has covered ambulatory medical coding auditing and training services in either the military or civilian environment.
5.2.2 Subcontractor’s consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor.
(IX) FAR 52.212-2, Evaluation – Commercial Items (Jan 1999) applies to this acquisition. An Addendum to this provision is below:
ADDENDUM TO FAR PROVISION 52.212-2---EVALUATION — COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a purchase order resulting from this solicitation to the lowest price, technically acceptable, responsible offeror with satisfactory past performance whose offer conforms to the solicitation. The Government may award without discussions. However, the Government reserves the right to conduct discussions.
Offerors are required to submit a technical and price proposal according to the following factors. Technical Evaluation Factors are evaluated on an acceptable/reasonably susceptible of being made acceptable/ unacceptable basis only. Price will be evaluated on completeness, accuracy, and reasonableness.
Offerors shall propose on the total solicitation requirement, partial quantities are not acceptable. The following factors shall be used to evaluate offers:
FACTOR 1 – TECHNICAL EVALUATION. The Government’s technical evaluation team shall evaluate the technical proposal on an acceptable/reasonably susceptible of being made acceptable/ unacceptable basis, as stated below:

Only those proposals determined technically acceptable or reasonably susceptible of being made acceptable will be considered for further evaluation. The proposal shall be evaluated against the following subfactors:
Subfactor 1 – Submission of Management Plan which adequately explains how the offeror intends to meet paragraph and subparagraphs 1.3. of the PWS. The Management Plan must address the organizational structure, assignment of key personnel functions, duties, responsibilities, certifications and HIPAA training procedures as defined in PWS paragraph and subparagraphs to 1.3.2.
Subfactor 2 – Demonstrated Capabilities/Experience. The offeror’s description of previous and/or current capabilities on like Medical Coding Auditing and Training contracts that demonstrate the offeror has previous and/or current capabilities and experience on Medical Coding Auditing and Training contracts for commercial or government customers as defined in PWS paragraphs 1.1 and 1.2 within the last three years and covering a period of at least one year.
FACTOR 2 – PRICE. Only price proposals submitted by offerors whose technical proposals are determined acceptable will be considered for evaluation. The offer will be evaluated on the overall total price of all CLINs (0001 and 1001), to include all options, contained in the solicitation. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Failure to include all prices for labor CLINs 0001 and 1001 may exclude the offeror from further consideration for award. The standard for price is met when pricing is complete, accurate, fair and reasonable.
FACTOR 3 – PAST PERFORMANCE. The past performance information submitted will be evaluated for completeness and content to facilitate assigning a rating of satisfactory/unsatisfactory/neutral.

The Government may contact the listed references as necessary to determine the offeror’s technical management capability, timeliness of performance, and customer satisfaction. The Government is not required to contact all references provided by the offeror. References other than those identified by the offeror may also be contacted by the Government to obtain additional information that will be used in the evaluation of an offeror’s past performance.
The standard for satisfactory past performance is met when the offeror submitted information is evaluated as indicating satisfactory performance history.
The Government will first evaluate the technical information of all offerors. Offerors must meet the standard for the technical factor in order to be determined technically acceptable. Offerors determined technically acceptable will be arranged from lowest to highest total evaluated price. The offers will be evaluated in order (lowest priced, technically acceptable first) until an offer is found to have satisfactory past performance. The Government will award a contract resulting from this solicitation to the lowest price, technically acceptable, responsible offeror with satisfactory past performance whose offer conforms to the solicitation.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
