Market Research Questionnaire for Consolidation of
Spangdahlm AB, Ramstein AB, and
Kaiserslautern Military Community (KMC)
Simplified Acquisition of Base Engineering Requirements (SABER), Germany

The 700th Contracting Squadron located at Rhine Ordnance Barracks in Kaiserslautern is conducting market research for a potential consolidation SABER contract for the Spangdahlem AB, Ramstein AB, and the KMC areas.

Please keep in mind this questionnaire will merely be used to seek interested sources and collect industry information on their impression of the SABER consolidation of Ramstein and Spangdahlem installations. Any questions can be addressed to the contract specialist listed below. Thank you in advance for you help.

Questionnaire
1. Would you be interested and participate in providing a price proposal for a consolidation SABER, if it was solicited? If not, please explain.
2. The consolidation SABER will use one of the options of pricing coefficient structures, which would your company prefer?
( ) Consolidated coefficient that includes both, Ramstein and Spangdahlem AB together; or
( ) A separate coefficient for each military installation – 1 for Ramstein and 1 for Spangdahlem.
3. If your company choose the consolidation coefficient that includes all areas (response to question #2), what are some of the perceived benefits your company and the contracting activity gain from this strategy? In terms of cost, what perceived percentage of cost savings would be realized by taking this strategy approach?
4. If you company made the other choice (the separate coefficient for each installation), again, what are some the perceived benefits your company and the contracting activity gain from this strategy?
5. Although, the potential consolidation SABER will combine Ramstein and Spangdahlem, each base will maintain separate administration and inspection activities. Is your firm capable of supporting this strategy? How would you provide that support?
6. The benefits of combining Ramstein and Spangdahlem SABER should be substantial in regards to merging like efforts of the acquisition cycle, terms and conditions, quality performance, single contractor management structure, etc.. Do you perceive any other benefits the consolidation will bring that were not previously mentioned?
