REVISED PRESOLICITATION SYNOPSIS NOTICE
FOR
SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER)
FA5613-08-R-0001
700 Contracting Squadron (CONS) located on Rhine Ordnance Barracks Germany intends to post a request for proposal (RFP) on/or about 31 March 2009 (electronically via FedBizOps), and will accept proposals in response to the RFP. Successful awardees will be selected using Performance/Price Trade-off (PPT) procedures resulting in the Best Value to the Government. The future RFP posting will describe in detail the exact requirements of this acquisition.
The anticipated award will be a multiple-award SABER construction IDIQ for a 5-year ordering period. The estimated magnitude of construction for the 5-year ordering period is between $250,000,000.00 and $500,000.000.00. The guaranteed minimum per awardee will be $50,000.00. The expected award date is on/or about 30 May 2009 - subject to the availability of funds.
Place of performance will be at Ramstein Air Base, Spangdahlem Air Base and geographically separated units that are located within the borders of Germany. The estimated requirement is a wide range of individual task orders which include sustainment, maintenance/repair, alteration, and minor construction of real property. This competitive solicitation will be restricted to construction firms authorized to operate and perform business in the Federal Republic of Germany in accordance with DFARS 252.225-7042, Authorization to Perform. All other contractors are deemed ineligible to submit offers. The successful contractors will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual task orders and maintain a project management office (PMO) in the Ramstein Air Base and Spangdahlem Air Base areas. The two PMOs must be able to receive task orders in a timely manner and provide management services related to the accomplishment of individual task orders.
Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for an award. For more information, go to the CCR website at http://www.ccr.gov/. The NAICS code for this acquisition is 236220 (commercial and institutional building construction). This solicitation is unrestricted. As this is an overseas effort, The Service Contract Act (SCA) wages and SBA Small Business Size Standards will not apply.
Interested parties must register on-line and subscribe to receive procurement announcements relating to this solicitation by entering the website at https://www.fbo.gov/. All notifications posted here must be downloaded from the website, as no paper copies will be issued. A preproposal conference/site visit will be conducted at a time and date to be posted with the RFP. Attendance is mandatory and non-attendees will not be allowed to submit a proposal.

Interested parties must reference Solicitation Number FA5613-08-R-0001 in all correspondence. All submissions shall be in the contract business language which is English. For your reference, post-award contract administration for the Spangdahlem Air Base area will be handled by the 52 Contracting Squadron office located on Spangdahlem Air Base.
