SABER
SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS
STATEMENT OF NEED

I. General Description This construction measure provides for demolition of a building on the grounds of the recycling center in Sembach, as well as for construction of a single-story building of non-combustible construction.
II. Location The job site can be reached on paved roads. The areas on the construction grounds assigned the contractor for storage purposes shall be strictly adhered to. The storage areas for construction material shall be limited to the fenced-in construction site. All assigned areas as well as the access roads shall be kept in clean condition and cleaned on a daily basis, if required. The air base can only be entered with a valid military ID. Cost for IDs and police certificate of good conduct shall be paid by the contractor. Military security regulations are applicable for the entire area and shall be strictly adhered to. All utility lines shall be located and marked. Connections to existing utility lines require the approval of the responsible US authorities.
III. Description of Work
3.1 Structural Work
3.1.1 Demolition Work
Bldg 194 shall be demolished; including foundations and floor slab, and the material shall be hauled off. The concrete area outside the building limits shall be demolished up to the nearest expansion joints. All utility lines (power, water, telephone, computer) shall be shut down and removed. All demolition material shall be disposed of properly. A disposal slip shall be handed over to the US side. Thereafter, the grounds shall be leveled and prepared for construction of the new building.
3.1.2 Earthwork
Earth shall be excavated for sewer pipes and foundations inside and outside the building. Earth excavation for foundation slab and sub-base. Height of crushed rock course approx. 30 cm. Earth excavation for all utility lines.
3.1.3 Drainage Work
Sewer pipes made of PVC IAW DIN EN 1610 shall be installed. A control manhole with backwash stop valve and clean-out opening shall be provided outside the building. The manhole shall be constructed with prefab concrete parts DN 1000 with a manhole cover of class D400.
3.1.4 Concrete Work
Foundations, floor slab, lintels and circular beams shall be constructed of reinforced concrete IAW the stress analysis.
3.1.5 Masonry Work
Masonry shall be constructed of vertical coring engineering bricks IAW DIN 105-5. Exterior walls shall be 36.5 cm thick and interior walls 11.5 cm and 24 cm.
3.1.6 Sealing Work
Horizontal moisture-proofing of the masonry IAW DIN 4117. A welded bitumen sheet G200S4 IAW DIN 52131 shall be loosely placed on the concrete floor slab and the joints welded.
3.1.7 Carpenter’s Work
Roof structure of pine wood S10, roof pitch approx. 5 degrees, Wood shall be impregnated IAW DIN 68800-3, risk class 2.
3.1.8 Roof Covering/Sheet Metal Work
Roof covering with sandwich roof elements of strip-galvanized and plastic coated sheet steel and a core of rigid PUR foam, core thickness 80 mm, IAW EnEv2007, with all required formed pieces. Sepia brown, RAL 8014, on the outside. Roof gutters and downspouts of titanium zinc, standpipe of galvanized steel.
3.1.9 Plaster/Dry Construction Work
Building’s exterior surfaces shall be provided with exterior plaster IAW DIN 18350, color shade beige, RAL Design 0808010. The exterior plaster wall base shall be done in color shade sepia brown, RAL 8014.
Interior wall surfaces with gypsum plaster PIVa, single-layer, in wet rooms of lime cement plaster with all required plaster sections at corners and transitions.
Ceilings as mineral fiber panel ceilings, panel size 625 x 625 mm, panel thickness at least 15 mm, substructure with 24 mm rails, wall angles, rail system color shade white, make Armstrong, Design Dune, or equal. The restroom area shall be provided with moisture-proof materials.
3.1.10 Screed Work
Double-layer insulation as footfall sound and thermal insulation layer IAW EnEV2007 shall be installed. Isolating layer of two layers of PE sheets, at least 0.2 mm thick, shall be installed on the insulation, joints overlapping by 15 cm. Cement screed IAW DIN 18560 shall be installed, thickness up to 60 mm. An edge insulation strip, 8 mm wide, shall be provided.
3.1.11 Tiling Work
Wall covering of fine ceramic tiles shall be installed in the restroom employing the thin bed method IAW DIN 18157 with tile adhesive and joints shall be filled with ready-mixed joint mortar. Floor covering in the restroom shall be installed with stoneware tiles employing the thin bed method with tile mortar IAW DIN 18156-2, rating group R11, size 20 x 20 cm, and the joints filled with ready-mixed joint mortar. Edge protection and transition rails of stainless steel shall be installed.
3.1.12 Joinery Work
Interior wooden doors with casing and lining IAW DIN 18101 shall be installed. Door leaf with tubular chipboard lining, leaf thickness approx. 40 mm, with rebate on three sides, with CPL surface, design beech. Interior window sills made of Werzalit shall be furnished and installed. Built-in kitchen, consisting of base and wall cabinets, shall be installed. Body shall be made of flat chipboards with melamine resin coating IAW DIN 68765, type KF, E1, sides 16 mm thick, bottoms 19 mm thick, rear walls made of plastic-coated wooden chipboard, front side surface with melamine resin coating, 19 mm thick, with core of high-quality chipboard, drawers with automatic draw-in, sturdy steel frames, shelf boards 19 mm thick, adjustable in height with 32 mm spacing, with safety shelf board supports, plastic base system, adjustable in height, with removable base facing. Countertop made of 40 mm wooden chipboard, surface with laminated board, coated, edges with wooden lips, front side in beech design.
The kitchen shall be equipped with built-in sink, including single-lever mixing faucet and drain set with connection for a dishwasher, as well as refrigerator, microwave oven 1,000 W and dishwasher.
All rooms, except for the restroom and mechanical room, shall be provided with wooden baseboards.
3.1.13 Metal Construction and Glazing Work
New windows shall be consist of aluminum sections with thermal insulation, color shade sepia brown on the outside, RAL 8010, white on the inside, RAL 9016, with integrated locking bar hardware, including device to preclude wrong handling, inset handle, white in color. Glass panes of laminated safety glass with 6-layers of plastic sheets, foil package 2.28 mm thick, UG 1.2 DIN EN 673 Thermal Insulation. The entrance door shall be made of aluminum sections with thermal insulation, color shade sepia brown, RAL 8014, laminated safety glass, stainless steel handles on both sides, with panic hardware and top-mounted door closer GEZE TS 500 as well as door arrester and hook. Single-wing steel doors T30, make Hoermann or equal, shall be installed at both mechanical rooms.
3.1.14 Painting and Wall Papering Work
The steel doors leading into the mechanical rooms shall be primed and painted, color shade RAL 8014 on the outside, inside as specified by the user. The wall surfaces of the rooms shall be covered with fiberglass wallpaper and painted. The mechanical rooms and the storeroom shall only receive a wall and ceiling paint coat.
3.1.15 Floor Covering Work
PVC floor covering IAW US regulations, in sheets, shall be installed in all rooms, except for the lobby, restroom area and the mechanical rooms. Walk-off carpeting shall be installed in the lobby. Transition and separating rails shall be installed, stainless steel type.
3.1.16 Exterior Plant
A concrete landing shall be constructed at the 3 exterior doors. Size of landings 2.0 x 1.5 m. A dirt trap shall be installed in the landings, flush. The dirt trap shall be removable and shall be connected to existing drainage pipe. A splashguard of gravel (16/32 mm), 40 cm wide, shall be constructed around the building. A drainage line, DN 100, shall be installed around the building and connected to the sewer system. Thickness of gravel layer 20 cm. Low curbstones, 8 x 30 cm, with back support, shall be installed as surrounding. Prior to installation of the gravel layer, a weeds barrier sheet shall be installed.
3.2 Plumbing Work
The contractor shall, in sole responsibility and based on the drawings provided to them, perform all required design and calculations and hand these documents over to the contracting agency.
Color shade of the sanitary equipment white, fixtures chrome plated. For the water supply inside the building, copper pipe shall be used. Sound insulation shall be included when fastening the pipelines. A water meter and a building water station, as well as a system separating valve, make Watts or equal, shall be installed in the water main.
Shut-off valves shall be provided for the individual system components, which shall be equipped with drain fixture, dependent on the pipe route. The pipelines shall be flush-mounted, installed above the suspended ceiling or on the bare floor and shall be insulated properly. The wash basin shall be equipped with single-lever mixing faucet with pull rod discharge set. Soap dispensers, waste paper baskets and paper towel dispensers shall be installed. Each lavatory shall be provided with a mirror and a shelf.
The flush-down toilet, wall-mounted, shall be equipped with a flushing tank installed in the wall, with cover plate, as well as a toilet seat with cover, made of plastic material, with stainless steel hinges. Clothes hooks, toilet paper holders and spare roll containers shall be installed. A floor drain shall be installed in the restroom. The wash basin shall be connected to the waste water systems via the floor drain, so that the development of odor can be prevented.
A shower shall be installed, consisting of a shower receptor, 90 x 90 cm, with anti-skid covering, with single-lever shower mixing faucet, chrome plated, with shower set, soap basket and a shower sliding door, frame aluminum, anodized and plastic panes. A dressing mirror, clothes hooks and a towel bar shall be provided.
Hot water shall be generated via electric continuous flow hot water heater. The electric continuous hot water heater with a capacity of 21 kW shall be installed in the building mechanical room. A floor drain shall also be installed in the building mechanical room. A frost-proof outside tap valve shall be installed.
A kitchen sink shall be connected to the water supply and discharge lines. A sink mixing faucet with connection for a dishwasher and a waste water odor trap shall be installed.
Plumbing work shall be performed IAW DIN 1988 and DIN 1996. After completion of work, the job site shall be cleaned, operating personnel shall be instructed and an acceptance report prepared.
3.3. Electrical Work
3.3.1 Prior to start of demolition work, the building shall be de-energized together with the responsible personnel from the US side (Communication Section and Exterior Electric Shop). Communication lines shall be tested for reuse, marked, and protected against damages, if required.
3.3.2 Installation Work
Electrical installation work shall be performed IAW the latest VDE regulations.
3.3.2.1 The power supply cable shall be replaced (buried cable NYCWY 35/16). The power supply cable shall be connected in existing outside power distribution panel (at the entrance gate).
3.3.2.2 A surface-mounted power distribution panel, 230 V/400 V, shall be installed in the mechanical room. A three-phase current meter and lightning/over-voltage protection components shall be installed and wired inside the distribution panel. 30% spare space shall be included in the design.
3.3.2.3 A foundation earth shall be installed. Required earth connection lugs shall be provided (room for branches to the building, communication room, central fire alarm station).
3.3.2.4 Outlets, 230 V, according to the use of the rooms, shall be installed and wired. Additional circuits (230 V, 1-phase and 400 V, 3-phase) shall be installed and wired for kitchen appliances, water heaters and room air heaters.
3.3.2.5 The entire electrical system shall be surface-mounted above the suspended ceiling as well as in the room for branches to the building, and flush-mounted in all other rooms.
3.3.2.6 Recessed ceiling light fixtures shall be installed and wired. Light fixtures type BAP shall be installed in the office area and light fixtures with a white grid in all other rooms and all shall be wired. The lighting intensity shall be determined IAW the room use. Exit/emergency route light fixtures shall be installed and wired IAW German and US regulations. A sufficient number of light switches shall be installed and wired. One outlet, 230 V, shall be installed and wired with each switch. All-around outside lighting shall be installed and wired, as well as fluorescent light fixtures above the three building entrance doors.. Part of the light fixtures shall be provided with photoelectric switches and part with regular switches.
3.3.2.7 A fire alarm system, make Esser, shall be installed and wired. The system shall be installed and wired IAW the latest state of art and IAW the German VDS and the US regulations. The system shall be equipped with a radio transmission system (Monaco). The entire system shall be tested and turned over. Personnel of the alarm shop and of the US Fire Department shall be present during the test.
3.3.2.8 Telephone and computer system installation work shall be performed IAW US regulations. A wall-mounted distribution cabinet with patch panel and a plywood board with two coats of fire-resistant paint, white, shall be installed in the communication room. For protection of the system, a distribution box with lightning protection modules shall be installed. Outlets RJ45, Cat5, shall be installed and wired in the office area.
3.3.2.9 Installation of an outside lightning protection system IAW VDE 185 (General Lightning Protection Regulations).
3.3.2.10 Installation and wiring of electrical room fan heaters, 230 V, 1-phase, for wall-mounting, with room thermostat.
IV. Special Conditions All trash, food products, rubble and surplus excavated waste material shall be hauled off to a public sanitary landfill outside the installation on a daily basis. No trash from demolition work shall be housed on job site for any period.
All trash containers shall be covered and after reaching full capacity shall be hauled off within 48 hours or IAW applicable German Federal Regulations, whichever is more stringent. Also all trash containers will be removed prior to final inspection. All paint and adhesive remainders and empty paint/adhesive buckets etc. shall be disposed of by the contractor as hazardous waste according to the regulations.
The US Government will not be responsible for the contractor’s property. The US Government shall provide the contractor with an area for equipment and material storage, around which he will erect a temporary security fence. In any case, the contractor shall be responsible for security of his property.
The contractor shall adhere to the safety regulations of its written safety program, as well as the German laws/regulations on workers’ protection and protection of health as well as the Accident Prevention Regulations. Job sites are to be secured and protected by fences when outside work is involved. All accidents involving personnel, equipment or property of the US Air Force shall be reported during office hours to the Contracting Officer responsible for the respective contract and to the Safety Office of the 435 Air Base Wing at 06371-47-7233.
No asbestos-containing material or materials containing any of the 17 EPA toxic materials shall be used, and only lead-free paints shall be used.
In the event the contractor suspects any hazardous material/waste such as asbestos, lead based paint (LBP), tar, or contaminated soil, the project manager must be contacted immediately in order to coordinate testing with the Environmental Management Flight (435 CES/CEV, DSN 480-7279/7712/9318) and Bioenvironmental Engineering Flight (435 AMDS/SGPB, DSN: 479-2230). All demolition, removal or remediation of these materials will be performed IAW Federal Governing Standards, Germany (FGS-G). All asbestos/lead based paint removal work must be performed IAW the FGS and TRGS 519. A work plan shall be submitted to the Environmental Management Flight, 435 CES-CEAO, DSN 480-7279/7712/9318 (two weeks before start of work) for their review and coordination.
Construction utilities (water and electricity) are available; however, connections for the latter will be at the contractor’s expense. Interruptions of such utility services shall be coordinated in advance with the responsible office and shall be held to an absolute minimum.
After completion of work, the job site shall be restored to its original condition.
All interior finishes must comply with the current Engineering Technical Letters (ETLs), UFC 3-600-01 Fire Protection Engineering for Facilities, National Fire Protection Association (NFPA) Fire Code and KMCI 32-2002 and have a fire resistive rating of class A or B, with certificate of certification under ESTM E84 test.
The carpeting shall meet the requirements of the 2000 USAFE Carpeting Regulations.
If tree cutting is required, or if any construction is closer than 3m to a tree, all actions will only be performed after obtaining permission from the Forestry Department through the Environmental Management Flight (435 CES/CEV, 06371-47-7279/7712/9318, Bldg 572) prior to construction, renovation, installation, demolition, trenching etc. However, all debris clean-up, such as branches, stumps, etc. must be disposed of by the contractor as part of the project.
Ensure applicable Federal Acquisition Regulation (FAR) clauses are incorporated into the contract for proper notification and approval of hazardous material being utilized by contractor. POC: 435 CES/CEAO at 480-9318.
