SUBJECT: KMC Architectural Compatibility Standards

1. As the 435th Air Base Wing Commander, I am proud to present the Architectural Compatibility Standards (ACS) to the men and women of the Kaiserslautern Military Community. Ramstein AB and the units within the community play a vital role in the Global War on Terrorism from world-class airlift support to providing combat-ready forces for world-wide deployment. These standards are key to our vision…Expeditionary Airmen transforming European Command’s premier airlift hub to the “Gateway to Peace” for the 21st Century.

2. We have an obligation to use Air Force resources as efficiently as possible. Accordingly, when making decisions regarding the development of the KMC, we need to have the right information available. The ACS provides the information and guidance necessary to make sound decisions in facility and community design and construction.

3. The Architectural Compatibility Standards provide our civil engineers, designers and contractors the guidance to achieve a well-planned and high-quality visual environment that exceeds Air Force and German standards. They also provide consistency in construction and design across all aspects of the built environment and also create a common level of understanding on how to design future projects for the Kaiserslautern Military Community.

4. It is a three-step process to fully utilize the ACS. First, all commanders and functional managers on Ramstein AB and the associate Air Force units of the KMC should comply with the ACS.

Second, all future programs should be reviewed for compliance with these standards. Finally, the standards should be reviewed regularly and updated as needed to keep the document relevant and accurate.

3. The 435th must continue to design intelligently so we can provide the best communities and facilities for our people. I endorse these standards and believe that through them we can enhance our mission capability and provide the highest possible quality of life.

OVERVIEW

This Architectural Compatibility Standard (ACS) is a reference document and tool to provide a quality built environment at Ramstein Air Base. It provides the standards and recommendations for all building, landscape and streetscape installations within the base.

The ACS has been organized into two (2) Sections (I and II) as follows:

SECTION I INTRODUCTION

Section I overviews the expected use and explains how to use this document.

Section I also defines the five (5) districts on Ramstein Air Base and the different types of buildings within those districts.

SECTION II ARCHITECTURAL COMPATIBILITY

STANDARDS

Section II defines the standards for different building, streetscape and landscape elements within each district. Each building, streetscape and landscape section begins with an application matrix that defines the type, material, shape, color, etc. based upon the district and type of building. The sections also provide general information and technical details on each type of material and element within the matrix.

Design standards will differ based upon which district the proposed element will be located.

For example, a Flightline District administrative building might have different characteristics (color, material, roof shape, etc) than one located in the Community District. Additionally, design standards will also vary across the different types of buildings within that district.

For example, an administration building might have different characteristics (material, roof shape, etc) than an industrial building within the same district

HOW TO USE THIS STANDARD

The ACS user should first define which district the building, streetscape or landscape element will be located (Section I, 2.1).

The user should then determine the intended use of the facility (Section I, 2.2) and become familiar with the respective district themes (Section I, 2.3). Once the district and building type are defined, the user can then determine each building exterior (Section II, 1.0), building interior (Section II, 2.0), streetscape (Section II, 3.0), and landscape (Section II, 4.0) element for the facility.

STANDARDS AND RECOMMENDATIONS

If an obligatory standard, such as Unified Facilities Codes, Air Force Instructions, building codes, manuals, etc, is noted within this document then the standard shall be considered mandatory. In the case where obligatory standards are not defined or listed as a recommendation, then the ACS user will have several choices based upon the base common practices.

SCOPE

All proposed designs must receive approval from the BCE or his appointed designee prior to execution. No deviations to the standards in this ACS will be allowed without written approval from the BCE.

The NATO are not part of the ACS, the buildings are subjected to special requirements.

PURPOSE

This standard represents the architectural standards to be used by the Base Civil Engineer’s (BCE) staff and its agents to systematically upgrade the physical features on base. The application of these standards will eventually result in a fully functional architecturally compatible environment. These standards apply to all exterior and interior features that contribute to the visual environment of RAB.

These standards have been developed to provide designers with a check list of architectural components necessary to achieve compatibility with architectural styles on RAB.

- The standard defines the basic theme and appropriate styles in the KMC

- It covers typical building elements, colors, materials and furnishings that are mandatory for use to achieve the best architectural interior and exterior environments.

- It provides different specific standards to direct the appearance of all installations:

“Building Exterior Standard”, “Building Interior Standard”, “Streetscape Standard”, “Landscaping Standard” and “Related Standards”

The Architectural Compatibility Standard based on the Area Development Plans that has been super ceded by the General Plan.

The Standards may vary from geographically separated areas of the base know as visual districts: (ADP1 – ADP6)

GENERAL INFORMATION

The Ramstein Air Base General Plan and Area Development Plans (ADPs) divide the base into five ( 5 ) distant visual districts:

• COMMUNITY DISTRICT

• INDUSTRIAL DISTRICT

• FAMILY HOUSING DISTRICT

• ADMINISTRATIVE DISTRICT

• WEST END FLIGHTLINE DISTRICT

Different design standards apply within the individual districts.

Type of Building 2.2

Different architectural styles might appear within the individual districts based upon building type and usage.

The building interior work standard is divided into a standard quality level and a high quality level. Final determination of the level must be approved by BCE.

Administrative Buildings Most part of the building provided with offices.

Dormitory Buildings Dormitory for permanent accommodation of unaccompanied persons.

Family Housing Buildings Building suitable for permanent accommodation of families.

Lodging (Hotel) Buildings These buildings are used for temporary accommodation of persons.

Community Service Buildings As a rule, these buildings are public facilities and open to the public;

e.g. clubs, commissary, fitness center, chapel, school or dining hall.

Industrial Buildings Industrially used building such as maintenance facilities, material support facilities;

e.g. shops, hangars, sheds.

Utility Buildings e.g. transformer stations

Parking Garages

Other Buildings These secondary buildings should adapt to the surrounding area and must be approved by the BCE.

e.g. kiosk, gatehouse, guardhouse, equipment house , technical equipment, permanently installed equipment (satellite installation, tanks etc)

Prefabricated Buildings These buildings are temporary facilities consisting of prefabricated containers.

They are multi-functional buildings ( e.g. site facilities; office and material containers).

These facilities are not part of the ACS, they are subjected to special requirements which must be approved in individual cases.

1.1.2 General Information

Roof types The roof type effects the building enormously, especially in case of sloping roofs. The roof type is defined by many components:

• roof pitch

• roof type

• roof type combination

• roof superstructures

• roof projection

• cornice and verge construction

• structure of the roofing material

• surface of the roofing material

• color of the roofing material

If possible, mechanical equipment should be installed in the building and hidden underneath the roof covering. If mechanical equipment is installed on the roof, then visual screening should be provided.

Roof Overhang The roof overhang finish should be the same color as the roofing.

1.1.3 Tiled Roofs

Concrete Tile Roof

→ mainly for the family housing districts.

The usage in other districts must be approved in individual cases by the BCE.

Technical Information Concrete roof tiles should generally be used for a roof pitch of 22° - 45°. They can also be used for flatter or/steeper roofs to provide additional protective measures.

However, German DIN and EnEV regulations require a sub-roof on low pitch tile roofs (less than 22°).

The tile finish should have a treatment to allow for better cleansing.

Snow guards and/or snow stop tiles should be installed in areas where snow can accumulate (eaves, valleys, etc).

Clay Tile Roof

→ mainly for the family housing districts.

The usage in other districts must be approved in individual cases by the BCE.

Clay roof tiles should generally be used for a roof pitch of 22° to 45°.

They can also be used for flatter/steeper roofs to provide additional protective measures. However, German DIN and EnEV regulations require a sub-roof on low pitch tile roofs (less than 22°).

Lacquered clay tiles can be used, wherever concrete tiles are allowed to be used, because they can be manufactured in various colors and are easier to maintain.

Snow guards and/or snow stop tiles should be installed in areas where snow can accumulate (eaves, valleys, etc).

1.1.4 Standing Seam Metal Clad Roofs

→ All districts to all building types

Standing seam metal-clad roofs are especially suitable for large roof areas and spans. Sectional aluminum panels should generally be used for roof pitches of 1,5° to 20° with the idealroof pitch at 15°.

Continuous metal elements shall be installed from the eaves to the ridge. However, large panel lengths might depend on which type of shipping methods are used to get the material on site.

Utility Building KMCC Example: Hardstand for Mechanical Equipment

1.1.5 Low Slope Roofs

→ All districts: mainly for parking garages or hardstands for mechanical equipment.

Normally the upper floor should be designed without a roof. Because of susceptibility to icing only the ramps are canopied.

Depending upon their usage, parking garages roofs should be finished with a top road course (park deck), gravel course, landscaping or a combination of these. Since major roof loads occur, solid slab systems, such as hollow reinforced concrete slabs or sectional sheet steel – bonded systems, are recommended.

State of the art waterproofing membranes should be used.

Bituminous waterproofing should not be used.

1.1.6 Landscaped Roofs

→ All districts: mainly for new parking garages with rooftops → All districts: bermed buildings

Landscaped roofs have strong positive environmental benefits;

rainfall retention at 50% to 90% and delayed water run-off relieving the storm drainage system. However, one of the main negative aspects is that landscape roofs require stronger load-bearing slabs to support the additional weight of the landscaping.

Technical Information The sub construction of the roof should built up with a low slope.

Extensive landscaping should be used, since it requires little maintenance efforts once placed. Roof inlets, connections, enclosures, penetrations, etc should be kept free from landscaping and must be accessible at all times. A gravel strip around such items is recommended.

1.2.2 General Information

Roof drainage is mandatory for every roof type. All sloped roofs will be drained via exterior roof gutters at the eaves and all flat roofs via interior drains. There are many gutter manufacturers with various gutter systems in numerous forms and materials.

Semi-circular gutters with round downspouts should be used for

→ All districts to all buildings except for community service buildings where concealed gutters are recommended

Form Generally, semi-circular suspended gutters should be used throughout the base. Only community service buildings should receive concealed gutters and downspouts, preferably located in the exterior walls.

Shingled roofs covered should be provided with a verge gutter at the verge (gable).

Color Box gutters should be coated in the same RAL-tone as the roofing.

Raingutters and downspouts in the area of the façade should be painted in the same color tone as the facade and those in the area of the wall base and/or eaves should be painted in the color shade of the latter.

Concealed Roof Gutters If the eaves area is to be fully concealed for design considerations, gutters should be installed as shown on the adjacent drawing.

Interior Roof Gutters Interior gutters are only acceptable in exceptional cases (e.g. existing buildings). In these cases, gutters should be provided with gutter insulation and vapor barrier.

Overflow scuppers should be provided for all interior roof gutter systems to prevent backwash and roof damage due to clogged drains.

Protective Measures Roof gutters in areas with trees should be provided with leaf-stop cages to prevent soiling/clogging. Another option is to use box gutters.

Downspouts should be protected by a steel standpipe at their base.

Downspouts should never be drained on to the ground without providing landscape protection (splash blocks, filtering, etc.)

Clean out pieces shall be installed in the downspout, so that cleaning with high pressure washers and maintenance are easier and less cost intensive.

1.3.2 General Information

Accents Accents are structural components (15%) with proportions clearly secondary to the main façade.

Buildings for children are allowed to use other accent colors like the standard and must be approved in individual cases by the BCE.

Additions Major building additions that add more than 30% to the façade must follow the ACS. Minor building additions should match the existing building façade even if it is not current standard.

1.3.3 Plaster Façades

Plaster facades could be used for the following functions and/or districts:

→ All district to all building types

Generally, two types of plaster are applied - lime plaster (Kalkputz) and cement plaster (Zementputz). These are categorized into insulation, heavy and light plasters. All exterior plasters must be weather-, frost- and temperature-resistant, color-retaining, well bonding, sufficiently hard, crack-free, efflorescence-free and self cleaning. Cement plasters are used for the base since they are resistant to capillary and splashing water.

Silicone resin plasters are recommended for thermal insulation exterior wall system (WDV-System).

Execution Rough cast/grain size 1,5–3,0 mm Application: Spray plaster/toweling

Published US and German regulations require that buildings be thermally insulated according to U-factors for energy conservation purposes. New buildings must be designed to comply with these regulations. Exterior building insulation should be applied to meet these building regulation requirements. If buildings are being renovated and/or altered, they are required to meet the same regulations. Basement walls should receive perimeter insulation only around conditioned room. An energy certificate shall be prepared for new construction measures.

Algaecides and fungicides shall be incorporated into the exterior plaster.

The plaster wall build up shall also meet the base, DIN 4108 and EnEV sound insulation requirements.

1.3.4 Exposed Masonry Facades

Exposed masonry facades are high-quality exterior wall finishes:

This exterior wall construction consists of a double-shell with thermal insulation in between.

Minimum thickness of outer shell: 90mm Masonry piers in exterior shell: L ≥ 24cm

The exterior shell must be self-supporting over the entire length of the façade and must meet Anti-Terrorism/Force Protection standards.

1.3.6 Paneled Facades

Large-sized façade sheeting of fiber-cement panels can be used for new facilities as well as for repairing of existing facades. These panels can be mounted on an aluminum or steel supporting sub frame or on masonry as shown in the details opposite.

A roof overhang of 60cm minimum is recommended for all paneled wall sheeting.

Exterior wall finishing should be installed at a minimum distance of min. 20mm in front of thermal insulation/wall surfaces.

Ventilation openings of 50cm² must be provided per linear meter wall length. Insect mesh must be provided at ventilation openings to prevent penetration into air spaces.

Only manufacturers and systems that are proven and experienced should be used.

Fire Escape Balconies Fire escape balconies must meet all NFPA construction and material requirements and standards.

1.6.4 Windows

Windows should be of plastic or aluminum construction with FCKW-free core insulation. They should be provided as flush frame construction with turn/tilt hardware.

Windows must meet German (EnEV) and US energy conservation regulations and sound insulation requirements.

Hardware Hardware selection for windows must be based on building district, type, prominence and expected usage.

Window Sills New Buildings:

Aluminum, prefabricated concrete, plastic and natural stone are various types of exterior window sill materials. The selection of the window sill type depends on the appearance of the planned facade and should match the surrounding buildings.

Renovation Projects:

Aluminum should always be used for renovation projects due to low assembly requirements. In cases of brick masonry or concrete facades, bricks or other window sill material is acceptable only, if the new sill will match the existing conditions.

Security/Bullet Proof Laminates The safety of certain building groups is of special importance.

Windows in these buildings should be protected against manual and ballistic attacks.

Instead of insulating glass panes aluminized glass panes or panels may be used in the area of landing and ceiling constructions.

Solar Protection Exterior solar protection should be provided for all buildings.

The following systems are recommended for the different building functions:

Electrically-operated venetian blinds:

Modern office buildings have gratings for solar protection, which can also be used as fire escape route. This could be a consideration for the design of new office buildings on the base.

Guide rails as well as Venetian blind boxes same color shade as window frames. Deviating from the above, the armored shutter shell may also be provided in standard color gray of manufactory’s series.

Exterior sunshade assemblies (guide rails, sunshades) should be the same color as the window frames.

1.8.2 General Information

Exterior signage and exterior lighting are in a relation. The signs should be placed where they can be clearly seen by the user. The exterior lighting secure the visibility at night.

1.8.3 Exterior Signage

Various types of information are required to identify a building, such as building numbers (Type B5) and building functions (Type B4).

Building Identification Sign, Type B4 The building function is generally shown on a free-standing sign on the landscaped strip in front of the buildings. However, many buildings do not have a planting strip to accommodate a free standing sign. In this case the information should be painted or directly mounted on to the facades. Painted on signage is acceptable where no building functional changes are expected. Information on plaques for administrative buildings are recommended. Plaques can be exchanged and taken to the next building to be mounted.

Family Housing Area Signage Each family housing building should be identified by two (2) building numbers located near the outer corners facing the roadway and directly around the corner on the gable facades. Depending upon the number of entries each family housing unit entry should be identified by a letter A, B, C, D, ...

If the main entrance faces the street, an additional sign should be placed on the side of the building.

The standard entry sign for basement entries - white letters on standard brown background should be used.

Building Number Type B5 Each building should be identified by a building number directly painted or mounted on the corner of the street facade.

Building numbers should be at the street side on each corners of the building and entry signage at building entries with exterior lighting for visibility at night for proper destination see sketch.

Signage in housing and admin districts shall be placed at eye level (bottom edge = 1.50 m).

Signage in industrial district shall be placed height than eye level.

Type of Building Numbering Their are two-types of building numbers used on the base:

painted-on numbers:

→ for all plaster facades, except community service buildings brass numbers on plaques:

→ community service buildings and buildings with texture finishes (concrete, metal or masonry facades)

Building Number Typography: Helvetica medium, 2’’ (50mm) Height: app. 240 mm (280mm including shadow) Font size: app. 50mm;

Shadow size: app. 30mm.

Open space between numbers and shadow is not required. The space between each figure shall be appropriate. Ensure that the numbers are in line; superscript and subscript are unacceptable.

1.8.4 Exterior Lighting

Standard Building Entrance Lighting Standard exterior entrance lighting fixtures should be suitable for the particular building functions and characteristics. Canopies should have ceiling mounted or recessed downlights for general lighting.

Additional wall-mounted lighting fixtures should be provided for building numbers as well as for highlighting designated features, information boards or signs.

Access stairs and ramps to entrances should be provided with wall mounted or recessed orientation lighting fixtures.

Special Building Entrance Lighting Community service buildings on the base should have appropriate building exterior lighting fixtures corresponding to the function and level of importance of the facility.
