AIR FORCE MULTIPLE-AWARD CONSTRUCTION IDIQ FA5613-08-R-0001
A Preproposal Conference/Test Project Site Visit will be held at 700 Contracting Squadron (CONS) located on Rhine Ordnance Barracks Germany on 01 July 2009, 0800 in rooms 9 & 10 of Bldg 164. Attendence is mandatory for all offerors. Failure to attend the conference and Test Project site visit will result in the rejection of the proposal.
Offeror Deadlines:
1. Solicitation Questions: Questions concerning this Solicitation must be received in writing not later than 26 June 2009, 1000.
2. Security: Offerors must submit the names of their proposed Conference attendees (not to exceed 2 persons per offeror) NLT 23 June 2009 to the POC shown below. This is to allow time to get base access approval before the conference and site visit.
3. Proposals/Bids: Offeror Proposal/Bids must be received by 700 CONS NLT 16 July 2009, 1000.
Successful awardees will be selected using Performance/Price Trade-off (PPT) procedures resulting in the Best Value to the Government. Offerors should pay particular attention to Sections L and M of this solicitation.
The anticipated award will be a multiple-award construction IDIQ for a 5-year ordering period. The estimated magnitude of construction for the 5-year ordering period is between $250,000,000.00 and $500,000.000.00. The guaranteed minimum per awardee will be $50,000.00. The expected award date is on/or about 1 August 2009 - subject to the availability of funds.
Place of performance will be at Ramstein Air Base, Spangdahlem Air Base and geographically separated units that are located within the borders of Germany. The estimated requirement is a wide range of individual task orders which include sustainment, maintenance/repair, alteration, and minor construction of real property. This competitive solicitation will be restricted to construction firms authorized to operate and perform business in the Federal Republic of Germany in accordance with DFARS 252.225-7042, Authorization to Perform. All other contractors are deemed ineligible to submit offers. The successful contractors will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual task orders and maintain a project management office (PMO) in the Ramstein Air Base and Spangdahlem Air Base areas. The two PMOs must be able to receive task orders in a timely manner and provide management services related to the accomplishment of individual task orders.

The 700th Contracting Squadron located at Rhine Ordnance Barracks in Kaiserslautern, Germany is conducting market research for a potential consolidation SABER contract for the Spangdahlem AB, Ramstein AB, and the Kaiserslautern Military Community (KMC) areas (Germany). The questionnaire will be used to seek interested sources and collect industry information on their impression of the SABER consolidation of Ramstein and Spangdahlem installations into one (1) SABER Indefinite Delivery Indefinite Quantity (IDIQ) contract.
