About this file
This document is an Amendment 1, Attachment 1 - Questions Document for a firefighting foam procurement for the 52nd Civil Engineering Squadron at Spangdahlem Air Base in Germany. The solicitation (FA560625QA087) requires Solberg 3% MIL-SPEC SFFF foam that is listed on the Qualified Products List (QPL) in accordance with MIL-PRF-32725, with strict requirements including a Certificate of Conformance proving no per- and polyfluoroalkyl substances (PFAS). Shipping details specify flexibility in freight methods, with delivery acceptable at the consolidated shipping point in New Cumberland, Pennsylvania, and contractors are responsible for customs clearance with government assistance.
Key additional details include that this is a one-time purchase, VAT is exempt, both U.S. dollars and euros are acceptable for quotation, partial shipments are permitted, and only the manufacturer's standard warranty is required. The foam must meet all specifications in Attachment 1, likely including a ten-year storage requirement. Vendors must provide Safety Data Sheets at delivery and ensure proper UN/DOT markings for hazardous materials when shipping from the United States. The solicitation emphasizes that mixing different foams within tanks is not allowed, and a specific Certificate of Conformance proving no PFAS is mandatory.

Amendment 1, Attachment 1 – Questions Document
FA560625QA087
52 CES/CEF Firefighting Foam at Spangdahlem Air Base, Germany
1. Do you require foam that is already listed on the government’s Qualified Products List (QPL), or would you accept other foam if the supplier provides full testing data that shows it meets the required performance standards?
Yes, the foam needs to be Solberg 3% MIL-SPEC SFFF in accordance with MIL-PRF-32725 and listed on the QPL. Mixing different foams within the tanks is not permitted.
2. Should the supplier provide a Certificate of Conformance that specifically proves the foam contains no per- and polyfluoroalkyl substances (PFAS)?
Yes.
3. Do you want the Safety Data Sheets (SDS), which describe hazards and safe handling, included with the quote, or only at the time of delivery?
At the time of delivery is acceptable.
4. Will you allow the foam to be shipped by air freight if it is faster, or must it only be sent by ocean freight?
Any style of shipping is acceptable.
5. Who will be responsible for clearing the shipment through German customs once it arrives — the vendor, or the government?
The contractor will bear the responsibility; however, the Government will assist with necessary customs information required from our end.
6. Do the foam containers need to have any special United Nations (UN) or Department of Transportation (DOT) markings on them, since they hold hazardous liquid?
Depending on where the items are being shipped from (i.e. the United States), they will require proper UN/DOT markings.
7. Should the totes be delivered directly onto the military base at Spangdahlem, or will delivery to an off-base freight forwarder be acceptable?
Delivery to the consolidated shipping point at New Cumberland in Pennsylvania is also acceptable.
8. Is there a requirement for the containers to be inspected or certified for quality before they are shipped?
With this being a hazardous substance, there are likely specific laws and regulations for the container to meet certain specifications to ensure it can safely contain the product. However, the Government does not have a requirement to inspect or certify the containers ourselves before shipping.
The Government will provide assistance to the contractor through the Logistics Readiness Squadron’s Inbound Cargo and Customs offices; however, the contractor bears the responsibility for shipping and customs.
9. If only some of the totes are available immediately, will the government accept a partial delivery at first, followed by the rest later?
Yes. Partial shipment and invoicing is acceptable.
10. Is there a minimum shelf life required for the foam? (For example, the military specification published in June 2024 requires foam to last ten years in storage.)
Yes, all requirements from Attachment 1 apply.
11. Should we provide our quote in United States dollars or in euros, since the delivery point is in Germany?
Both currencies are acceptable.
12. Is this purchase exempt from Value Added Tax (VAT) in Germany, as it is for a U.S. military requirement?
Yes, do not include VAT in your quotations.
13. Do you expect this to be a one-time purchase only, or will there likely be future orders for additional foam?
This requirement is for a one-time purchase.
14. Beyond the manufacturer’s normal warranty, do you require any additional warranty or certification of product performance after delivery?
No, the manufacturer warranty is acceptable.
