About this file

This is a Brand Name Justification (Simplified Acquisition) document for the 52nd Civil Engineering Squadron (52 CES) at Spangdahlem Air Base. The document justifies the procurement of Honeywell Posi3 USB Fit Flow Testers for SCBA (Self-Contained Breathing Apparatus) testing, specifically requesting 2 testers with associated equipment including manifolds, transducers, regulators, adapters, gauges, and cases. The justification emphasizes the need for a single brand due to the PosiChek family's industry standard status since 1988, current usage by 52 CES, and the potential inefficiencies of training personnel on multiple software and hardware systems.

The document outlines that while Honeywell is the only manufacturer of this specific Posi tester with unique technical specifications, all distributors and re-sellers should be capable of competing. The United States Air Force Fire Protection at Spangdahlem Air Base plans to conduct ongoing market research to include new Honeywell distributors for future acquisitions. The procurement is part of the 52 CES fire department's requirement to ensure NFPA compliance during initial and annual SCBA equipment certifications, with the ability to perform testing in less than 2 minutes at an NFPA 1852-compliant test benchmark.

Brand Name Justification (Simplified Acquisition)

The PosiChek family of SCBA test equipment has been the industry standard for thousands of fire departments, refineries, chemical plants and nuclear power stations worldwide since it was first introduced in 1988. Currently 52 CES/CEF utilizes PosiChek equipment and software to accomplish its SCBA testing, which has been repeatedly successful in ensuring NFPA compliance during initial and annual certifications. While there are different apparatus available on the current market, other test-bench equipment utilizes both different hardware (for maintenance and repair purposes), as well as different software (for interfacing). If 52 CES were to procure a different brand of equipment, personnel would have to be trained on the utilization of 2 separate software UI's, as well as procuring repairs/replacement parts from multiple sources. Due to the transient nature of personnel at 52 CES, this would effectively double the training time required for personnel to be proficient on SCBA NFPA testing, but could lead to further issue in the future, if this requirement is continually procured from different manufacturers (e.g. having to train on an ever increasing number of differing software suites, requiring an increasing number of vendors to supply repair parts, etc.). To mitigate the aforementioned risks and potential for gross inefficiencies, this procurement will be solicited as a brand-name requirement for Honeywell Posi3 equipment.

All distributors/re-sellers of this equipment should be capable of competing.
