About this file
This document is a Questions and Answers file for Solicitation FA560625Q2024 for a Low Speed Vehicle (LSV) for Spangdahlem Air Base in Germany. The Q&A provides detailed clarifications about vehicle specifications and procurement requirements, including two potential delivery addresses (Building 368 Flugplatz Spangdahlem or FE 5621 52 FW LRS DCI), currency acceptance for quotes (both EUR and USD), and specific vehicle configuration details. Key vehicle requirements include seating for personnel (a 6-seater is acceptable, but a 3-seater is not), a standard loading area, and classification as a low-speed vehicle.
The responses indicate specific preferences such as no need for additional accessories like crates, tool bins, or nets, and no requirement to throttle the vehicle's power as long as it remains classified as an LSV. The solicitation seeks a vehicle matching or equivalent to the CANAM Traxter Max HD 10 XU, with requirements including heating, a minimum 2-year warranty, ability to transport tools, seat belts, an enclosed cabin, and windshield wiper capability. The procurement is being conducted by the Department of the Air Force, United States Air Forces in Europe - Air Forces Africa, specifically for the Spangdahlem Air Base in Germany.

Questions and Answers FA560625Q2024 – Low Speed Vehicle
Please find below questions and corresponding answers for Government solicitation
FA560625Q2024:
1.According to the tender, the place of fulfillment would be Spangdahlem. Should this be used as the initial delivery location? And if an order is placed, will the exact delivery location be communicated to you instead or beforehand?
- An APO delivery address is usually included in the contract and provided after the award. A commercial address can be requested and can be provided beforehand as question 2. clarifies.
1. Is there a precise delivery address here to ensure the process and procurement make sense logistically?
- Building 368 Flugplatz Spangdahlem, DE 54529 or
- FE 5621 52 FW LRS DCI, Spangdahlem AB Bldg. 250, Flugplatz Spangdahlem DE 54529
3. Are there any specific preferences or ideas you would like to have in addition?
- The LSV requirements outlined in the technical specifications are the minimum.
Please quote IAW with the requirements and your capabilities.
4. When submitting a quote, are dollars and euros also permitted in this case, or should it preferably be submitted in dollars?
- Quotes can be submitted in EUR and USD.
5. There is a model with 3 seats but with the corresponding loading area, would this be possible or do you insist on the number of seats?
- A 3-seater option is not acceptable as the seats are needed for personnel.
6. There is also a model with more seats (6 pcs.) but with less loading space (standard loading area 96.5 x 138x30.5), would that be an option?
- A 6-seater is acceptable.
7. Or whether both the minimum number of seats and the required loading area are insisted upon?
- Please see answers to the questions 6. and 7. above.
8. Since there is also a model with the three seats in stock and only need to be upgraded accordingly to meet all other requirements, delivery would then also be very prompt, would this be acceptable?
- No, this would not be acceptable.
9. The vehicles usually have more power than desired, but throttling is possible. Should this be done immediately or should the power be maintained for the time being?
- It does not need to be throttled as long as it is still classified as an LSV (low-speed vehicle).
10. Are vehicle crates or tool holders needed, or safety nets for the cargo area, or even more storage space for tools in the cabin, for example, through storage containers for under the seats or nets for the dashboard? There's also the option of rifle mounts, etc. Are any of these to be added to the vehicle and included in the cost estimate, or if there are other things that are needed?
- Crates, tool bins and nets are not required. Nothing further needs to be added to our list of requirements.
