About this file

This document is an Amendment 1 Questions and Answers (Q&A) file for Solicitation FA560625Q2018 for a Parcel Locker system at Spangdahlem Air Base. The Q&A provides detailed clarifications about the locker system requirements, including specifications for 100 lockers with varying sizes to accommodate different package dimensions (minimum 8 large lockers for 500mm x 850mm boxes, remaining lockers split between large, medium, and small sizes). The total system must not exceed 12,438 mm in length and 900 mm in depth, with a maximum height of 2,000 mm.

Key technical details include authentication methods (scanning barcode on CAC card or QR code), pickup-only functionality, and notification processes through the postal system rather than the locker system itself. The lockers require secure access methods that do not transfer Personally Identifiable Information (PII) or Controlled Unclassified Information (CUI), with notifications handled internally by the postal system. The system is specifically for the Department of the Air Force, United States Air Forces in Europe - Air Forces Africa, and is designed for outdoor use without additional cover.

# Question Column1 Answer

#1 Is the requirement for the locker only or the locker and labor and materials for installation?

The requirement is for all aspects outlined in the RFQ to include delivery, installation, and training.

#2

Can you confirm door sizes? On your request, it says 100 individual doors of varying sizes. So would that be 92 doors to store packages of (100mm x 100mm) and 8 doors to store packages of 500mm x 850mm? Out of those 92 doors, do you want any designed to store medium packages?

If so, what dimensions are needed?

Since packages will be 100mm x 100mm and 500mm x 850mm, don't the doors need to be slightly larger?

If so, what dimensions?

We need at least 8 lockers to fit a 500mm X 850mm box inside it. The rest of the lockers should vary in sizes in order to accommodate for large, medium and small size boxes. The left over lockers should be split evenly between these sizes. The toal amount of lockers should be 100 at minimum. The overall system should be able to support varying pakages sizes comfortably while not exceeding the total length of 12,438 mm and depth of 900 mm.

#3

In reference to the requirement that the outdoor locker banks should not exceed 2000mm in total height, would Spangdahlem AB accept a proposal for a locker bank that is 2,223mm Tall?

We would not accept that height. After measuring, it would be too tall for shorter personnel to safely remove a package.

#4

The Spangdahlem Post Office requirement for secure locker access via CAC, barcodeor QR code methods of recipient/user authentication requires a cloud-based software for full functionality, including email notification. The data transferred, which includes recipient information, is considered Controlled Unclassified Information (CUI) by the DoD. Referring to the USAF’s Cloud Security Standards, can Spangdahlem AB confirm that the CIO office of the USAF will allow a non-IL4 / FedRAMP-authorized (NIST 800-53) solution for the transmission of CUI data in the cloud-based intelligent locker system?

The requirement is not for a CAC. It is the barcode on the back of the CAC, normal barcode, or QR code. Whatever option ensures security. Information from the barcode does not transfer PII or CUI from the back of the CAC, as it is just a number when scanned. The CUI part is stored in our postal system. Email notifications will be handled by our Postal System, in which our members will enter the information.

#5 Should the authentication at the lockers be done by using a QR code or RFID transponder (CAC)?

Authentication should by done by scanning a barcode located on back of CAC card or QR code assigned to personnel.

#6 How will the customers be notified?

They will be notified by our Postal system generated by our member's not the locker itself.

#7 Are interfaces to e-mail servers required?

No, this is not a requirement.

#8 Will the lockers only be used to drop-off and pick-up of parcels?

Only Pick-up no drop-off

#9 How should the handover to the end user take place?

The end user will open the locker by scanning a barcode or QR code and claim their package.

#10 Should the person receive an email or be assigned a code? Are these people known or unknown?

The person will receive an email notifying them that the package is in the locker through our interneal Postal System. Not the locker itself.

#11 Can you please provide dims and quantity of individual lockers?

We need at least 8 lockers to fit a 500mm X 850mm box inside it. The rest of the lockers should vary in sizes in order to accommodate for large, medium and small size boxes. The left over lockers should be split evenly between these sizes. The toal amount of lockers should be 100 at minimum. The overall system should be able to support varying pakages sizes comfortably while not exceeding the total length of 12,438 mm and depth of 900 mm.
