Secure Video Teleconferencing Solicitation Q&A

Building and Room # Question Answer

General 1 As we are developing our questions, we wanted to request a pre-bid site visit to clarify the requirements and scope needed.

I don’t see any issue with this request. We will coordinate dates and times with the owners of each space in Bldg.

3030 and Bldg. 23.

General 2 Will the Government please extend the question submission deadline until 2 days after a site survey can be completed?

Yes, the question deadline will be extended for after the site visit. The site visit date and time will be communicated on sam.gov once it is set up.

Attachment 1 3 We would like to request a clearer picture of the 15.0 Drawings from Attachment 1. When we zoom into the picture, the drawing details become too pixilated to read.

I have attached drawings for Bldg. 3030. I think they are the same ones that are attached the SOO, but perhaps they can be zoomed in better. If not, the site visit should be able to clear up any concerns or answer any questions.

Bldg 3030, Room 107 4

The requirement states that the electronic sign outside Room 107 must automatically engage upon starting or entering a secure VTC session. Given that determining the security status of a Microsoft Teams meeting would require full administrative access to the Teams tenant—something that we assume you would likely not grant—can you clarify how you envision this integration working? Would an alternative solution, such as manual activation or integration with an approved third-party system, be acceptable?

The sign outside of room 107, along with the rest of the rooms, should be able to automatically engage to the maximum extent possible. If some situations, such as utilizing Microsoft Teams, this is not possible, then there should be a way to easily activate the sign manually. If there is an approved third-party system, then this could be also put into consideration.

General 5 Is there a document detailing the existing hardware that the new system is expected to integrate with?

Bldg. 23 doesn’t have any existing hardware that the new system needs to integrate with. For Bldg. 3030, the new system should integrate with he existing system to the maximum extent possible, considering integration difficulties and approved systems. I have attached the documentation I have for Bldg. 3030. It was awarded under FA560622P0073.

General 6 Is there a document specifying the required system components, such as the number of displays, microphones, and other equipment?

There isn’t a separate document specifying the required system component other than what is listed in the SOOs. We are looking for a system that meets the needs of the customers, and requesting the contractors to propose solutions. This can also be addressed during a pre-bid site visit.

Bldg 3030, Rooms 107/111 7 Will the video conferences be conducted using the existing PCs, or will room systems be required?

Video conferences will be conducted utilizing existing PCs through Microsoft Teams; but will also require a Cisco room system for ACBN and SIPR.

Cameras, speakers, desktop microphones, and USB hubs have already been delivered and installed for these rooms. Should these devices be integrated into the video conferencing systems? To the maximum extent possible with considerations being made for interoperability and authorization.

Bldg 3030, Rooms 107/111 9 As far as we know, there is no room display for rooms 109 and 111 yet. Should this be retrofitted?

Does room display mean the level of classification on the outside of the room during secure VTCs?

Then yes, this will be a requirement. Further discussions can be made during a pre-bid site visit.

Bldg 3030, Room 109 10 Will the video conferences be conducted using the existing PCs, or will room systems be required?

Video conferences will be conducted utilizing existing PCs through Microsoft Teams; but will also require a Cisco room system for ACBN and SIPR.

Bldg 3030, Room 109 11 What display is the video conferencing system intended for? The middle video wall in Room 109. Further discussions can be made during a pre-bid site visit.

Bldg 23, Room 233 12 Does this room already contain conference technology? If so, which components? This room doesn’t already contain conference technology. All equipment will be new.

Bldg 23, Room 233 13 Should two displays be installed in the room?

Only one display was originally requested. We are discussing providing a pre-bid site visit, where this question can be re-addressed, if needed.

Bldg 23, Room 233 14 What type of "safe" and "unsafe" indicator signs are used, and how are they currently controlled? No indicator signs are being used. This would be a requirement of the solution.

Bldg 23, Room 233 15 Will the video conferences be conducted using the existing PCs, or will a room system be required?

Video conferences will be conducted utilizing existing PCs through Microsoft Teams; but will also require a Cisco room system for ACBN and SIPR.

Bldg 23, Room 210 16 We completed the current installation here in 2017 and already submitted a cost estimate for the renovation in 2023.

Can we build on this cost estimate? You can build on this cost estimate if it meets all of the requirements in the Statement of Objective (SOO).

Bldg 23, Room 210 17 There are currently two projectors with rear-projection screens. Should these be replaced with displays? These should be replaced with displays. Please refer to SOO.

Video conferences will be conducted utilizing existing PCs through Microsoft Teams; but will also require a Cisco room system for ACBN and SIPR.

They will require an ACBN CODEC, a SIPR CODEC, a SIPR laptop, an ACBN laptop, and a NIPR laptop - for a total of five sources.

Each room does not have a dedicated operator's station/desk or a conference table. However, the desks do not have any cable pathways. There is a raised floor, that could possibly be used to feed wires from one location to another.

In feet, what is the estimated distance between the IT Closet and the room? Is there space to install an AV Credenzas that can host the in-room AV gear?

Please utilize provided drawings and equipment lists. I am not sure how much space is required for an AV Credenza. We are discussing providing a pre-bid site visit, where this question can be re-addressed, if needed.

Each room does not have a dedicated operator's station/desk. However, this can be discussed if it is a better solution.

Bldg 23, Rooms 210, 233 47 Size: What is the size of the room? What is the size of the conference table?

Bldg. 210: True floor to ceiling: 8ft 5in (2.58 meters), Area: ~20.5ft x 34.25ft, Conference Table: 21.5 Feet long, 6 Feet at the widest part of the table and 3.25 at the narrowest part of the table.

Bldg. 233: Office is an "L" shape. The smaller space that makes up the L in the office is porivded in parenthesis. is L shaped the smaller space that makes up the L of his office is provided in parenthesis.

Area: ~31ft x 16.5ft (12.4ft x 6.3ft) , Conference Table: 7.25 feet long and 3.25 feet wide.

No existing cable pathways or a table cubby are available to host the wire feeds. Plesae include these materials in your proposal.

All existing drawings have been provided as part of the Statement of Objective (SOO). We are discussing providing a pre-bid site visit, where this question can be re-addressed, if needed.

Bldg 3030 54 There are equipment call outs are on the drawings on page 16. Can you please provide us with a final list of that equipment by room?

Bldg 23 55 Drawings on page 14 do not have equipment call outs like the previous Building 3030 document did. Can you please provide us with a final list of that equipment by room? No existing equipment will be utilized for new requirement. All existing equipment, if any, must be replaced.

General 56 Are you open to substitutions of equipment if the substitution adheres to the parameters of 5.2. Room Requirements and 5.3. Equipment Requirements?

We are open to substitutions as long as it adheres to the parameters set forth in the Statement of Objectives, it is the Approved Product Lists, and is cleared by cybersecurity for use on DoD and Coalition Networks.

General 57 For 15.0. WARRANTY, what is the expected response time for support emails, support calls and on-site support if the issue remains unresolved through email or phone support?

Expected response time for support emails and support calls is either 24 hours, or next work day. Expected response time for on-site support is 5-7 days.

General 58 For 15.0. WARRANTY, will you accept the inclusion of spare mission critical hardware in our response? We will accept the inclusion of spare mission critical hardware. Please identiy as such on the response.

General 59 Will you accept the delivery of the spare mission critical hardware and house them on the base in Germany? We will accept the delivery of the spare mission critical hardware and house them on the base in Germany.

General 60 Will you accept quarterly preventative maintenance visits as part of our response to 15.0. WARRANTY?

We will accept quarterly preventative maintenance visits as part of the response. Please identify as such on the response.

General 61 If there are previously installed AV systems, do you have any service and support records for all the rooms?

Only Bldg. 3030 has any previously installed AV systems that will remain to the maximum extent possible. We do not have any service or support records for this building. Bldg. 23 AV systems will be removed.

General 62 Will mobile phones with cameras, tablets and laptop computers be allowed in the rooms?

Mobile phones with cameras are not allowed in Bldg. 3030, but are allowed in Bldg. 23. A camera can be provided to take pictures in Bldg. 3030 if coordinated prior to visit. Tablets and Laptops are allowed in Bldg. 3030, provided their wi-fi, data, blutooth, etc. are disabled. Tablets and laptops are allowed in Bldg. 23.

General 63 For 15.0 WARRANTY, for products for which 2 year warranty is not available per the manufacturer, is there an exception to the 2 year warranty requirement. This will be determined on an on case basis and cannot be determined at this time.

General 64 Can our team stay (house) on base? I cannot answer this question. This will be dependent on lodging availability and if individuals have base access.

General 65 What kind of security clearance is required?

Individuals will be escorted within facilities and will not have access to any classified systems or information. All work that requires access to classified information or systems will be accomplished by 52 FW or USAFE personnel.

General 66 Are the power outlets American standard? Each location has a American style and European style power outlets.

General 67 Is there a local hardware store on base?

There is no local hardware store on base. However, multiple hardware stores are located within 20-25 minutes from base.

General 68 Can we ship directly to base? Or do we need to ship from our closest AFB, then to Spangdalem Air Base? You can ship directly to base. The base's shipping address can be provided at a later date.

General 69 What dates are available to perform site surveys of the spaces prior to the submission date? We are discussing providing a pre-bid site visit.

General 70 Can you provide all the engineering drawings, etc, that are referenced in sections 1.1.1 in both attachments? All drawings have been provided.

General 71

Each classification of video calls will be optically isolated to ensure security: Is it possible to use a single codec per room and switch the optical isolation to the codec based on the classification? The unused classification will be on dark fiber. Each network, SIPR and ACBN require a separate code per room.

General 72 Each classification of video calls will be optically isolated to ensure security: Alternatively, do we need separate codecs for each classification, per location, that will be controlled by one (1) controller? Each network, SIPR and ACBN require a separate code per room.

General 73 Are soft codecs expected to be deployed, (i.e Teams, zoom, poly) on the GFE computers, and if so, should they be windows or Android? Yes, each room requires the ability to deploy soft CODECs on NIPR and SIPR.

General 74 In section 5.2.1 it states that they system must be able to integrate with the telecom and telephone calls, are the calls that are being integrated, Teams voice, VoIP, or POTS/PSTN? Teams Voice for NIPR and SIPR.

General 75 For all GFE that we are to reuse, it is possible to get manufacturers info as well as installation dates, there may be a code upgrade needed?

Bldg 3030, General 107 Included floor plans under section 15.0 Drawings (last page) do not scale well and text is illegible, can an original pdf or AutoCAD formatted file be included with this information?

Equipment components shall be installed in a lockable, permanently mounted cabinet located either in the VTC room or in the building’s communication room: What is the location of the communication room in relation to the (2) conference rooms? Is fiber required for cable runs to the communications room, or is shielded CAT cable sufficient? Fiber is required for classified networks (ACBN and SIPR). Shielded CAT cable is sufficient for NIPR.

Displays:

There are 2 86” display screens at the head of the room on which to display content from the NIPR and SIPR PCs. Content that is sent from a connected laptop in the room is also displayed there. There are 2 connec�on op�ons in the room, one at the end of the table and one at the lectern.

Instead of the "simple" displays, touch displays of the same size can also be used as an alterna�ve. In addi�on to many other func�ons such as the whiteboard, this could also be used to control the connected PCs (but not simultaneously with the USB camera and USB audio).

The video is distributed via AV streaming transmi�ers/receivers, which send the AV signal via a network switch and network cable. In principle, the system can be expanded with any number of transmi�ers and receivers.

In addi�on to the two front displays, 2 rear displays can be set up and connected if required. These are 65" tall and are mounted on mobile stands. The connec�on to the overall system is also via AV streaming receivers.

There is another display in the control room where a preview can be shown.

Video conference:

So�ware clients on the exis�ng PCs or on the connected laptops are used for the video conference.

The USB signals from the camera and the audio signal are routed to the PCs or laptops used via USB streaming. For the sound, there are 2 array ceiling microphones and 4 built-in ceiling speakers, distributed over the 4 corners of the room. Both the microphones and the ceiling loudspeakers are significantly more powerful than the currently installed systems.

Control:

The media technology is completely controlled via 2 10" touch panels, one in the control room and one on the table. These panels can be used to assign the audio and video sources, control the volume in the room and mute the microphones. The panels also control the two indicators that show whether NIPR or SIPR is opera�onal (indicator display in the room) and whether the room is occupied (indicator in the corridor).

Furthermore, the PTZ camera for the video conference is controlled via the control panels.
