Questions and Answers

1. Is there an incumbent for this position? If so, can the Government share the contract number?

Answer: No, there is no incumbent for this position.

2. If there is an incumbent, is there an incumbent contractor employee whom the awardee should consider for “right of first refusal” (i.e. Non-displacement of Qualified Workers Under Service Contracts)?

Answer: See afore

3. PWS: 2.2.9 Work Environment/Physical Requirements. Work will be accomplished in various departments of the medical treatment facility or logical extension of the facility (i.e., satellite clinic, health, and wellness centers). Work areas may include isolated wards and in contaminated areas where personal protected equipment is required.

Question: Will the Government provide the personal protection equipment if it is required?

Answer: Yes

4. PWS 4.9.4. As identified in the tasks and subtasks above, there are requirements in this PWS which require Contractor personnel to possess a SECRET security clearance by the start of the contract. Contractor employees requiring a SECRET security clearance will require a SECRET Clearance initiated by the Contractor organization at time of award to use classified data management systems to perform functional tasks with AMC/SG. C

Question: PWS 4.9.1 indicates personnel require a Tier 1 (T1) Background Investigation. PWS 4.9.4 indicates a Secret security clearance is potentially required. Can the Government clarify what level of clearance is necessary for this position?

Answer: The individual will only need a security clearance versus a secret clearance.

5. PWS 4.9.4: As such, Contractors shall have at a minimum a SECRET clearance as promulgated by the DoD. Contractor shall safeguard classified material in accordance with applicable DoD and Air Force directives.

Question: Is the contractor required to have a Facilities Level Clearance (FCL) to bid on this contract?

Answer: No

6. PWS 4.10. PLACE AND HOURS OF OPERATION. Services are to be performed at the 52d Medical Group, Spangdahlem Air Base, Germany

PWS 2.2.9 Work will be accomplished in various departments of the medical treatment facility or logical extension of the facility (i.e., satellite clinic, health, and wellness centers).

Question: Are all “logical extensions of the facility” located on Spangdahlem AB?

Answer: Yes, they are….. since the WRM Zemmer will be moving in the old Commissary here on Base, Arnold Blvd. 173

7. 4.15.3. GOVERNMENT PROVIDED TRAINING: Basic Life Support (BLS)

Question: Can the Government confirm that an active BLS can obtained once the individual is hired for the position?

Answer: Yes, a BLS training can be obtained.

8. 4.11.1. ABSENCES. The contractor may request, and the FRED may approve, based upon the recommendation of the section chief or from personal knowledge, a reduction in contract performance requirements up to a maximum of 20 working days 8 hours per day, scheduled or unscheduled, due to illness, leave, and other justified reasons per 12-month contract performance period.

Question: This does not match the Combined Synopsis document CLINs which state 1,912 hours per year. That only provides 11 Federal Holidays and 10 days of scheduled/unscheduled absences. This needs to be clarified and should match the PWS. Can the Government clarify the annual number of hours required?

Answer: Absences are up to 20 days + 11 Holidays (the Holidays are separated mentioned in 4.11 Holidays)

9. 4.15.6. DEFENSE MEDICAL HUMAN RESOURCES SYSTEM-INTERNET (DMHRSI):

Contractor employee is required to report labor hours in DMHRSI. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) bi-weekly in accordance with section guidelines through DMHRSI, IAW AFI 41-102 Chapt 7.

Question: The majority of our Federal DoD contracts, as non-personal services contract, are invoiced based on our time sheet tracking system. This captures such work tasks as orientation training which might not be logged in DMHRSI but will be logged through our system. Our invoicing will be based on the hours logged into our time sheet tracking system. Will the Government accept these hours if they don’t 100% align with the DMHRSI system?

Answer: Contractor employees are not required to report hours in DMHRSi for billing purposes.

10. 6.0. WORKLOAD ESTIMATE.

Question: The monthly total listed in this table is 165. Given 2,080 working hours in year, once the Federal holidays and authorized 20 working days of absence defined in the PWS are subtracted, monthly hours amount to 152.67 (2,080 – 88 Federal Holidays – 160 approved absences) = 1,832. 1,832 / 12 months = 152.67 per month). Can the Government clarify that the Federal holidays and the 20 working days of scheduled/unscheduled absences are paid but the actual working hours per month are 153, not 165? If the government maintains 165 per month as the requirement, is there a procedures for how overtime will be compensated?

Answer: All US Federal Holidays that the contractor is not present in the facility are non-chargeable to the U.S. Government and will not be reimbursed to the contractor. The hours per month should be 160 though (40 hrs/weekly).

The holiday and absence hours are though counted per month, but the invoice in WAWF will be only over the hours they actually worked.

Combined Synopsis

11. Pg. 2: INSTRUCTIONS TO OFFERORS (Addendum to 52.212-1) QUOTE SPECIFICS: In order to be considered for evaluation quotes must include a Price Exhibit and a Technical Exhibit.

Question: There is no “Technical Exhibit” in the document. Can the Government confirm that the “Past Performance Exhibit” section is the Technical Exhibit.

Answer: Yes

12. Pg. 3: Evaluation Factors, PRICE EXHIBIT a. A quote's Total Evaluated Price (TEP) will be determined by the sum of all separately priced CLINs as presented on the solicitation. Each CLIN will then be multiplied by twelve months to calculate an annual amount for the base year and the process will continue for each and all subsequent option years.

18. PWS 2.2.10 states forklifts will be used to transport heavy items. Is the contractor required to have a forklift license?
